Reported handling of responsibility for 12 loss-making projects

The Ministry of Industry and Trade has just completed a report on reviewing and handling the responsibilities of parties related to 12 loss-making and ineffective projects in the industry and trade sector.

Minister - Head of the Government Office Mai Tien Dung requested the Ministry of Industry and Trade to have a specific and detailed plan for the completion of tasks that are behind schedule.

Deputy Minister of Industry and Trade Cao Quoc Hung informed this at the working session of the Prime Minister's Working Group to inspect the implementation of the task of handling shortcomings and weaknesses of a number of projects and enterprises in the industry and trade sector, which took place on the morning of April 21.

Mr. Hung emphasized that in recent times, the Ministry of Industry and Trade has seriously and thoroughly carried out the review and clarification of responsibilities of individuals and units related to 12 loss-making projects.

Clearly defined individual and unit responsibilities

"If the review and clarification of related responsibilities do not meet the requirements, it is also required to continue reviewing and fully implementing at all levels, from enterprises, corporations to ministries and branches.

Yesterday, April 20, the Ministry of Industry and Trade also had a full and detailed report on the responsibilities of each individual and related unit" - Mr. Hung informed.

Speaking to Tuoi Tre on the sidelines of the meeting, Deputy Minister Cao Quoc Hung said that the assessment of issues related to handling the 12 projects needs to be done carefully and cautiously, reviewing each item and specific content.

However, many of the assigned tasks are complex, especially clarifying and resolving disputes and problems related to EPC packages and project settlement. The Politburo will be consulted to resolve the projects.

It is known that the Ministry of Industry and Trade has completed a draft plan to handle loss-making and ineffective projects and reported to the Government to submit to the Politburo for comments.

Mr. Nguyen Trong Thua - Deputy Minister of Home Affairs acknowledged that the handling of project progress has initially achieved certain results. However, with the slow issues that directly affect the progress of these 12 projects, the units need to come up with specific solutions and solutions to implement.

Many "tragic" projects

“The Ministry of Industry and Trade needs to clearly define the tasks and responsibilities for handling, the cause of the delay, and if there are many groups and individuals in the project, it must be clarified.

I have been to some very disastrous ethanol factories, with wrong investment policies, substandard equipment, loss-making production, and then shelving... so a thorough report is needed" - Mr. Thua suggested.

According to Minister Mai Tien Dung, of the 189 tasks assigned to relevant units by the Steering Committee for Handling Loss-Making and Weak Projects, 15 have not been completed. The Minister acknowledged that there are difficulties in reality as up to 6 projects are stuck in resolving contracts with contractors and settling capital.

In particular, problems arise such as project adjustments during implementation regarding total investment, equipment, and phases. In addition, there are reasons such as loose implementation and lack of procedures, so the final settlement cannot be made.

The Minister emphasized that at the meeting on April 13 between the Prime Minister and the Ministry of Industry and Trade and ministries, sectors, corporations and general companies, they heard full reports on the projects. Among them, there were projects with negative equity, projects with accumulated losses greater than equity, not to mention debts.

Therefore, Minister Mai Tien Dung said the Prime Minister's directive is to act decisively and handle the situation thoroughly, on the basis of creating the most favorable mechanisms, possibly using measures such as protection and taxes to create conditions for factories to resume operations.

“In case the factories cannot operate again, there must be a plan. The Ministry of Industry and Trade has reported to each factory, raising the issue of whether there are projects to go bankrupt or sell.

Therefore, to do this, it is necessary to complete the audited settlement soon, request the Ministry of Industry and Trade to come up with a detailed plan as well as the relevant ministries and branches to seriously implement it" - the Minister emphasized.
