Chairman of the Provincial People's Committee Nguyen Duc Trung periodically receives citizens in December
(Baonghean.vn) - On the morning of December 15, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular citizen reception session in December 2021.

Mr. Le represents 13 households in Nghi Phong commune (Nghi Loc) petitioning the competent authority to resolve land rights for households with permanent residence in hamlet 1, Nghi Phong commune, whose houses are attached to land within the administrative boundary of Hoa Hop hamlet, Nghi An commune (Vinh city) to stabilize their lives.
“For nearly 30 years, because the land has not been granted a Certificate of Land Use Rights, people have not been able to mortgage their land to borrow capital for production and business, affecting the education of their children and grandchildren,” said Mr. Le.

Regarding the origin of land use, Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee said that these 13 households were granted land by Nghi Phong Cooperative without authority in the years 1988 - 1993 for residential purposes. Of these, 7 households have submitted petitions with a total area of 1,086 m2, the remaining 6 households have not yet collected documents so have not submitted petitions. The entire area of these households is within the planning for the expansion of National Highway 46.
“Previously, Nghi Phong commune had a policy of converting some agricultural land along the main road into residential land, but these households did not agree, so the land allocation according to Decree 64 for these households could not be implemented. Therefore, the households are not listed in Map 299, the inventory book, and the land registry of Nghi Phong commune,” said Mr. Tu.

The Chairman of Vinh City People's Committee also said that according to the planning for the construction of Vinh University's second campus, 7 plots of land are included in the planning and subject to resettlement. However, after the planning adjustment, this land area is completely included in the planning for the expansion of National Highway 46. Due to planning problems, these households have not yet been granted land use right certificates.
Regarding this issue, Director of the Department of Natural Resources and Environment Hoang Quoc Viet said that households that were granted land without authority, if they have fulfilled their financial obligations to the State, will be eligible for consideration of granting land use right certificates. Director of the Department of Transport Hoang Phu Hien expressed his opinion, researched and considered adjusting the planning of National Highway 46 through Nghi An commune to remove the land area of households from the planning.

After listening to the opinions of citizens and Vinh City People's Committee, departments, branches, the Chairman of the Provincial People's Committee shared with the households that for many years, due to planning problems, they have not enjoyed land rights.
To completely resolve citizens' petitions regarding planning, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Vinh City People's Committee and relevant sectors to review the overall plan and consider adjusting the 108m cross-section plan in the zoning plan of the area to consider the possibility of adjusting it to match the plan of National Highway 46 and Vinh University's second campus.

In case of adjustment, it is recommended that the competent authority adjusts to ensure that it is suitable for the landscape of both National Highway 46 and Vinh University Campus 2. In case of no adjustment, it is necessary to clearly state the plan for implementing the clearance and arranging resettlement land for households.
Regarding land origin and financial obligations, the Chairman of the Provincial People's Committee assigned the Vinh City People's Committee to inspect the land use process, ensuring compliance with the reality that these households have used it from 1988-1993 until now. This is the basis for considering granting land use right certificates to households if it is consistent with the planning. The results will be reported to the Chairman of the Provincial People's Committee before January 15, 2022 for consideration and resolution of people's petitions.
