PV:Thlike comrades, one of the things that public opinion cadres, party members and the massesWhat we are most concerned about now is maintaining strict discipline.in the Party. To do that, the work of inspection, supervision and enforcement of Party discipline is extremely important. Could you tell us how the Nghe An Party Committee carried out inspection, supervision and enforcement of Party discipline in 2017?
Comrade Le Hong Vinh:Inspection and supervision work is one of the leadership functions of the Party, and is increasingly receiving attention from Party committees, Party organizations, cadres, Party members and the masses, considering it an important method and tool to strictly maintain Party discipline, contributing to improving the leadership capacity and fighting strength of the Party organization.
Realizing that, the Party inspection team has been united, dedicated, serious and responsible in their work to contribute to preventing and limiting violations by Party organizations and Party members. Among the many achievements, we can review some specific results in 2017 as follows:
Party committees at all levels inspected 1,980 party organizations and 3,890 party members; concluded that 88 party organizations and 176 party members did not perform well, of which 54 party organizations and 94 party members had shortcomings and violations; disciplinary action had to be taken and 6 party members were disciplined.
The Inspection Committees at all levels inspected 500 organizations and 797 party members when there were signs of violations, including 382 party committee members at all levels, accounting for 48% (an increase of 5% of organizations and a decrease of 5% of party members compared to 2016), including: The Provincial Party Committee's Inspection Committee inspected 6 party members, concluded that 6 party members had violated the law, and through the inspection clarified the violations of the individuals involved, decided to discipline 3 party members, proposed to discipline according to authority in the form of warning 2 party members, and reprimand 1 party member. The lower-level Inspection Committees inspected 500 party organizations and 790 party members; concluded that 336 party organizations (67%) and 601 party members (76%) violated the law; Disciplinary action must be taken against 4 party organizations (accounting for 1.2% of the violating organizations), and 117 party members (accounting for 35% of the violating party members).
Inspection Committees at all levels inspected the implementation of inspection and supervision tasks for 2,049 party organizations (an increase of 7% compared to 2016); inspected the implementation of discipline for 1,580 organizations (an increase of 10 party organizations compared to 2016).
The inspection results showed that 1,791 party organizations developed inspection and supervision programs and plans; performed well the inspection tasks, led and directed the inspection work well, 291 party organizations did not perform well the leadership, directed and performed the inspection and supervision tasks. The Provincial Party Committee's Inspection Commission inspected the disciplinary enforcement of 10 lower-level party organizations; the lower-level Inspection Commission inspected 1,570 organizations, with the result that 1,467 organizations performed well, 113 organizations did not perform well the disciplinary enforcement work.
Regarding the implementation of party organization and party member discipline, Party committees at all levels and Party cells disciplined 15 Party organizations (an increase of 7% of Party organizations compared to 2016), of which 14 were reprimanded and 1 was warned. Among the Party organizations subject to discipline, there were 8 Party Committees, Standing Committees of grassroots Party Committees and 7 Party cells. Party committees disciplined 829 Party members (an increase of 28% compared to 2016). including: 579 reprimands; 201 warnings; 32 dismissals; 17 Party members expelled.
Of which: District Party Committee, District Party Committee Standing Committee (equivalent) 163; grassroots Party Committee 538; Party cells 128. Among the disciplined Party members, 115 were Party Committee members at all levels. The Inspection Committee at all levels disciplined 173 Party members (an increase of 70% compared to 2016), including 94 Party members at all levels. Of which, the Inspection Committee disciplined 2 Party members; the Inspection Committee at lower levels disciplined 171 Party members.
PV:There are opinions that the "furnace" for handling discipline, violations, and wrongdoings in ChinaCentral is "hot", but in localities (in general) it is still "cold", what do you think about this opinion?
Comrade Le Hong Vinh:It can be seen that public opinion is placing great expectations and trust in the Party building and rectification work of the entire political system. With the number of inspections, supervisions, detection of violations, and disciplinary actions mentioned above, it is clear that we have acted resolutely, but due to the mentality of a few people who are impatient to know the results of inspections, supervision, and enforcement of discipline when violations occur, especially through the media channels that talk a lot about some cases handled by the Central Government, they want to make a big deal at the local level.
Here, we would like to share with readers that the implementation of inspection, supervision and enforcement of party discipline must be carried out in accordance with the current Charter and regulations, and one of the important requirements of inspection and supervision is to prevent and stop violations; not to let shortcomings and defects become violations, small violations become major violations, etc.
On the other hand, through inspection and supervision, if violations are detected, depending on the level and nature of the violation, they will be handled promptly, strictly, with deterrence and educational effectiveness, affirming that there is no cover-up and no forbidden areas.
Thanks to the regular and good inspection and supervision work up to now, we have been able to prevent violations from the beginning, so up to now, no major violations have been discovered. We must also frankly admit that the quality of inspection work in some places is not up to par and does not meet expectations.
