According to the delegate, the local power apparatus has been very stable up to now. If the organizational structure of the People's Council is constantly changed for each term, there will be an inconsistent and non-objective view of the local power apparatus.

Previously, the apparatus had Standing Committee members of the People's Council at the provincial and district levels, 1 Vice Chairman of the People's Council, a part-time Chairman of the People's Council, the Head of the People's Council Committee could be full-time, the Vice Chairman was full-time and had to be a People's Council delegate. When amending the Law, it was proposed to strengthen the power of the local elected body and increase 2 full-time Vice Chairman of the People's Council, increase 1 Vice Chairman of the People's Council at the provincial and district levels. So, what is the legal basis for proposing to reduce the apparatus without summarizing the term, while the draft Law does not mention streamlining the payroll, merging, and separating the apparatus of State administrative agencies?
