Chairman of the Provincial People's Committee: Implementing the 2018 goals right from the beginning of the year

(Baonghean) - In 2017, besides favorable conditions, the implementation of the Socio-Economic Development Plan encountered many difficulties and challenges. However, with the attention and support of the Party and State leaders, central ministries and branches, and with the efforts of the entire political system, business community and people, Nghe An has achieved many remarkable results.

This is the first year after the 18th Provincial Party Congress (term 2015 - 2020), Nghe An province has completed and exceeded 27/27 socio-economic targets, in which the economic growth rate reached 8.25%, higher than the growth rate of the last 3 years (in 2014 it increased by 7.13%, in 2015 it increased by 6.81%, in 2016 it increased by 7.22%) and higher than the average growth rate of the whole country (estimated at 6.7%); budget revenue is estimated at over 12,000 billion VND, an increase of 9.3% compared to 2016. The value of agricultural - forestry - fishery production increased by 4.58% compared to the plan of 4 - 4.5%.

To achieve that result, the Provincial People's Committee has directed the agricultural sector to continue to promote restructuring the sector towards increasing added value, initially forming high-tech agricultural production facilities. With potential, advantages, and strategic orientation, we believe that the agricultural sector will continue to develop.

The investment attraction sector continued to be a bright spot in 2017 with the successful organization of the annual investor meeting, investment promotion events in many countries such as Australia, Malaysia, Hong Kong, Korea... and many solutions to improve the investment environment, resulting in 152 new investment license projects with a registered capital of nearly 14,000 billion VND.

Many large-scale investment projects have been, are being and will be implemented, creating large revenue sources for the provincial budget and jobs for workers such as: Hoa Sen Factory, Song Lam Cement Factory; VSIP Nghe An Industrial, Urban and Service Park, Infrastructure investment project of 2 industrial parks of Hemaraj Group (Thailand); projects of Vingroup, Masan Group;...

Friendly cooperation between Nghe An and other provinces and countries has gone into depth, such as: A series of activities to celebrate the 55th anniversary of the establishment of diplomatic relations between Vietnam and Laos, visits and working sessions of leaders of several countries and provinces in Nghe An, the 11th APEC Senior Officials Meeting on Disaster Management, the 21st Preparatory Meeting of the Association of 9 provinces of the 3 countries of Vietnam - Laos - Thailand...

These activities have contributed to promoting the image and people of Nghe An, the province's potential for attracting investment, bringing Nghe An closer to domestic and international friends, creating momentum for development in the new integration trend.

Along with promoting investment attraction, Nghe An province pays special attention to the field of construction of traffic and urban infrastructure. In 2017, a series of important traffic routes of the province were inaugurated and put into use, such as: Highway 1A - Nghia Dan - Thai Hoa Town connection road, railway overpass; N5 - D4 route connecting Highway 7 with Nghi Thiet (Nghi Loc) ...

Many key projects have been completed and put into use or are actively speeding up the implementation progress such as: VSIP Nghe An, Nghi Thiet Cement Grinding Station; Vinpearl Cua Hoi Hotel, Entertainment and Resort Villa Complex, Vinh Urban Project (WB), DKC Petroleum Depot, Vissai Seaport, Port No. 5, 6 of Cua Lo Port...

These changes show that the structure of industries and investment attraction sectors is being positively shifted towards increasing the proportion of services, manufacturing and processing industries; at the same time, it affirms that the recent shift in leadership and direction to the industry and construction sector by the Provincial Party Standing Committee and the Party Committee of the Provincial People's Committee is correct and appropriate.

In the socio-economic picture of Nghe An last year, it is impossible not to mention the outstanding achievements of the province's education sector. Continuing the tradition of previous years, in 2017, the rate of excellent students ranked first in the country, with 8 international and regional excellent students, 111 national excellent students, and the quality of mass education was improved.

In addition, social security work was taken care of with the successful organization of activities to celebrate the 70th anniversary of War Invalids and Martyrs Day; priority was given to resolving policies and regimes for people with meritorious services; more than 30,000 workers were given jobs, and the poverty rate decreased by 2-3% compared to 2016.

Administrative reform continues to receive close attention and direction from Party committees and authorities at all levels. Political security and social order and safety are maintained.

These results affirm the efforts of the entire political system and people of the province; affirm the leadership role of Party committees at all levels, the dynamism and creativity in the operation and management of authorities at all levels and the solidarity, unanimity and trust of the people.

2018 is an important year in implementing the Resolution of the Party Congresses at all levels for the 2015-2020 term and 5 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province until 2020, the 5-year socio-economic development plan (2016-2020).

The province's goals and tasks for 2018 are very high: Gross Regional Domestic Product (GRDP) growth rate of 8-9%; budget revenue increase of 15-20% compared to 2017, poverty rate decrease of 2-3%... To achieve that goal, Nghe An province needs to seize the opportunity to quickly put the Party's resolution into practice.

Sectors and levels must get involved right from the beginning of the year to develop programs, plans and roadmaps to achieve the set goals; make stronger improvements in policies and mechanisms related to institutional reform, improving the investment and business environment, administrative reform, etc., contributing to continuing to promote efficiency, better supporting the operations of domestic enterprises, and promoting the development of the private economic sector.

Focus on restructuring rural agriculture; developing industrial production; services; developing enterprises and collective economy; developing infrastructure; enhancing the application of science and technology in production and life...

I believe that the Party Committee, government, army and people of the whole province will continue to strive to rise up, turn potential into reality, bring the economy and society to continuous development, creating a solid foundation towards building Nghe An into the economic - cultural - social center of the North Central region.
