In early 2018, through professional work, the Investigation Security Agency (Nghe An Police) discovered a ring specializing in forging documents and certificates to supply to the market for those who want to order in large quantities, many types and sophisticated methods led by Nguyen Thi Huong.
After a long time of monitoring the activities of the subjects, on April 27, 2018, at Kim Dong Street, Hung Binh Ward (Vinh City), the Investigation Security Agency caught Nguyen Thi Huong red-handed handing over fake diplomas and related fake documents to Nguyen Duc Tuan (born in 1946), residing in Hung Binh Ward, Vinh City.

Conducting an urgent search of Nguyen Thi Huong's residence and workplace, the authorities seized 283 fake seals of state agencies, organizations, businesses, and schools (including fake seals of the Investigation Security Agency, Investigation Police Agency, Vinh City Police, Nghi Loc District Police), 3 laptops, 2 color scanners, 1 photocopier, and many other documents and objects related to forgery.
At the police station, Nguyen Thi Huong confessed that she was the one who directly made fake degrees and certificates and sold them to those in need for prices ranging from 300,000 VND to 800,000 VND.
In 2016, Nguyen Thi Huong was arrested by the Investigation Security Agency of Nghe An Province Police for "Forging seals and documents of agencies and organizations" and was sentenced to 2 years in prison with a suspended sentence.

However, for profit, after serving her sentence, the subject continued to commit crimes. Huong bought fake seals of agencies and organizations from an old acquaintance, then bought a printer, a photocopier and other necessary tools and hid them at her daughter Tran Anh Hoa's house in Thai Loc hamlet, Nghi Thai commune, Nghi Loc. And this is also the place where Nguyen Thi Huong used to make fake documents, diplomas and certificates to sell to those in need.
The Investigation Security Agency has decided to prosecute the case and prosecute Nguyen Thi Huong and Tran Dang Khuong (born in 1983, son of Nguyen Thi Huong) for the act of "Forging seals and documents of agencies and organizations" and at the same time conduct an expanded investigation of related subjects.
