For the Party Committee of Do Luong district town, to accurately assess the quality of party organizations, based on the orientation and guidance of superiors, the Party Committee of the town has developed 54 classification and evaluation criteria suitable for each type and each facility.
When the Party cells submit documents for self-assessment, evaluation, and classification, the Party Committee conducts an appraisal with the participation of specialized committees, the Fatherland Front, and organizations to ensure accuracy. For example: The criteria for leadership in agricultural development, trade and services are evaluated in depth by the economic committee; the criteria for leadership in culture and society are evaluated by the cultural committee; the criteria for security and order are evaluated by the Military Committee and the Commune Police...
According to Nguyen Nguyen Minh, Standing Deputy Secretary of the Town Party Committee, in addition to relying on the criteria, the Party Committee's assessment and appraisal is also based on monitoring the movement and handling of issues at the grassroots level of each Party organization.
The results of the assessment and evaluation are sent back to the Party cells and announced to the entire Party Committee, creating democracy, seeking feedback and consensus from the entire Party Committee. By doing this, the assessment and classification of Party organizations is quite accurate. For example, in 2015, through self-classification, 100% of Party cells self-classified as strong and effective, but the Party Committee assessed and withdrew nearly 15% of Party organizations classified as having completed their tasks well.
With the motto of "accurate assessment to solve problems", creating motivation and improving the leadership capacity and fighting strength of party organizations, through practical surveys in a number of localities, it shows that units have paid attention to the work of evaluating and classifying party organizations in a practical direction, overcoming the situation of equalization and "equalizing the whole village".
Every year, Party committees at all levels issue guidelines for reviewing collectives and individuals and classifying Party organizations and Party members. The District Party Committee also conducts the assessment process through many channels: Party organizations self-assess; departments, offices, the Fatherland Front and higher-level organizations assess expertise according to vertical sectors of lower levels; and Party committees at higher levels review, adjust and classify lower levels.
With careful and meticulous steps and methods, according to the assessment of many units: the current assessment and classification work is relatively objective, honest and comprehensive. From there, timely policies and adjustments are proposed to strengthen the organization and improve the team.
The results of the evaluation and classification of party organizations are increasingly becoming more substantial. Only counting the grassroots party organizations, in 2011, 80.7% of party organizations were strong (21/28 party organizations), 15.3% of party organizations fulfilled their tasks well (4/28 party organizations); 4% of party organizations fulfilled their tasks (1/28 party organizations). In 2015, only 44.4% of party organizations were strong (12/27 party organizations); 55.6% of party organizations fulfilled their tasks well (15/27 party organizations). |
Comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board affirmed: The Provincial Party Committee attaches special importance to the annual evaluation and classification of party organizations based on the issuance of regulations and guidance on specific scoring for each type, comprehensively in all leadership areas of the Party Committee and strictly implementing Instruction No. 27-HD/BTCTW dated September 25, 2014 of the Central Organization Board, ensuring that the rate of classification of each Party Committee does not exceed 50% of the total number of Party organizations in the Party Committee. This spirit ensures that the evaluation and classification of Party organizations is more rigorous and substantial; encourages and promotes the creation of emulation movements between localities and Party Committees.
Besides, according to comrade Le Quoc Khanh, there are still some criteria and contents that are general and not close to reality, affecting the quality of the classification. Some places still show signs of "achievement disease" in evaluation and classification. The coordination of evaluation between higher-level departments and branches towards lower-level ones is not highly unified, and there is still deference and leniency in classification. On the other hand, the regulations on the highest classification rate between the government and the party organization are still overlapping and inconsistent, the government is not more than 70% excellent, the Party is not more than 50% TSVM...
There should be specific and clear criteria.
According to regulations, the evaluation and classification of cadres and party members are based on four factors: Political and ideological qualities; ethics, lifestyle; qualifications and working capacity both at the agency and in social relationships at the place of residence, both in terms of duties and responsibilities of Party Committee members (Party members are leaders), management and leadership responsibilities in state agencies and organizations (for Party members are managers)... However, the work of evaluating and classifying Party members, especially Party members who are leaders and managers, has long been considered the most difficult and weakest link.

According to comrade Truong Hong Phuc - Secretary of Do Luong District Party Committee: The mentality of being respectful, avoiding, afraid of conflict, liking to hear and be praised of a part of cadres and party members is one of the biggest obstacles leading to the quality and effectiveness of the work of evaluating cadres and party members not being truly objective and accurate. Meanwhile, the criteria for evaluating party members and cadres are still general, heavily qualitative, not having specific and clear quantitative characteristics.
Sharing this view, comrade Hoang Van Bo - Standing Deputy Secretary of Quynh Luu District Party Committee also said: Currently, there is a lack of specific and clear criteria associated with titles, positions, and jobs, so the evaluation and classification are heavily based on emotions, often leading and managing cadres are classified as excellent.
Comrade Dang Anh Dung - Standing Deputy Secretary of Thanh Chuong District Party Committee said: In the evaluation and classification of cadres and party members, the requirement for self-criticism and criticism is set, but looking at the annual party member review, the capacity for advantages is high, the shortcomings and limitations are very few and general. When the self-criticism of cadres and party members is not high, they do not admit their own shortcomings; combined with the general mentality of being respectful and avoiding "harmony for the whole village", there will be no openness, frankness, and honesty with each other to progress together.
Correctly assessing the nature of cadres and party members is identified as the most important step, the source of all processes related to cadre work and strengthening and improving the leadership capacity and fighting strength of party organizations.
To overcome the shortcomings and avoid formalism in the current work of evaluating and classifying cadres and party members, party organizations, especially leaders, need to closely follow reality to evaluate the reality, and at the same time promote those who dare to speak frankly and honestly in giving comments, criticism and self-criticism.
In addition, each cadre and party member also needs to change their perception. If they want to be classified as excellent, they themselves must be truly outstanding and truly excellent in the group. At the same time, it is necessary to specify the criteria for each position and specific job; seriously carry out the work of inspecting and supervising the implementation of assigned tasks of cadres and party members to serve as a basis for more substantial assessment and classification; contribute to improving the leadership capacity, fighting strength of the party organization and the quality of party members in the entire party organization.
Results of reviewing, classifying, and disciplining cadres and party members: From 2013 to present, 662 cadres under the management of the Provincial Party Committee have been reviewed, evaluated, and classified. The Provincial Party Committee Standing Committee, Party committees, and party organizations at all levels have disciplined 1,805 party members. Of these, 1,260 were reprimanded, 312 were warned; 107 were dismissed from office, and 126 were expelled, contributing to cleaning up the Party internally. |