Central-level cases are complex and large-scale, so the press focuses on reporting them, which also contributes to "heating up" public opinion. Local cases and events that are smaller in nature and scale and have less serious consequences are less likely to attract public and press attention, and create less media impact, so it may be difficult to feel "hot".
With Nghe An, it can be seen that the results in 2017 with the discovery of organizations and party members who violated and enforced discipline amounted to hundreds, with disciplinary levels ranging from high to low, showing that Party building and rectification have entered life, becoming a regular, truly effective task, not just a formality or movement.
Through inspection, supervision and disciplinary enforcement, the Party organization and Party members have promoted their strengths, overcome shortcomings and limitations, stabilized the internal situation, united the Party organization, and strengthened trust in the Party organization and among the people. From there, it has contributed to improving the Party's capacity and fighting strength.
In particular, the inspection and supervision work has positively impacted the comprehensive completion of the province's socio-economic targets and plans (the value of gross regional domestic product (GRDP) increased by 8.13%; budget revenue reached and exceeded the set target (over 12,000 billion VND); people's lives continued to improve; the poverty rate decreased to 7.3%; culture and society had many improvements; national defense and security were consolidated and maintained; Party building and political system building were strengthened...
PV:From practical activities, can you tell us some difficulties, problems, shortcomings and limitations of current inspection work?
Comrade Le Hong Vinh:Besides the results achieved due to the basic advantages, the work of inspection, supervision and discipline enforcement also has limitations, weaknesses and difficulties.
Some Party committees, Party organizations and leaders, especially at the grassroots level, have not really paid due attention to inspection and supervision work. The advisory role of some inspection committees has not been well promoted.
The inspection team at the grassroots level still has many limitations and shortcomings (limited in terms of qualifications, courage, skills, etc.). Inspection staff at the grassroots level are part-time; policies and regimes are still limited. In addition, after the Party Congress for the 2015-2020 term, many inspection committees have new staff with no experience while the inspection and supervision work requires understanding and proficiency in many fields, inheritance and experience, etc.
The consultation on inspection and supervision programs has not focused on sensitive areas of social concern, which are prone to violations; adequate time has not been allocated for inspection and supervision in the economic and financial fields. The inspection and supervision of some issues that still have many shortcomings and limitations at the grassroots level has not been properly focused, such as: outstanding debts; asset declaration of officials; recruitment of officials and civil servants; public procurement investment; fee collection and mobilization of funds...
Checking for signs of violations against party organizations and party members still faces many difficulties, on the one hand, because signs of violations are increasingly sophisticated, and on the other hand, there is still a mentality of fear, respect, and avoidance.

PV:According to you, to overcome the shortcomings and limitations, and remove immediate and long-term difficulties, what needs to be done so that the inspection, supervision and disciplinary enforcement work can achieve the expected and desired results?
Comrade Le Hong Vinh:There is much to do, some of which I believe need to be done immediately.
First isParty members themselves must uphold the spirit of being exemplary in the fight against wrongdoings and violations, not covering up, avoiding, "ignoring" or "keeping silent".
For Party committees, Party organizations and leaders, it is necessary to strengthen inspection and supervision work; conduct substantive and effective self-criticism and criticism work in the spirit of Resolution 4 of the Central Committee (12th tenure) in conjunction with Directive 05-CT/TW of the Politburo.
Cadres, party members, and the masses who want the Party to be clean and strong must demonstrate responsibility by frankly pointing out the shortcomings, violations, and mistakes of comrades and the organization. The detection and handling of violations should not be considered the private work of inspection, supervision, and monitoring. In our opinion, the inspection and supervision work of the Party is the work of Party building, so we need to clearly understand that inspection and supervision work is a regular, long-term task, an important function of Party committees, party organizations, and inspection committees at all levels.
Inspection and supervision must originate from the requirements of political tasks; from the practical work of Party building; carry out construction in parallel with combat and follow the principles and methods of Party work; truly make inspection and supervision a tool and a driving force in the work of Party building and rectification, contributing to making our apparatus increasingly clean and strong.
Second isIt is necessary to expand the inspection program in key, urgent areas, areas prone to violations such as: land management, minerals, natural resources - environment, finance, construction investment, public procurement, personnel work, etc. This is a "sensitive" area, with many potential risks of violations causing loss of trust among cadres, party members and people.
Third isThere needs to be an effective power monitoring mechanism to avoid autocracy - the cause of many violations or cover-up of violations.
FinalThe key point is that there needs to be a form of protection for those who do inspections, supervision, and discipline, those who have a fighting spirit, so that they are not controlled, not respected, avoided, isolated, suppressed, or threatened, both in terms of health, life, and political life.
I believe that doing a good job of inspection, supervision, and discipline enforcement is the work that demonstrates the Party's will and the people's will, so this work will certainly be effective and successful!
