Vinh City Voters: Many apartment buildings violate planning, affecting community life
(Baonghean.vn) - Voters of Vinh Tan ward reported that there are apartment buildings with over 1,000 households in the area, but there are no cultural houses or cultural institutions serving community activities according to regulations and planning.
On the morning of November 19, delegates of the Provincial People's Council, including comrades Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the Vinh City Party Committee; Cao Tien Trung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council, had a meeting with voters of Vinh Tan Ward (Vinh City). Also attending were leaders and delegates of the Vinh City People's Council.

Apartment building with more than 1,000 households has no cultural house
The conference recorded 18 opinions of Vinh Tan ward voters petitioning the People's Council delegates of Vinh province and city.

Voters of Vinh Tan ward reported that most of the city's domestic wastewater is currently discharged into Vinh River without being treated, causing pollution. They requested that authorities have a plan to build embankments on both sides of the river to both create a landscape and reduce environmental pollution.
Voters suggested that when approving the project, the Provincial People's Committee should approve the planning when building an apartment complex, there must be a cultural and entertainment house, to avoid the case where the initial approval had a cultural house but when the investor requests to adjust the planning, there is no longer a cultural house construction item.
Currently, in the ward, there are a number of apartment projects such as the Tecco project in Tan Phuc block, which has nearly 1,000 households without a cultural house and has to live in the community house of Tan Thinh apartment building; the Danaol project in Cua Tien block does not have a cultural house. Or the cultural house in Tan Hoa block is seriously degraded. It is recommended that the city pay attention to investing in building cultural houses in these blocks so that people have a place for community activities.

Voter Nguyen Tien Sy - Secretary of the Tan Phuc block Party Cell reflected: "Propose to upgrade infrastructure, prevent flooding; sell electricity at home to households living on land; build cultural houses and cultural, physical education and sports facilities to serve community activities".

The Le Mao extended road project needs to be implemented soon, which is the content that many voters of Vinh Tan ward have proposed.
Voter Vo Dinh Vong, Tan Phuong block, reflected: The Le Mao road project has lasted for more than 15 years. Vinh city and Vinh Tan ward have organized an inventory and inventory of assets and have many documents from the province and city directing drastic site clearance, but the project has not been implemented, affecting the people's thoughts, beliefs and interests.
"The city and province need to have a plan for the project to be implemented. If it is not implemented, there must be an announcement to let people know so that they can be proactive in repairing and building houses," said Mr. Vo Dinh Vong, Tan Phuong block.
Voter Nguyen Van Nhac of Tan Phuong block reported that when it rains heavily, water flows into the block, but there is no drainage system to the pumping station, so the water cannot drain out. Propose to build a drainage ditch to the pumping station in the South of Vinh city to drain water when floods come.
In addition, voters of Vinh Tan ward proposed increasing allowances for village and hamlet health care; allowances for block and hamlet cadres after the merger; support regime for subjects affected by the Covid-19 epidemic; Issuing and exchanging land use right certificates for people; some roads in the ward have not been named; lack of lighting lines on roads in the ward, etc.
Grasp voters' opinions and wishes
At the conference, Vinh City Party Secretary Phan Duc Dong acknowledged, received, and responded to clarify voters' opinions and recommendations.
The city leaders shared with Vinh Tan ward that there are many projects being implemented, some of which are behind schedule, causing frustration among the people. This is an issue that all levels and sectors are focusing on solving.
Regarding voters' petitions on flooding in the city, Vinh City Party Secretary said: The city is paying attention to allocating a large budget to invest in infrastructure, prioritizing flood prevention projects.

Taking note of voters' opinions reflecting the current situation of apartment buildings in the ward with thousands of households living but without cultural houses or cultural institutions serving community activities, Vinh city leaders said they would make recommendations to investors and would make recommendations at the upcoming Vinh City People's Council meeting.

"The city and ward will work with investors to select a location to build a cultural house to serve community activities. At the same time, we will balance capital sources for public investment in essential works such as cultural houses, schools, drainage ditches, lighting, etc...." - Vinh City Party Secretary said.
At the same time, Vinh city leaders hope that voters will promote a sense of responsibility, supervise the community in construction investment projects in the area and share the difficulties of the locality.
