In particular, the Chairman of the Provincial People's Committee requested the Provincial People's Council not to approve the Resolution on tuition fee increase in this session.

2016 is the first year of implementing the 5-year socio-economic development plan 2016 - 2020. In the first 6 months of the year, our province has had remarkable developments in many socio-economic aspects, which was reflected in the report presented at the opening session.

Notable among them are: economic growth rate reached 6.61%, higher than the average growth rate of the whole country (the whole country grew 5.52%); agricultural production had a good harvest, many rice varieties with high quality and economic value were introduced; budget revenue increased by 21.8% compared to the same period in 2015; investment attraction activities took place vigorously; cultural and social fields achieved many remarkable results; national defense, political security, social order and safety were maintained...

However, besides that, delegates and voters of the province still have concerns and proposals on many aspects and fields of socio-economic life, policy mechanisms, social security issues...

The Chairman of the Provincial People's Committee promised to the voters of the province that he would direct all levels and sectors to actively and gradually resolve the difficulties and problems in the recent past and would like to emphasize the following issues:

The Provincial People's Committee will focus on preventing revenue loss and handling outstanding debts.. Pay attention to reviewing and handling the outstanding debt in basic construction or real estate project owners who have not yet paid money to the state treasury; outstanding settlement of basic construction, ensuring investment efficiency; focus on removing difficulties and obstacles in key projects and works....

In the first phase, the Provincial People's Committee agreed to withdraw 13 projects and continue to review 20 slow-implementing projects; ensuring that the conditions, especially environmental requirements, must be met according to new regulations before being considered for continued investment project implementation.

Review and promoteagricultural infrastructure system; pay attention to the application of science and technology, especially in the seed stage, production process, quality assurance, assign responsibility to local authorities for food safety issues in the area. This issue is assigned to the Chairman of the People's Committee at each level to be responsible for food safety in their area and directly act as the head of the steering committee. Take care of market work, especially cooperate with science and technology centers and Japan in the issue of bringing seeds, science and technology into production, mobilizing capital sources, attracting businesses to invest in agriculture. The Department of Agriculture and Rural Development needs to have optimal solutions to apply science and technology into production, improve product quality, and create prestige in domestic and foreign markets.

Movement "All people unite to build a cultural life"In the first 6 months of 2016, cultural activities in the whole province continued to be maintained and well implemented at the grassroots level. Organizing cultural activities well created a deep impression on the people and domestic and international friends.

In the coming time, the Department of Culture, Sports and Tourism is required to develop a plan to direct and guide agencies, units and localities to strengthen the implementation of cultural and civilized urban lifestyles. People's Committees of districts, cities and towns should strengthen the organization of rich and healthy cultural, artistic and sports activities to meet the people's needs for spiritual and cultural enjoyment. Pay attention to the management, preservation, maintenance and promotion of cultural values. Regularly organize inspections and checks to rectify cultural service business activities to create an urban aesthetic and a healthy cultural environment to serve the task of economic and social development.

With the issue of increasing tuition fees,We accept the opinions of the delegates at this session and propose that the Provincial People's Council not pass the Resolution on tuition fee increase in this session. The Provincial People's Committee will direct the Department of Education and Training to survey and present a plan on the basis of ensuring 3 principles: Do not reduce the current fee, if it is increased, it will increase according to the roadmap of economic development and people's lives. It will increase step by step, year by year and according to each roadmap; with the above tuition fee, after balancing, if there is still a shortage, we will ask the Provincial People's Council for permission to allocate enough budget to serve the cause of education development. We will re-implement it carefully, appropriately and present it to the Provincial People's Council in the meeting at the end of 2016.

Continue to speed up the progress of new rural construction,Complete the contents that are still slow or have not achieved high results, strive to recognize 34 communes meeting the new rural standards in the last 6 months of the year according to the plan set out at the beginning of the year; Implement well the integration of investment programs and projects to develop infrastructure to serve production; Focus on attracting investment, mobilizing resources to build infrastructure, apply scientific and technical advances, build and replicate effective economic development models, in which it is necessary to focus on issuing policies and mechanisms for hamlets and villages in mountainous areas to meet the new rural standards every year, policies and mechanisms for maintenance and repair of rural infrastructure works, and do a good job of environmental protection. Resolve outstanding debts in basic construction in new rural construction.

On implementing policies:Assign the Department of Labor, War Invalids and Social Affairs to advise and implement employment creation policies associated with labor market development; In the last 6 months of the year, strive to create new jobs for 19,500 workers; of which, over 6,800 workers will be exported. Strengthen inspection and supervision of the implementation of labor, safety, labor hygiene, social insurance and unemployment insurance policies for workers; Continue to direct the effective implementation of poverty reduction programs, carry out hunger eradication and poverty reduction projects, support ethnic minorities with special difficulties in the right target, in the right area, and for the right subjects; Implement Decision No. 24/2016/QD-TTg of the Prime Minister on one-time subsidies for people with achievements in participating in the resistance war who are awarded Certificates of Merit at all levels.

Strengthening land management,Handling encroachment on traffic safety corridors. The Provincial People's Committee will assign the Provincial Police to preside over and coordinate with the Department of Transport and related units to develop an implementation plan and will ask the Provincial People's Council to pass a Resolution on ensuring clearance of traffic safety corridors in the last meeting of 2016. Focus on thoroughly handling pressing issues such as: environmental pollution, illegal mining, etc. In the coming time, the Provincial People's Committee will direct the functional branches to move projects into industrial zones, limiting the use of rice fields.

Gradually improve the effectiveness and efficiency of state management; Improve the quality of service to the people and businesses, enhance the dynamism and friendliness of administrative agencies. Strongly improve the investment and business environment, so that Nghe An becomes a destination for many domestic and foreign investors.

Effectively implementing administrative reform, especially improving the quality of civil servants, simplifying administrative procedures... to bring the provincial competitiveness index to a higher level than in 2015.

Directing functional sectors to focus on solving security and order issuessuch as stepping up attacks and sweeping all types of crimes, increasing patrols, control and handling of violations of traffic safety laws; Focusing on resolving complicated and crowded complaints; handling urgent and prominent issues that people are concerned about; Strictly handling acts of spreading false news, causing social instability, harming the interests of the State, businesses and people

On other issues such as:Land clearance, environmental pollution, child drowning, traffic accidents... In the shortest time, the Provincial People's Committee will assign relevant sectors to review and find appropriate solutions to resolve the limitations and problems that have existed in the past.
