At the meeting, delegates and Navy special forces veteransNghe Tinh areahad the opportunity to review the glorious tradition of the Navy Special Forces. Accordingly, on October 23, 1963, the Navy Department decided to establish Team 1 - Navy Special Forces with comrade Mai Nang as Team Leader. The team's mission was to study training content, methods of organizing and building forces, and study ways to attack enemy ships.

On June 3, 1964, the General Staff decided to establish Group 8.special forcesdirectly under the Navy Command. The group has 3 teams conducting training with 3 contents: Attacking ships by side-to-side method; attacking ships by dropping mines and using direct fire method.
