Increased enforcement of party member discipline

During the 2015-2020 term, the work of inspection, supervision and Party discipline in the entire Nghe An Party Committee has been given attention and achieved high results. Party committees at all levels have completed inspections and supervisions on schedule according to the set programs and plans, with increasingly improved quality; ensuring time, striving to shorten the time for examination, verification and working at the grassroots level so as not to affect the operations of the inspected and supervised agencies and units. The content of the inspections and supervisions is built quite comprehensively and comprehensively.

The Provincial Party Standing Committee has focused oncheck, monitorin areas prone to violations and of public concern. As in 2018, the leadership, direction and organization of the implementation of Decree No. 86/2015/ND-CP of the Government regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and the policy of tuition exemption and reduction, and support for study costs for the Standing Committee and the secretaries, deputy secretaries, and chairmen of the People's Committees in some districts were inspected; in 2019, the leadership, direction and organization of the implementation of thrift practice and anti-waste in management, operation and use were inspected.State budgetin Vinh City; in 2020, inspecting the leadership, direction, and organization of the implementation of the Politburo's Regulations on the responsibilities of Party leaders in receiving people, having direct dialogue with people, and handling people's reflections and recommendations; handling citizens' complaints and denunciations against the Standing Committee and the secretaries, deputy secretaries, and chairmen of the People's Committees of some localities;...

Party committees at all levels have linked inspection and supervision of Party organizations with inspection and supervision of Party members who are leaders and those assigned to be in charge. Through inspection and supervision, shortcomings and shortcomings have been corrected and strict sanctions have been imposed on violating groups and individuals. Specifically, Party committees at all levels have disciplined 65 Party organizations (58 reprimands, 7 warnings), down 25.29% compared to the 2010-2015 term, of which 26 Party committees, standing committees of grassroots Party committees and 39 Party cells and Party committees were disciplined.

However, the number of party membersdisciplinary actionIn the 2015-2020 term, the number of party members disciplined increased compared to the previous term. Specifically, Party committees at all levels disciplined 3,834 party members (2,970 reprimands, 723 warnings, 91 dismissals, 50 expulsions), an increase of 116.12% compared to the 2010-2015 term, of which the Provincial Party Committee's Standing Committee disciplined 6 party members; the District Party Committee's Standing Committee and equivalent disciplined 413 party members; and the grassroots Party Committees disciplined 2,041 party members;... Among the disciplined party members, 479 cases were Party committee members at all levels. In addition, the Party Inspection Committees at all levels have disciplined 1,372 party members (800 reprimands, 318 warnings, 44 dismissals, and 210 expulsions), an increase of 180.57% compared to the 2010-2015 term, of which 265 cases were disciplined by Party Committee members at all levels.

The assessment of the Provincial Party Standing Committee shows that in the 2015-2020 term, disciplinary actions against party members increased significantly compared to the previous term; they were basically considered and decided by the correct authority, appropriate forms were applied, ensuring the correct motto, principles, and procedures, and had an educational and deterrent effect;maintain strict disciplineof the Party, with the consent of cadres, party members and people; combined Party disciplinary action with administrative and union discipline and material compensation.

According to data from the Inspection Committee of Nghe An Provincial Party Committee, in the 2015-2020 term, Party committees at all levels inspected 9,166 Party organizations and 19,062 Party members; supervised 10,058 Party organizations and 13,101 Party members. Of which, the Standing Committee of the Provincial Party Committee inspected 51 organizations and 99 Party members; supervised 45 organizations and 128 Party members. Inspection committees at all levels inspected 4,297 Party members and 2,314 Party organizations when there were signs of violations; supervised 6,225 organizations and 8,777 Party members.

Provincial level on commune level inspection

Recently, the Standing Committee of Nghe An Provincial Party Committee held a conference to summarizeinspection and supervision workand implementing Party discipline for the 2015-2020 term; deploying directions and tasks for the 2020-2025 term. Attending and directing the conference, comrade Hoang Van Tra - Deputy Head of the Central Inspection Commission acknowledged and highly appreciated the results of the inspection and supervision work of the Nghe An Provincial Party Committee throughout the term. In particular, the awareness of Party committees, Inspection Commissions at all levels, cadres and Party members about inspection and supervision work has increasingly improved.

The number of inspections has increased, and the quality has been improved. In particular, the important thing, according to the Deputy Head of the Central Inspection Commission, is that the effectiveness of the inspection work has served well the implementation of the political tasks of the Party Committee, agencies, units, and localities. However, the Deputy Head of the Central Inspection Commission also noted that Nghe An needs to do better.regular supervisor; at the same time, strengthen thematic supervision of sensitive and pressing issues in areas such as land management, public investment, personnel work, etc., but not to the extent of having to check for signs of violations; mainly after supervision, self-review, self-correct and report. However, the leader of the Central Inspection Commission also noted that when conducting thematic supervision of a specific organization, it is necessary to supervise the leaders, only then can the problem be identified.

In addition, the province needs to do a better job of checking for signs of violations; to do so, first of all, it must be proactive; if necessary, it can conduct inspections at different levels, that is, the Provincial Party Committee's Inspection Commission can go down to the commune level to inspect. "In the last term, the Central Inspection Commission conducted inspections at different levels for the Dong Nai Public Security Party Committee, Tra Vinh City Party Committee...; thereby showing that the results are highly widespread; if one place is inspected, many places will immediately rectify and consolidate, and at the same time remind the direct superior Party Committee to pay attention to the inspection work, otherwise the superior will come down to inspect", comrade Hoang Van Tra shared experience from the practical implementation of the Central Inspection Commission's inspection method at all levels.

Orienting the Party's inspection and supervision work in the new term, at the conference, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized the viewpoint that the Party's inspection work must be closely linked to organizational and ideological work, even mass mobilization work, because after all, after inspection, it is necessary to create unity and solidarity within the Party, strengthen the people's trust, this is the highest result that needs to be aimed for. On the other hand, it is necessary to continue to improve the quality of inspection and supervision work through building a program close to reality; supervision must be expanded; inspection must be focused, key, especially in areas of impact related to the authority of cadres, party members, and organizations; at the same time, it is necessary to strengthen inspection of signs of violations, especially for the same-level Party Committee and the management Party Committee.
