(Baonghean.vn) - Voters of Nghi Tien commune (Nghi Loc) reported the situation of suspended projects, slow progress, long-term planning but not yet implemented, affecting the local socio-economic development, people's housing construction, and wasting land resources.

Voters recommended that the Provincial People's Committee direct the inspection and evaluation of projects to have appropriate handling measures, specifically the Urban Area No. 5 Planning in the Southeast Economic Zone and the eco-tourism and resort complex project of FLC Group in Nghi Tien commune, Nghi Loc district.

- Regarding the planning of urban area No. 5 (East-Southeast area in the Southeast Economic Zone):

The Southeast Economic Zone Management Board has organized the planning with funding sponsored by FLC Group Joint Stock Company and the planning consultant is the Urban Planning and Architecture Institute (UAI). The project has been basically completed and the Southeast Economic Zone Management Board has issued Official Dispatch No. 325/KKT-QHXD dated March 18, 2021, reporting to the Provincial People's Committee for consideration and approval with a total planning area of ​​680 hectares.

However, at this time, the Project to Adjust the 1/2000 scale construction zoning plan for the East - Southeast area (except for the duty-free zone) is no longer consistent with the Project to Adjust the overall construction planning of the Southeast Nghe An Economic Zone to 2040.

According to current statistics, to implement the planning, it is necessary to relocate and resettle many households (560/1,026 households of Nghi Tien commune), cemeteries (3,000 graves), all administrative and public works of Nghi Tien commune with large land clearance costs (about 1,760 billion VND). The management and implementation according to the content of the Project to Adjust the construction zoning plan at a scale of 1/2000 in the East - Southeast area (except for the duty-free area) after being approved will encounter many difficulties and obstacles.

On May 5, 2022, the Provincial People's Committee issued Official Dispatch No. 3161/UBND-CN agreeing to cancel the establishment of the Adjustment of the 1/2000 scale construction zoning plan for the East - Southeast area and issued Decision No. 1780/QD-UBND dated June 22, 2022 abolishing Decision No. 813/QD-UBND dated March 8, 2018 of the People's Committee of Nghe An province on approving the task of adjusting the 1/2000 scale construction zoning plan for the East - Southeast area (except for the duty-free zone) of the Southeast Nghe An Economic Zone.

After the project to adjust the overall construction planning of the Southeast Nghe An Economic Zone to 2040 is approved by the Prime Minister, the Southeast Economic Zone Management Board will develop a plan to establish a zoning plan for the construction of functional areas in the economic zone and submit it to the competent authority for decision in accordance with regulations.

- About the Ecological Resort and Entertainment Complex Project of FLC Group Joint Stock Company:

On March 28, 2018, FLC Group Joint Stock Company submitted a request for approval of the project investment policy at the Southeast Economic Zone Management Board. After reviewing and studying the proposal documents, the project has an area of ​​about 460 hectares, a total investment capital of about 16,009 billion VND, under the authority of the Prime Minister to decide on the investment policy. On April 3, 2018, the Southeast Economic Zone Management Board issued Official Dispatch No. 351/KKT-KHDT guiding investors to supplement and complete the documents according to the provisions of the Investment Law 2014, before asking for opinions from central ministries and branches and advising the Provincial People's Committee to send a document to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister for approval.

In addition, some of the proposed project contents have many changes compared to the detailed construction planning at a scale of 1/2000 for the East - Southeast area (except for the duty-free area) of the Southeast Economic Zone approved by the Provincial People's Committee in Decision No. 504/QD-UBND.DT dated February 28, 2011. Therefore, the investor is waiting for approval of the Adjustment of the 1/2000 scale construction zoning plan for the East - Southeast area of ​​the Southeast Economic Zone to complete the project proposal.

However, the Provincial People's Committee has issued Official Dispatch No. 3161/UBND-CN dated May 5, 2022 agreeing to cancel the establishment of the Adjustment of the 1/2000 scale construction zoning plan for the East - Southeast area and has issued Decision No. 1780/QD-UBND dated June 22, 2022 abolishing Decision No. 813/QD-UBND dated March 8, 2018 of the Provincial People's Committee on approving the task of adjusting the 1/2000 scale construction zoning plan for the East - Southeast area as mentioned above.
