On the afternoon of September 30, the Standing Committee of the Provincial People's Council held a regular meeting for September 2024.

Preparing to organize 2 sessions of the Provincial People's Council
At the meeting, the Standing Committee of the Provincial People's Council agreed to organize the 23rd Session (special session) in the 18th term at the request of the Provincial People's Committee to consider and issue 8 contents under its authority.

The Provincial People's Committee will submit to the Provincial People's Council 8 draft resolutions, including a draft resolution on support policies for cadres, civil servants, public employees, labor contracts, part-time workers and redundant subjects due to the arrangement of district and commune-level administrative units in the province in the period of 2023 - 2025.
The Standing Committee of the Provincial People's Council discussed and approved the proposed agenda and content of the regular meeting of the Provincial People's Council at the end of 2024. This is a meeting with a large amount of content to implement. In addition to organizing the opening, group discussions, discussions in the hall, questions and answers, the meeting is expected to consider and approve 55 draft resolutions, of which 51 draft resolutions are submitted by the Provincial People's Committee and 34 reports.

To prepare for the regular session at the end of 2024, according to the plan, the provincial People's Council delegates will meet with voters before the session from October 22, 2024 to November 6, 2024 and meet with voters after the session from December 13, 2024 to December 25, 2024.
At the meeting, the Standing Committee members and leaders of the Provincial People's Council Committees discussed the preparation of the content of the above two sessions of the Provincial People's Council.

Accordingly, to prepare carefully for the meetings, especially the regular meeting at the end of the year, the opinions suggested that the Provincial People's Committee direct relevant branches and units to prepare carefully, ensure the deadline and quality of the assigned contents; assign representatives of the Provincial People's Committee and heads of departments, branches and sectors to preside over the drafting of reports and draft resolutions to fully attend the review meetings of the Standing Committee and the Provincial People's Council Committees; direct the sending of reports, submissions and draft resolutions to the Provincial People's Council Standing Committee within the prescribed time.

The Committees of the Provincial People's Council, as assigned by the Standing Committee of the Provincial People's Council, shall proactively arrange the schedule for reviewing reports, submissions, and draft resolutions, and send the results of the review to the Standing Committee of the Provincial People's Council and the Provincial People's Committee; coordinate with the Office of the National Assembly Delegation and the Provincial People's Council to advise the Standing Committee of the Provincial People's Council to prepare submissions, draft resolutions, and reports for the session in a timely manner, ensuring quality; and prepare the contents for the questioning session at the session.

The Standing Committee of the Provincial People's Council discussed the method of selecting content for the question and answer session at the year-end regular meeting.

Concluding the meeting, regarding the regular meeting at the end of 2024, comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council concluded on the organization time; accordingly, if it is held in 2 days, it will take place on December 5 and 6, 2024, if it is held in 2.5 days, it can open on the morning of December 4 and close in the late morning of December 6, 2024.

To prepare carefully for the important year-end meeting, the Chairman of the Provincial People's Council requested the Provincial People's Committee to absorb the opinions of the Standing Committee and the Provincial People's Council Committees to review the list of 51 draft resolutions that the Provincial People's Committee plans to submit. If any content is not under the authority of the Provincial People's Council, it should be removed from the list.

At the same time, the Provincial People's Committee prepares the submission and documents of the draft resolutions to ensure quality and time according to regulations for the Provincial People's Council Committees to conduct the review; if the content ensures the documents and procedures, they can be submitted to the Provincial People's Council at the 23rd Session (Special Session) in October 2024. In the process of preparing the draft resolution documents, the relevant Provincial People's Council Committees that will conduct the review should be invited to participate to solicit opinions from the beginning, in order to improve the quality of the draft resolution content. The invited Provincial People's Council Committees should also arrange to participate in their responsibilities.
On that basis, comrade Thai Thanh Quy requested that the provincial People's Council committees conduct the review in accordance with their functions and tasks, ensuring time and quality, and can start reviewing from October 2024 if the provincial People's Committee submits the draft resolutions.

Regarding the selection of questioning contents at the regular session at the end of the year, with the viewpoint of promoting democracy, objectivity, and the right to choose questioning contents of the provincial People's Council delegates, comrade Thai Thanh Quy suggested that the Standing Committee of the provincial People's Council select the contents according to the synthesis of proposed opinions of the provincial People's Council delegates in May 2024 to collect opinions to select 2 contents for questioning and answering questions.
For the 23rd Session (Special Session), scheduled to be held on the afternoon of October 18, 2024, the Chairman of the Provincial People's Council requested that the Provincial People's Committee prepare and submit a complete report and documents as prescribed before October 8 for the Provincial People's Council Committees to review. If any draft resolution does not meet the prescribed submission schedule, it will be postponed to the next session.
The Standing Committee of the Provincial People's Council gave opinions on the report on people's petition work in September 2024; discussed and agreed on tasks for October 2024. Basically agreeing with the contents, the Chairman of the People's Council of Nghe An province noted a number of contents on people's petition work, at the same time, requested that in October, focus on preparing and carefully organizing the 23rd Session (special session); and prepare to organize the year-end explanation session of the Standing Committee of the Provincial People's Council to ensure effectiveness.
