Announcement of discipline against former Deputy Secretary of Gia Lai Provincial Party Committee

At the 17th session held from September 13 to 16 in Hanoi, the Central Inspection Committee concluded on signs of violations by the Party Committee of the Provincial People's Committee and Mr. Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee.

Specifically, according to the conclusion of the Central Inspection Committee, the Party Committee of the Gia Lai Provincial People's Committee for the 2011-2016 term violated the principle of democratic centralism; violated the Working Regulations of the Provincial Party Committee, the Party Committee of the Provincial People's Committee and the regulations of the Provincial Party Standing Committee in leading and directing a number of activities of the Provincial People's Committee. Violating regulations on personnel organization, proposing planning and appointing a number of unqualified personnel, not meeting the standards and conditions, not in accordance with regulations. Loosening leadership and direction, lacking responsibility, allowing the Provincial People's Committee to commit many violations and shortcomings such as: Allocating land, leasing land without planning, not organizing auctions, violating the Land Law, causing loss of state budget revenue. Managing investment in construction of a number of projects from the state budget violated the Law on Bidding and the Law on Construction. The decision to open 05 auxiliary border gates and border crossings violated the Government's Decree.

The Party Committee of the Gia Lai Provincial People's Committee for the 2016-2021 term violated the principle of democratic centralism and the Working Regulations of the Party Committee of the Provincial People's Committee. Lack of determination in leading, directing, and correcting violations and shortcomings of the Provincial People's Committee for the 2011-2016 term; extending the operation of secondary border gates and border crossings in violation of Government regulations.

The conclusion of the Central Inspection Committee also pointed out the violations and shortcomings of Mr. Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee: Held the main responsibility for the violations and shortcomings of the Party Committee of the Gia Lai Provincial People's Committee for the 2011-2016 term. Violating the principle of democratic centralism, the Working Regulations of the Provincial Party Committee and the Working Regulations of the Party Committee of the Provincial People's Committee in performing assigned duties and tasks; violating Regulation No. 51 and Regulation No. 231 of the Secretariat on the leadership and direction relationship of the Provincial Party Committee and City Party Committee with Party delegations and Party Committees. Violating in directing and deciding on land allocation and land lease without auction and deciding on investment in projects using the state budget, mining; opening secondary border gates and border crossings not in accordance with the Government's regulations. Lack of exemplary role in proposing the appointment of some relatives who do not meet the standards and conditions.

The violations and shortcomings of the Party Executive Committee of Gia Lai Provincial People's Committee for the 2011-2016 term and Mr. Pham The Dung are serious, affecting the prestige of the Party and State, causing resentment among cadres, party members and people, to the point of requiring disciplinary action.

The Central Inspection Committee also requested the Party Committee of the Provincial People's Committee for the 2016-2021 term and Pham The Dung, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Gia Lai Provincial People's Committee to seriously review and draw profound lessons./.
