1. Strictly implement the contents of Official Dispatch No. 37 dated August 13, 2018 of the Central Steering Committee on Disaster Prevention and Control; Official Dispatch No. 10 dated August 13, 2018 of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue.

2. For sea routes:

- Strictly manage the departure of ships; The Provincial Border Guard Command, based on the specific situation, advises the Provincial People's Committee to decide on the sea ban;

- Organize monitoring and counting of vessels operating at sea, maintain regular communication with vehicle owners to promptly handle any bad situations that may occur;

- Check and guide the anchoring of boats at anchorage areas, coastal shelters, in rivers and especially around islands; absolutely do not let people stay in cages, watchtowers, or boats;

- Proactively deploy plans to ensure safety of people and property for tourism activities, on islands and coastal and inland aquaculture cages.

3. For land areas:

- Direct and guide people to brace houses, billboards, and prune tree branches;

- Implement plans to ensure safety for public works, ports, coastal industrial parks, large projects under construction, warehouses, mines, power transmission systems, and mineral exploitation waste dumps.

4. Mountainous districts:Check and review areas at risk of flash floods and landslides, notify people to proactively prevent and resolutely evacuate people from dangerous areas. Organize warning signs, patrol and guard flooded areas, deeply flooded roads and strictly prohibit collecting firewood during floods.

5. Safety inspection and operation of works in irrigation systems; actively operate drainage pumps, especially in urban areas and areas with low-growing rice fields when flooding occurs.

6. For irrigation and hydroelectric reservoirs:

- Implement plans to ensure the safety of reservoir works when there is a risk of an incident, especially handling the first hour;

- Increase 24/7 on-duty at the construction site during periods of heavy rain and floods, closely monitor water levels and flow to the reservoir to have appropriate operating plans;

- Continuously update the situation, calculate the operation plan of the hydroelectric reservoirs and base on the actual situation to direct appropriate operations;

7. Check and implement reinforcement measures to ensure the safety of the dike system; especially key weak points, incidents caused by storm No. 3 and floods in July 2018 have not been resolved.

8. The North Central Hydrometeorological Station regularly and promptly updates information on rain and flow to provide to the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control, and relevant agencies and units to operate the Ban Ve, Khe Bo, and Chi Khe reservoirs.

9. Prepare forces and means for rescue when requested.
