The Chairman of the People's Committee of Nghe An province has just signed and issued a document requesting the directors of provincial departments, heads of provincial-level departments and branches; Chairmen of district, city and town People's Committees to focus on implementing a number of key tasks and solutions to reduce administrative procedures (AP) to improve the business environment and promote socio-economic development.
Accordingly, agencies, units and localities according to assigned functions and tasks:
Proactively and synchronously organize the drastic and synchronous implementation of tasks and solutions in Notice No. 1729-TB/TU dated February 27, 2025 of the Provincial Party Committee Standing Committee on the plan to implement the GRDP growth scenario of Nghe An province in 2025; Plan No. 136/KH-UBND dated February 28, 2025 of the Provincial People's Committee on implementing GRDP growth according to Resolution No. 25/NQ-CP of the Government on growth targets of sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more; Plan No. 137/KH-UBND dated February 28, 2025 of the Provincial People's Committee on implementing Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025.
Promote more strongly and drastically the reform of administrative procedures, improve the business environment substantially and effectively.
Provincial departments, branches and sectors:
- Focus on reviewing and recommending competent authorities to reduce and simplify regulations and administrative procedures under their management authority (including district and commune level administrative procedures) related to investment, production, business activities and people's lives, ensuring reductionshortened by at least 40%timehandle TTHCcompared to current regulations,at least 30% of business expenses(compliance costs);recommendationEliminate 30% of unnecessary business conditionsReport the review results to the Provincial People's Committee Office for synthesis before the date.April 10, 2025;
- Review administrative procedures under the management authority to advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to decentralize and authorize relevant agencies and units, minimize intermediate steps, improve the efficiency of handling administrative procedures, create a favorable environment for investment, production and business according to the direction of the Central Government and the province. Report the review results to the Office of the Provincial People's Committee.before April 15, 2025;
- Continue to review and advise the Chairman of the Provincial People's Committee to promptly, fully and accurately announce administrative procedures and the list of administrative procedures under its management authority; fully announce internal administrative procedures and review and simplify them to ensure the goals and requirements according to Official Dispatch No. 892/UBND-KSTT dated February 10, 2025 of the Chairman of the Provincial People's Committee on continuing to advise on the announcement of internal administrative procedures of the province.
Provincial departments, branches, People's Committees of districts, cities and towns:
- Strictly implement the reception of dossiers and settlement of administrative procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency; be responsible for checking, supervising and closely urging the progress of dossier processing, retrieval and handling of responsibilities for dossiers that are slow to be processed; departments, branches and localities need to closely coordinate, proactively review and remove obstacles in the process of implementing dossiers and procedures, promptly report to the Provincial People's Committee when difficulties and obstacles arise beyond their authority;
- The newly established and reorganized specialized agencies continue to implement according to the direction in Official Dispatch No. 1617/UBND-KSTT dated March 6, 2025 of the Provincial People's Committee on the implementation of administrative procedures for people and businesses when reorganizing and streamlining the apparatus to ensure stability, continuity, smoothness, and efficiency without interruption;
-Implement flow, shorten processing timeFor groups of procedural records to achieve the province's GRDP growth target of 10.5% in 2025 according to the target assigned by the Government:
+ Department of Science and Technology: Research and deploy additional documents on the VNPT-IOffice document management and operation system at the level"Green stream"for units to choose the level for documents and work records according to the priority mechanism to shorten processing time, ensure no delay or overdue. Complete before the dateApril 2, 2025;
+ Cadres, civil servants and public employees of agencies and units must strictly determine the level."Green stream"of the assigned documents to focus on immediate settlement of procedural records according to the priority mechanism;

Documents related to investment and infrastructure development: Procedures for planning, investment, site clearance, approval and adjustment of investment policies, licensing, approval, adjustment, disbursement of public investment capital and bidding documents, land auctions, land allocation, construction permits for large-scale investment projects; especially key projects: Coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section km7-km76, traffic route to Nhon Mai and Mai Son communes (Tuong Duong district), road connecting National Highway 7C to Ho Chi Minh road with National Highway 48E, Tan Ky district; Upgrading and expanding National Highway 7 project; Cua Lo deep-water port construction project; Vinh - Thanh Thuy expressway project; Vinh International Airport upgrade and expansion project; industrial park infrastructure project in the Southeast Economic Zone; industrial cluster infrastructure investment project; Investment projects in the High-tech Forestry Zone in the North Central region; investment projects in resort tourism...;

Strictly implement administrative discipline and order, create strong changes in working style and manners; proactively handle work according to assigned functions, tasks and powers with the highest sense of responsibility, resolutely not allowing the situation of shirking or avoiding responsibility; promptly detect and strictly handle acts of harassment, annoyance, corruption and negativity to consolidate and strengthen the trust of people, businesses and investors;
Set up, reactivate the Hotline phone number of the agency, unit and publish itwidely on mass media, Nghe An Newspaper, Provincial Radio and Television Station, Provincial/Department/Industry/Local Electronic Information Portal... to receive feedback and recommendations from people, businesses, and investors on administrative regulations and administrative acts of officials, civil servants, and public employees of agencies and units in implementing administrative procedures.Completed by April 2, 2025;
- Receive and promptly and thoroughly resolve within 48 hours any feedback or recommendations within the authority to resolve or guide, forward to competent authorities for resolution and response according to regulations. At the same time, fully and transparently publicize the results of the handling on the National Public Service Portal, the electronic information page of the agency or unit for people, businesses and investors to monitor and supervise.
Synchronously deploy powerful, breakthrough solutions to develop science and technology, innovation, digital transformation, and high-quality human resources:
Resolutely, synchronously and effectively implement specific programs and plans to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Action Program to implement Resolution No. 57-NQ/TW; Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation development and programs and plans of the Provincial Party Committee and Provincial People's Committee;
