Publicize administrative procedures in 100% of communes in Yen Thanh

(Baonghean) - In July 2017, Yen Thanh district, Nghe An completed the publicization of administrative procedures at the district level and in 100% of communes. This is one of the positive results after 1 year of efforts to implement the Project "Promoting administrative reform in the district in the period of 2016 - 2020 and the following years" of this district.

On July 4, 2017, Yen Thanh District People's Committee issued Notice No. 208/TB-UBND on publicly posting 212 lists of administrative procedures performed at the District-level One-Stop Transaction Center, 57 lists of administrative procedures performed at the One-Stop Transaction Center of the People's Committees of communes and towns in Yen Thanh District.

This has helped the one-stop transaction centers at all levels to operate more orderly, increasing the quality of service to the people. The one-stop centers have built and completed operating regulations, prescribed administrative procedures, and arranged specialized civil servants of departments and branches that are closely related to the settlement of administrative procedures for organizations and citizens assigned by the District People's Committee.

Especially in areas such as social policy, land use registration, judiciary, business licensing, project procedure appraisal.

Currently, the entire Yen Thanh district has started to implement level 3 public service work and has initially received high evaluations. Continue to maintain the connection in issuing health insurance cards for children under 6 years old; deploy online household registration management.

The District People's Committee has arranged focal points to perform the task of controlling administrative procedures and paying support funds to officials and civil servants who are focal points for controlling administrative procedures; publicizing the address for receiving feedback and recommendations on administrative regulations at the one-stop transaction center.

After more than 1 year of publicizing the receiving address, the communes and towns have not received any feedback or recommendations related to administrative procedures in the district.

Mr. Nguyen Huu Trang - Chief of the District People's Committee Office, in charge of the Yen Thanh District One-Stop Transaction Center, said: "Every day, there are 20 - 50 people coming here to transact, and mainly focusing on areas related to land policies and business licensing.

Therefore, in order to promptly and properly serve the needs of the people, the center has arranged 3 separate doors to handle procedures related to land policies. 2 permanent specialized departments to handle in this field are the Office of Land Use Rights Registration and the Department of Natural Resources and Environment of the district. If in 2015 and before, people often reported delays in administrative procedures, from 2016 to now, that situation has almost disappeared.

Ms. Tran Thi Dung in Bac Thanh commune, a resident who came to do transactions at the district's One-Stop Center, said: "For a long time, I have been coming to the district's One-Stop Center to register personal paperwork procedures. The staff here have always guided me very enthusiastically and meticulously, so I have never had to do it again, and I have not had to wait long. Therefore, not only me but many other people are very satisfied."

Mr. Thai Huu An - Head of the Department of Internal Affairs of Yen Thanh district said: "Immediately after the district issued the project "Promoting administrative reform in the district in the period of 2016 - 2020 and the following years", we have strengthened the work of urging and inspecting the implementation of administrative reform, and amending working methods in the whole district".

In 2016, the district conducted surprise inspections of this work in 10 communes, focusing on inspecting the operations of the one-stop shop.

The issuance and implementation of the administrative reform project has been gradually helping agencies and units in the district to strengthen administrative discipline and order; especially in implementing Directive 17-CT/TU of the Provincial Party Committee and Directive 10/CT-UBND and Directive 26-CT/TTg of the Prime Minister on strengthening discipline in administrative agencies at all levels.

“The one-stop shop and one-stop shop mechanism continues to be seriously implemented by specialized departments, branches and relevant units, helping to increase publicity and transparency in handling administrative procedures, gradually improving the satisfaction of people and organizations with the service of state administrative agencies in the whole district,” Mr. Thai Huu An affirmed.
