(Baonghean.vn) - This is one of the goals in Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045".

On the morning of December 6, the nationwide in-person and online conference to study and disseminate the Resolution of the 6th Central Conference, 13th tenure of the Party, organized by the Politburo and Secretariat, continued to work.

The conference was also broadcast live to 41 district-level and equivalent points; 350 commune-level points with about 12,500 delegates attending.

The conference listened to comrade Tran Tuan Anh - Politburo member, Head of the Central Economic Commission, deliver a speech on the topic: "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045".

Accordingly, in terms of guiding viewpoints, Resolution No. 29 clearly states: Industrialization and modernization of the country is a process of fundamental and comprehensive transformation of the economy and social life, based mainly on the development of industry and services on the basis of science - technology, innovation and creativity; is the central task of the socio-economic development strategy, building an independent, self-reliant, proactive economy, actively integrating deeply into the international community, developing rapidly and sustainably, becoming a developed country with high income in the direction of socialism.

In particular, the development of manufacturing and processing industry is considered key; digital transformation is a new breakthrough method to shorten the industrialization and modernization process; industrialization and modernization of agriculture and rural areas are among the top priority tasks.

The general goal by 2030 is that Vietnam will basically achieve the criteria of an industrialized country, a developing country with modern industry, high average income; and the people's lives will be improved.

Building a strong national industrial foundation with new production capacity, self-reliance, high adaptability and resilience, gradually mastering core technology, basic technology of basic industries, priority industries, and spearhead industries.

Agriculture develops rapidly and sustainably in an ecological direction, strongly applying advanced science and technology. Service sectors are restructured synchronously and effectively on the basis of modern technology and digital technology with improved quality, efficiency and competitiveness, forming many new service sectors with high added value.

Resolution No. 29 sets a target of an average GDP growth rate of about 7% per year from now until 2030. Also by 2030, GDP per capita at current prices will reach about 7,500 USD; among the top 3 ASEAN countries in terms of industrial competitiveness.

The proportion of industry reaches over 40% of GDP; the proportion of processing and manufacturing industry reaches about 30% of GDP; the proportion of high-tech industrial product value in processing and manufacturing industries reaches over 45%; the average added value of manufacturing and processing industry per capita reaches over 2,000 USD. The proportion of the service sector reaches over 50% of GDP, of which tourism reaches 14 - 15% of GDP.

Form a number of large-scale, multinational domestic industrial corporations and enterprises with international competitiveness in basic, priority and spearhead industries; build and develop a number of large-scale domestic industrial clusters with international competitiveness; master a number of industrial and agricultural value chains.

Build a self-reliant, self-reliant, dual-use, modern defense and security industry. The proportion of the digital economy reaches about 30% of GDP. Complete the construction of a digital government, among the top 50 countries in the world and ranked 3rd in the ASEAN region in terms of e-government and digital economy.

Urbanization rate reaches over 50%. Strive to achieve targets on efficient use of resources (land, water, minerals), reuse and recycling of waste equivalent to leading ASEAN countries; Environmental Performance Index (EPI) reaches over 55. Human Development Index (HDI) remains above 0.7.

By 2045, Vietnam will become a developed country with high income, among the leading industrialized countries in Asia.

To achieve the above objectives, Resolution No. 29 sets out 10 main groups of tasks and solutions, including: Renewing thinking, awareness and taking drastic actions, continuing to promote industrialization and modernization of the country. Building and perfecting institutions and policies to promote industrialization and modernization of the country.

Building a strong, self-reliant and self-reliant national industry; enhancing the capacity of the Construction sector. Accelerating the industrialization and modernization of agriculture and rural areas; continuing to restructure the Service sector based on the foundation of science-technology, innovation and creativity.

Developing science and technology, innovation, creativity and high-quality human resources to meet the requirements of industrialization and modernization. Developing synchronous and modern infrastructure; promoting rapid and sustainable urbanization, closely linking and creating momentum for the country's industrialization and modernization.

Develop economic sectors to promote industrialization and modernization. Innovate financial and credit policies to promote rapid and sustainable industrialization and modernization of the country.

Promoting the cultural values, bravery and intelligence of the Vietnamese people, building a modern and strong working class; a team of pioneering intellectuals and businessmen in the industrialization and modernization of the country; ensuring good social security.
