The Chairman of the People's Committee of Nghe An province has just signed and issued a document requesting the directors of provincial departments, heads of provincial agencies, and chairmen of the People's Committees of districts, cities, and towns to focus on implementing a number of key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development.
Accordingly, agencies, units, and localities shall, according to their assigned functions and tasks:
Proactively and decisively implement the tasks and solutions outlined in Notice No. 1729-TB/TU dated February 27, 2025, of the Provincial Party Committee on the plan for implementing the GRDP growth scenario of Nghe An province in 2025; Plan No. 136/KH-UBND dated February 28, 2025, of the Provincial People's Committee on implementing GRDP growth according to Government Resolution No. 25/NQ-CP on growth targets for sectors, fields, and localities, ensuring the national growth target of 8% or more in 2025; and Plan No. 137/KH-UBND dated February 28, 2025, of the Provincial People's Committee on implementing Government Resolution No. 02/NQ-CP dated January 8, 2025, on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025.
Stronger and more decisive efforts should be made to reform administrative procedures and improve the business environment in a substantive and effective manner.
Provincial departments and agencies:
- Focus on reviewing and recommending to competent authorities the reduction and simplification of regulations and administrative procedures under their management authority.including administrative procedures at the district and commune levels.) related to investment, production, business activities and people's lives, ensuring reductionShorten by at least 40%timehandle Administrative procedurescompared to current regulations,at least 30% of business expenses(compliance costs);proposalAbolish 30% of unnecessary business conditions.The results of the review should be reported to the Provincial People's Committee Office for compilation before [date].April 10, 2025;
- Review administrative procedures under the management authority to advise the Provincial People's Committee and the Chairman of the Provincial People's Committee on decentralization and delegation to relevant agencies and units, minimizing intermediate steps, improving the efficiency of administrative procedure resolution, and creating a favorable environment for investment, production, and business in accordance with the orientations of the Central Government and the province. Report the results of the review to the Office of the Provincial People's Committee.before April 15, 2025;
- Continue to review and advise the Chairman of the Provincial People's Committee to promptly, fully, and accurately publish administrative procedures and the list of administrative procedures under its management authority; fully publish internal administrative procedures and review and simplify them to ensure the objectives and requirements are met according to Official Letter No. 892/UBND-KSTT dated February 10, 2025, from the Chairman of the Provincial People's Committee on continuing to advise on the publication of internal administrative procedures of the province.
Provincial departments, boards, and agencies; People's Committees of districts, cities, and towns:
- Strictly implement the process of receiving and resolving administrative procedures related to businesses in an electronic environment, ensuring smooth, seamless, and efficient operation; be responsible for checking, monitoring, and closely urging the progress of file processing, tracing and handling responsibility for files that are slow to process; departments, sectors, and localities need to coordinate closely, proactively review and resolve obstacles in the process of handling files and procedures, and report promptly to the Provincial People's Committee when difficulties or obstacles arise that are beyond their authority;
- The newly established and reorganized specialized agencies will continue to implement the directives in Official Letter No. 1617/UBND-KSTT dated March 6, 2025, of the Provincial People's Committee regarding the implementation of administrative procedures for citizens and businesses when reorganizing and streamlining the organizational structure to ensure stability, continuity, smooth operation, and efficiency without interruption;
ButImplement a streamlined process to reduce processing time.Regarding the procedural dossiers aimed at achieving the province's GRDP growth target of 10.5% in 2025, as set by the Government:
+ Department of Science and Technology: Research and implementation of additional features on the VNPT-IOffice document management and operational system at the appropriate level."Green Stream"Units can select priority levels for documents and work files to shorten processing times and ensure no delays or overdue deadlines. Department of Industry and Trade: Monitor and closely follow the situation, proactively implement appropriate and timely management solutions and measures to ensure a stable supply of petroleum products, and sufficient electricity supply to serve production, business, and people's lives; prevent shortages and disruptions in all situations.
Addressing promptly and effectively the difficulties, obstacles, and suggestions of citizens and businesses:
Strictly enforce administrative discipline and order, creating a strong transformation in working methods and styles; proactively resolve issues according to assigned functions, duties, and powers with the highest sense of responsibility, resolutely preventing shirking or avoidance of responsibility; promptly detect and strictly handle acts of harassment, inconvenience, corruption, and negativity to consolidate and strengthen the trust of citizens, businesses, and investors;
Establish and reactivate the hotline number of the agency/unit and make it public.Widely disseminated through mass media, Nghe An Newspaper, the Provincial Radio and Television Station, the Provincial/Department/Local Electronic Information Portal… to receive feedback and suggestions from citizens, businesses, and investors regarding administrative regulations and administrative actions of officials and employees of agencies and units in implementing administrative procedures.To be completed before April 2nd, 2025;
- Receive and resolve promptly and completely within 48 hours all feedback and suggestions within the agency's jurisdiction, or guide and forward them to the competent authorities for resolution and response as prescribed. Simultaneously, publicly and transparently disclose the results of the handling process on the National Public Service Portal and the agency's website for citizens, businesses, and investors to monitor and supervise.
Implement comprehensive, strong, and groundbreaking solutions to develop science and technology, innovation, digital transformation, and high-quality human resources:
The province will decisively, synchronously, and effectively implement specific programs and plans to carry out Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025, of the Government on the Action Program to implement Resolution No. 57-NQ/TW; Resolution No. 193/2025/QH15 of the National Assembly on piloting some special mechanisms and policies to create breakthroughs in national science, technology, innovation, and digital transformation; and other programs and plans of the Provincial Party Committee and the Provincial People's Committee.
Continue to vigorously implement Project 06/CP and share data among sectors and localities, promote comprehensive national digital transformation, and create momentum for economic growth based on science, technology, data, digital technology, and innovation.

Monthly, report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on the results of implementing tasks and publicly disclose the list of individuals and organizations that are behind schedule in resolving administrative procedures as prescribed.
Directors of provincial departments, heads of provincial agencies, and chairpersons of district, city, and town People's Committees are requested to seriously implement the above contents.
