At the 17th session held from September 13 to 16 in Hanoi, the Central Inspection Committee concluded on signs of violations by the Party Committee of the Provincial People's Committee and Mr. Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee.

Specifically, according to the conclusion of the Central Inspection Committee, the Party Committee of the Gia Lai Provincial People's Committee for the 2011-2016 term violated the principle of democratic centralism; violated the Working Regulations of the Provincial Party Committee, the Party Committee of the Provincial People's Committee and the regulations of the Standing Committee of the Provincial Party Committee in leading and directing a number of activities of the Provincial People's Committee. Violating regulations on personnel organization, proposing planning and appointing a number of unqualified personnel, not meeting the requirements, not in accordance with regulations. Lax leadership, direction, lack of responsibility, allowing the Provincial People's Committee to commit many violations and shortcomings such as: Land allocation, land lease without planning, not organizing auctions, violating the Land Law, causing loss of state budget revenue. Managing investment in construction of a number of projects from the state budget in violation of the Bidding Law and the Construction Law. The Party Executive Committee of the Gia Lai Provincial People's Committee for the 2016-2021 term violated the principle of democratic centralism and the Working Regulations of the Party Executive Committee of the Provincial People's Committee. Lack of determination in leading, directing, and correcting violations and shortcomings of the Provincial People's Committee for the 2011-2016 term; extending the operation of secondary border gates and border openings in violation of Government regulations.

The conclusion of the Central Inspection Committee also pointed out the violations and shortcomings of Mr. Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee: Held the main responsibility for the violations and shortcomings of the Party Committee of the Gia Lai Provincial People's Committee for the 2011-2016 term. The violations and shortcomings of the Party Executive Committee of Gia Lai Provincial People's Committee for the 2011-2016 term and Mr. Pham The Dung are serious, affecting the prestige of the Party and State, causing resentment among cadres, party members and people, to the point of requiring disciplinary action.

The Central Inspection Committee also requested the Party Committee of the Provincial People's Committee for the 2016-2021 term and Pham The Dung, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Gia Lai Provincial People's Committee to seriously review and draw profound lessons./.
