Nghe An checks the safety of lakes and hydroelectric dams, proactively responds to storm No. 10

To proactively respond to the complicated developments of storm No. 10 and minimize damage to people and property, Nghe An Department of Industry and Trade established a team to inspect the safety of reservoirs and hydroelectric dams and respond to storm No. 10.

On September 28, a working delegation from the Department of Industry and Trade inspected Khe Bo and Chi Khe Hydropower Plants.

At the time of inspection at Chi Khe Hydropower Plant at 10:00 a.m. on September 28, the plant was operating with a total discharge flow downstream of about 1,600m3/s, equivalent to the water flow to the lake. Chi Khe Hydropower Joint Stock Company has mobilized 100% of its employees to concentrate at the factory, arranging 24/7 staff to be ready to respond to any situations that may arise.

For Khe Bo Hydropower Plant, at 11:30 a.m. the same day, the lake water level was at the normal rising level of 65.00 m. The plant is operating to regulate flood discharge with a total discharge flow of 1,549.3 m3/s is equivalent to the water flow to the lake.

Khe Bo Hydropower Plant has also proactively deployed many synchronous solutions to respond to storm No. 10. The entire dam system, sluice gates, flood discharge equipment, and electrical and control systems have been inspected and tested to ensure readiness. The plant has announced the flood discharge operation plan to the authorities and people in the downstream area to proactively respond, ensuring the safety of people's lives and property...

At the factories, the inspection team inspected the preparation of materials and necessities for storm response and post-storm circulation; equipped satellite communication equipment; and backup generators. At the same time, they inspected flood reduction operations, information and warning work for Khe Bo lake; and coordinated flood reduction operations for downstream areas of Chi Khe lake.

Directly inspecting factories, the working group of the Department of Industry and Trade requested to strengthen the implementation of work to ensure the safety of dams and reservoirs. Focus on fully preparing human resources, materials, means, and logistics according to the "4 on-site" motto to respond to super typhoon BUALOI; ensure that information is kept uninterrupted to promptly direct and handle natural disaster situations. Strictly implement the single reservoir and inter-reservoir operation procedures, regularly monitor to operate discharge to ensure safety in downstream areas, monitor flood developments to lower reservoir water levels according to procedures to ensure operational safety. Strengthen the work of inspecting and evaluating the status of dams, equipment, flood discharge and water intake operation items, flood discharge warning systems in downstream areas, etc.

Companies need to coordinate closely with local authorities, fully and promptly notify local authorities, people and relevant units in the downstream area in many ways during flood discharge operations to proactively respond, especially in emergency flood discharge situations and night discharge. Coordinate closely and regularly provide operational information to downstream factories for safe operation. Fully equip satellite communication equipment and provide satellite phone numbers and focal points for receiving operating orders to agencies under the direction of the Ministry of Industry and Trade.

Previously, the Ministry of Industry and Trade and the Provincial People's Committee issued dispatches directing the focus on preventing and combating storm No. 10; in which, in Dispatch No. 7401/CD-BCT dated September 27, 2025, the Ministry of Industry and Trade requested the Departments of Industry and Trade of Nghe An, Ha Tinh, Quang Tri provinces, and the owners of Ban Ve, Khe Bo, Chi Khe, and Ho Ho hydropower dams to urgently deploy responses to storm No. 10 (BUALOI).

Accordingly, it is recommended to strictly comply with the operating procedures of inter-reservoirs and single hydropower reservoirs approved by competent authorities, especially when unusual situations arise; operate scientifically, ensure absolute safety for the project, prevent artificial floods, contribute to flood reduction for downstream areas, in which, it is especially necessary to pay attention to notify people early before operating flood discharge.
