Voters petition the Provincial People's Council and People's Committee to resolve many important issues
(Baonghean.vn) - At the 17th session of the 17th Provincial People's Council, the Provincial Fatherland Front Committee reported opinions and recommendations of the people in the province in many fields and requested the Provincial People's Council and Provincial People's Committee to focus on solving many important issues.

(Baonghean.vn) - On the morning of December 11, in Vinh City, the People's Council of Nghe An province, term XVII, 2016 - 2021, held its 17th session to review and decide on matters under its authority. The session took place from December 11 to 13, 2020.
VOTERS PROPOSED MANY IMPORTANT ISSUES
Regarding people's production and business, voters and people reflect that the implementation of Resolution No. 42/NQ-CP of the Government on implementing social security support packages for groups of people affected by the Covid-19 pandemic in the past time has been slow, with some places still having shortcomings and overlapping beneficiaries. Support for business households, enterprises and workers is still inadequate; most enterprises and business households have not yet accessed the support packages.
Many voters are concerned about the recurrence and complicated developments of African swine fever in some localities, causing damage to livestock farming households. Voters hope that local authorities and functional agencies will take measures to control people who arbitrarily slaughter livestock at home and control epidemic prevention at slaughterhouses, businesses, and pork trading establishments.

Regarding the work of overcoming damage caused by natural disasters and floods, voters and people requested the Provincial People's Committee to continue directing all levels, sectors and local authorities to pay attention to overcoming and repairing traffic works, dams, spillways, and anti-erosion embankments to ensure people's safety and production, especially in mountainous areas.
Voters and people expressed their high agreement with the province's refusal to adjust and supplement the planning of hydropower projects, and at the same time requested the Provincial People's Committee to comprehensively evaluate hydropower projects in the area; urge investors to strictly implement regulations on construction, management and operation of hydropower works; review and revoke investment licenses of projects that have been approved for investment but not implemented or implemented behind schedule; and resolutely stop adding new planning to hydropower projects.
In addition, voters and people expressed their frustration about the high price of textbooks compared to the previous school year; instructions and information on the use of textbooks in schools were not timely.

In some localities, especially in mountainous districts, the school network is still inadequate, teaching facilities do not meet requirements; the review and proposal for re-recognition of national standard schools is not regular; the quality of mass education, especially in mountainous districts, is not high. It is recommended that the Education and Training sector pay attention to and overcome the above problems.
Voters and people continue to report that illegal sand and gravel mining is still taking place in some localities; urban environmental protection, clean water for daily life, investment in domestic waste treatment, medical waste treatment... are not timely; water source pollution, environmental pollution in industrial parks, craft villages, domestic waste, livestock farms are not strictly controlled, leading to mass complaints in some localities.

It is noteworthy that some polluting enterprises, although having been dealt with, have not had any solutions to remedy the situation. Some units have even lacked cooperation and challenged local authorities, causing public outrage. The Provincial People's Committee is requested to direct authorities at all levels and functional agencies to strengthen inspection and strictly handle violations to ensure a safe living environment for people.
Regarding administrative reform, voters and people assessed that there has been much progress, especially in reforming administrative procedures. However, voters said that administrative reform is still limited and the effectiveness of administrative reform activities is not as expected.
Compensation and site clearance work still faces many obstacles, especially for key infrastructure projects. Some public investment projects are slow in progress, of low quality, causing waste of resources. The Provincial People's Committee is requested to continue directing sectors and local authorities to overcome the above shortcomings.

Voters and people of Vinh city continue to raise concerns about the prolonged implementation of urban planning, affecting the rights of the people. Propose that the Provincial People's Committee continue to direct sectors and local authorities at all levels to review and adjust planning and organize management, strictly implement planning, especially urban planning; prioritize capital sources for implementation; strengthen inspection and supervision to find solutions for implementation, determined to recover projects that have been suspended for many years and are unable to be implemented.
PROVINCIAL FATHERLAND FRONT COMMITTEE PROPOSALS 5 KEY ISSUES
At this meeting, the Provincial Vietnam Fatherland Front Committee proposed 5 key issues to the Provincial People's Council and People's Committee, including: Focusing on directing the implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term, the 5-year socio-economic development plan for the 2021-2025 period; Continuing to strengthen direction and raise awareness of Covid-19 prevention and control. Proactively arranging, integrating resources and quickly and effectively implementing solutions to support people and businesses to restore production and business.
Improve the quality of urban development planning in a synchronous and modern direction. Direct the implementation of Decision No. 827/QD-TTg of the Prime Minister approving the Project to develop Vinh city into an economic and cultural center of the North Central region.

Continue to direct more resolutely and effectively the work of environmental management and protection; strictly handle cases of environmental pollution; at the same time, assign responsibility and handle officials and localities that allow serious environmental pollution to occur, causing public outrage and affecting security and order.
The Provincial Fatherland Front Committee also requested the Standing Committee of the Provincial People's Council to strengthen supervision of the implementation of resolutions issued by the Provincial People's Council, especially regarding the allocation and use of public investment capital; and the fields of planning and land use.
Evaluate the activities of the Provincial People's Council delegates for the 2016-2021 term; prepare well for the coordination of the election of National Assembly delegates and Provincial People's Council delegates for the 2021-2026 term; elect People's Jury for the 2021-2026 term.
