Police clarify the case of a naked girl who was tied up, hung up, and beaten with a whip.

Immediately after receiving information about the clip of a little girl being stripped of her clothes, her hands tied, hung from the ceiling and beaten with a whip, Nghi Xuan District Police, Ha Tinh quickly began investigating to clarify the matter.

The image in the clip records a scene of a little girl being stripped of all her clothes, her hands tied with rope and hanging from the ceiling, while next to her is a man using a whip to beat the girl.

Currently, the health and mental health of the two children are stable and are being cared for by relatives and authorities.

Through verification and investigation, it was determined that the child in the clip was NTBN (born in 2012, residing in Cuong Gian commune, Nghi Xuan district). Previously, on the night of July 27, N slept overnight at his uncle's house but without permission from his father, NVT (born in 1988, residing in Cuong Gian commune), so at noon on July 28, NVT forced N to take off all his clothes, then used a shirt to wrap around his wrists, then used a rope to tie the outside, hung him from the rafters and used a whip to hit N's buttocks 3-4 times. During the beating, NVT gave his phone to his son, NNT (born in 2010), to record the video and told him not to show it to anyone.

After being beaten, N was released by his father. Afterwards, N and T went to their grandmother's house in Xuan Lien commune to play. There, his uncle used his phone to record a video from T's phone (the phone that NNT brought with him).

The District Police have summoned NVT for questioning, however, T is currently not at his residence. The District Police are continuing to investigate, clarify the case, and handle it in accordance with the law.
