The Chairman of the People's Committee of Nghe An province requested the heads of departments, branches and sectors to directly attend the meeting of the Provincial People's Council.

(Baonghean.vn) – Comrade Nguyen Xuan Duong – Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province gave the above direction at a working session with departments, branches and sectors to review preparations for the 2nd session of the 17th Provincial People's Council on the morning of July 26.

Attending the meeting were members of the Provincial Party Standing Committee: Cao Thi Hien - Vice Chairman of the Provincial People's Council, Le Minh Thong - Vice Chairman of the Provincial People's Committee; a number of Vice Chairmen of the Provincial People's Committee; representatives of leaders of departments, branches, Provincial People's Council Committees, and the Provincial People's Committee Office.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

At this session, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to prepare 11 reports; the sectors proposed 13 draft resolutions. All reports and draft resolutions were developed and completed by the Provincial People's Committee Office in coordination with departments, branches and sectors to submit to the Provincial People's Committee for consideration and comments.

The Standing Committee and committees of the Provincial People's Council have examined 11 reports and 13 draft resolutions. As a result, the examining body has proposed to accept and complete them to submit to the 11th meeting of 11 reports and 11/13 draft resolutions.

Two draft resolutions on: Project to establish a Fund to support the development of cooperatives; Regulations on prices of some treatment services and support levels from the State budget for policy beneficiaries participating in treatment of opioid addiction with replacement drugs at State treatment facilities in Nghe An province were not passed because they were not under the authority of the Provincial People's Council or because there were related documents recently issued by the Government.

Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council spoke at the meeting.

At this session, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to present a summary of 3 reports at the meeting hall, including: Summary report on the socio-economic situation in the first 6 months of 2016; tasks for the last 6 months of 2016; Summary report on the content of the submissions and draft resolutions submitted to the session; Summary report on the results of handling opinions and recommendations of voters and delegates of the Provincial People's Council; issues promised, accepted and recorded in the question and answer session at the 15th session of the 16th Provincial People's Council.

Speaking at the working session, Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council requested that departments, branches and sectors review to prepare specific explanatory reports for the contents that still have many opinions of the Provincial People's Council delegates; at the same time, this is the first session held according to the structure of the Law on Organization of Local Government, so directors of departments, branches and sectors, members of the Provincial People's Committee must uphold their responsibilities as leaders and fully participate in the session.

Before the session, many local voters made recommendations to the Provincial People's Council delegates on many issues related to people's lives.

At the group discussion session in the upcoming Provincial People's Council meeting, the sectors need to proactively provide information to the delegates to create high consensus and quality in resolutions and reports. The Vice Chairman of the Provincial People's Council also requested the Provincial People's Committee to direct the focal agency to review data and assess the socio-economic situation in the first 6 months of the year in accordance with specialized reports...

Concluding the working session, comrade Nguyen Xuan Duong highly appreciated the departments for their content preparation work, especially the leaders of departments and branches who participated in giving opinions to join the Standing Committee and the Provincial People's Council committees in assessing the quality of the contents. The Provincial People's Council committees gave in-depth opinions on the contents submitted by the Provincial People's Committee. Regarding some resolutions not submitted to the Provincial People's Council, he requested the relevant departments to continue to complete them for the Provincial People's Committee to promulgate.

Some documents are still submitted late, the Chairman of the Provincial People's Committee requested the relevant departments to urgently complete and submit the documents to the Provincial People's Committee; the Provincial People's Committee Office has a summary report for the 3 reports presented to the Provincial People's Council in accordance with the meeting agenda, ensuring quality.

Comrade Nguyen Xuan Duong noted that at the group discussion sessions, the leaders of the Provincial People's Committee Office and experts in the fields closely followed up to summarize the opinions of the Provincial People's Council delegates. In particular, the Chairman of the Provincial People's Committee requested that the members of the Provincial People's Committee and directors of departments, branches and sectors must directly attend the Provincial People's Council meetings and must not be absent to proactively and be ready to speak and explain the opinions of the Provincial People's Council delegates.

After this meeting, comrade Nguyen Xuan Duong requested that departments, branches and sectors carefully and qualitatively complete the draft resolutions to promptly submit to the Provincial People's Council, thereby sending them to the Provincial People's Council delegates 5 days in advance as prescribed.

At the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong also gave specific instructions to a number of relevant departments, branches and sectors in developing draft resolutions to submit to the 3rd session of the 17th Provincial People's Council taking place at the end of 2016.
