(Baonghean.vn) - This is one of the proposals of the National Assembly Delegation of Nghe An province when discussing the socio-economic situation and Covid-19 prevention and control work.

On the morning of October 21, continuing the second session of the 15th National Assembly, the National Assembly discussed in groups the socio-economic situation, Covid-19 prevention and control work, and the implementation of the State budget.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province, Chairman of the Provincial People's Council chaired the discussion session at the Delegation of the National Assembly Delegation of Nghe An Province. According to the Government's report, in 2021, our country is expected to achieve and exceed 8/12 main targets set. The macro economy continues to be maintained stable; inflation is controlled. Major balances of the economy are basically guaranteed. However, in 2021, it is expected that 4/12 main socio-economic targets will not reach the set targets. The macro economy still has potential risks. In 2022, the Government plans to set 16 main targets in the economic, social and environmental fields; in which the growth rate of gross domestic product (GDP) will reach about 6 - 6.5%.

Discussing these contents, Prof. Dr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An province commented: Up to this point, the Covid-19 epidemic in the province has been basically controlled and moved to a new normal state with the motto "safe, flexible adaptation, effective control of the Covid-19 epidemic". Therefore, according to the delegate, it is necessary to strengthen communication work so that people understand, share and agree with the country's policies, and accompany the Government.

In addition, regarding the work of ensuring social security and job creation, delegate Thai Van Thanh highly appreciated the Government's attention when issuing policies to support workers, but in practice, there are still difficulties due to processes and procedures. Therefore, according to the delegate, along with identifying the right subjects and implementing financial regulations correctly, the procedures must be streamlined so that the support package can be disbursed soon, creating favorable conditions for beneficiaries.

On the other hand, delegate Thai Van Thanh suggested that there should be timely solutions to re-mobilize labor resources or quickly train workers to support businesses in maintaining production.

Regarding the issue of labor and employment, delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee said that due to the impact of the Covid-19 epidemic, there has been a wave of repatriated workers, resulting in a local labor shortage between localities. There is a shortage of workers in places where they leave, and a surplus in places where they return. Therefore, it is necessary to have solutions for employment and social security for workers; at the same time, it is necessary to survey and investigate the sociology of returning workers to understand their skills and organize job connections.

Also related to epidemic prevention and control, delegate Vo Thi Minh Sinh proposed promoting the application of information technology, especially the need to use a unified application to update tracing, integrate data, and connect uniformly and synchronously between localities; pay attention to investing in commune-level health stations and the "doctor at home" model to improve disease prevention capacity from the grassroots level; pay attention to allocating vaccines to localities that are located at the hub of traffic routes and have diverse types of transportation.

In addition, the Chairman of the Vietnam Fatherland Front Committee of Nghe An province also contributed many opinions related to the issue that voters reflected that the conflict between the purchase price of agricultural products is still low but the selling price is still high. Therefore, there needs to be a macro-level solution to resolve this conflict.

Along with that, it is necessary to soon establish a Steering Committee to implement the National Target Program on New Rural Construction, Program 135 and the Socio-Economic Development Program for Ethnic Minority Areas when there is a policy to merge all three of these programs into one Steering Committee; at the same time, it is necessary to speed up the allocation of funds to implement the above programs;...

In addition, delegates also proposed solutions to support businesses to overcome difficulties caused by the Covid-19 pandemic. Delegate Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation suggested that in addition to supporting large enterprises, it is necessary to pay attention to supporting small and medium enterprises. Meanwhile, full-time delegate of the Nghe An National Assembly Delegation Tran Nhat Minh suggested that there should be solutions and policies to restart the domestic market.

Regarding solutions to prevent and control the epidemic in the coming time, delegate Hoang Thi Thu Hien - Vice President of the Women's Union of Nghe An province agreed that, in addition to the participation of the political system, it is also necessary to demonstrate a highly professional factor, through analyzing actual data to have close scenarios in each situation and at different levels. In addition, according to the Vice President of the Women's Union of Nghe An province, there should be policies to care for women because this is the group that is most affected by the epidemic.

Delegate Vi Van Son - Head of the Ethnic Minorities Committee of Nghe An province proposed that the National Assembly and the Government have solutions to prioritize funding to continue implementing or have new policies for people in previously extremely difficult areas, now in communes of area 1 to implement policies such as: Buying health insurance cards, supporting the education and training sector...

Along with that, it is recommended that the Ethnic Committee advise the Government to allow safe zone communes and border communes in Region 1 of ethnic minority and mountainous areas to be included in the investment scope of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period.

Speaking at the discussion session, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial National Assembly Delegation analyzed the difficulties and achievements in socio-economic development and Covid-19 prevention and control in recent times.

In particular, the Head of the National Assembly Delegation of Nghe An assessed that the socio-economic situation in the first 9 months of the year was extremely difficult and unfavorable, especially in the third quarter of 2021. However, the Government has made efforts in prevention and control work and has so far basically controlled the epidemic, introducing a new strategy of "safe and flexible adaptation, effective control of the Covid-19 epidemic".

The Government has also made quick decisions, directly and indirectly supporting the people and businesses, thereby contributing to overcoming and resolving difficulties. On the other hand, the Government has resolutely reformed institutions; demonstrating a stronger decentralization and delegation of power.

However, the situation this year is still difficult, it is expected that 4/12 main socio-economic targets will not reach the set targets; the progress of public investment disbursement is slow, and business operations are difficult.

Therefore, in the coming time, as well as in 2022, the Provincial Party Secretary proposed to have solutions to restore economic development; at the same time analyze, clarify and have solutions to restore social issues; continue to perfect institutions; continue to maintain and prevent security, social order and safety issues from occurring.
