Diversify 'channels' to receive and resolve voters' suggestions and feedback
(Baonghean.vn) - Receiving, processing, monitoring and urging the settlement of petitions, reflections and recommendations from voters and people is one of the important tasks of the People's Council and People's Council delegates at all levels. Therefore, this activity has been innovated by the People's Councils at all levels in the province, diversifying the "channels" of reception and increasing the "weight" for state agencies to intervene and resolve.
Expanding the reception "channel"
With responsibility and concern, after more than 1 year of operation of the new term, the People's Council of Nghe An province has expanded and diversified the "channels" to receive the thoughts, aspirations and reflections of voters and people. In addition to receiving through thevoter contact conferenceof the delegates, through the online telephone line at the session, the Provincial People's Council also receives opinions sent through the Electronic Information Page of the People's Delegation of Nghe An province; through the email box; through petitions and reflections sent to the Office of the National Assembly Delegation and the Provincial People's Council or directly to the People's Council delegates through activities of meeting, exchanging, listening to the thoughts and aspirations of voters and people; through activities of participating in citizen reception sessions at the constituencies of the Provincial People's Council delegates; through Zalo, Facebook...

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council emphasized: Receiving, processing, monitoring and urging the settlement of petitions, reflections and recommendations from voters and people is one of the important tasks of the People's Council and People's Council delegates at all levels. Expanding and diversifying channels for receiving feedback helps the Provincial People's Council receive more information, more promptly, fully and multi-dimensionally from life, rather than being limited and just waiting for the voter contact period. If only receiving through voter contact conferences, there is a reality that in some places, this conference, the main component is representative voters, so many people's thoughts and aspirations do not reach the levels and the reflection of recommendations at voter contact forums has not fully received the thoughts and reflections.
In addition to expanding the channel for receiving feedback, the Standing Committee of the Provincial People's Council also requires that the resolution and response to voters' feedback from the competent authorities must be more frequent and timely. The resolution results are sent directly to the correct address of the petitioner, reflector, and proposer; overcoming the situation of responding through the local government but not reaching the voters, leading to the same problem, the same voter meeting at any level, meeting any responsible official, also reflecting and making recommendations.

To create this movement, in the past time, after receiving the opinions and recommendations, the Standing Committee of the Provincial People's Council has sent documents to the competent authorities for resolution and assigned a specific deadline. For example, resolving and responding to the opinions of voters and people via the online telephone line at the session with a deadline of 1 month. On that basis, the Standing Committee of the Provincial People's Council assigned the Petition - Information Department, the Office of the National Assembly Delegation and the Provincial People's Council to directly monitor and urge the resolution of the competent agencies; review and report monthly to the Standing Committee of the Provincial People's Council to continue to direct, demonstrate the spirit of "pursuing" to the end and create "weight" for all levels and sectors to resolve more thoroughly.
Within 1 year, from the beginning of the term until now, the Provincial People's Council has compiled, classified, and forwarded more than 400 opinions and recommendations from voters and 118 petitions from citizens to competent authorities for resolution and response.
Increase the "weight" of the solution
If the settlement of voters' and people's petitions and feedbacks is only stopped at urging, the legality and "weight" of the role of the Provincial People's Council is not high, and it is even easy to be just a place to "transfer" voters' opinions to the competent authorities for settlement. Therefore, based on the report on the results of settling voters' opinions and recommendations before, during and after each session from the Provincial People's Committee, the Standing Committee and the Provincial People's Council committees conduct an investigation; any petitions that are not specifically resolved, do not provide solutions, roadmaps, or settlement time are requested by the Standing Committee of the Provincial People's Council to be further resolved through a resolution on the results of settling voters' petitions by the Provincial People's Council, as a legal basis for implementation at all levels and branches.

In addition to the resolution, the opinions, recommendations and reflections of voters and people that are universal in many localities or cause public outrage are selected by the Standing Committee of the Provincial People's Council to be included in the Standing Committee's explanation program or the supervision and survey of the Provincial People's Council, the Provincial People's Council committees and questions at the session. Such as explaining the work of granting certificates of land use rights, house ownership rights and assets attached to land; the work of managing and using public assets after merging administrative boundaries and public service units in the province. Organizing supervision of suspended projects, projects behind schedule, and improper land use; training and development of human resources in the province; supporting the application and transfer of scientific and technological advances to promote socio-economic development in ethnic minority and mountainous areas...
This approach has increased the responsibility of "following up" on issues and contents that voters and people are concerned about, avoiding forgetting or "beating the drum and abandoning the stick" from the Provincial People's Council and increasing the "weight" and responsibility of participating in the resolution under the authority of the People's Committees at all levels.
The movement of the Provincial People's Council has spread to the District People's Council with many solutions to improve the quality of handling voters' suggestions and reflections. For example, at the Thanh Chuong District People's Council, voters' suggestions were reflected in many sessions but were not completely resolved, so the Standing Committee of the District People's Council included them in the explanation program to analyze and clarify the causes, especially the responsibilities and solutions to resolve them.

For example, in the explanation session in May 2022, the Standing Committee of Thanh Chuong District People's Council organized an explanation session on resolving voters' petitions on handling oversized and overloaded vehicles; on slow-to-repair degraded power grid infrastructure; on resolving support and compensation for areas where the Town People's Committee built roads on fields divided according to Decree 64 of some households in Dong Van commune... Some voters' petitions that have been prolonged related to the issuance of land use right certificates or contents that are prone to violations such as encroachment on public land were included in the supervision content by Thanh Chuong District People's Council. After supervision, if there are still unresolved and unresolved problems, the Standing Committee of the District People's Council will continue to organize an explanation session to ensure higher efficiency in resolving the issues pursued by the District People's Council.
For the People's Council of Hoang Mai town, after each session of meeting with voters, the Standing Committee of the People's Council of the town "sits together" to consider urgent recommendations or those related to the immediate interests of the people, conducting direct monitoring delegations with members including the Standing Committee of the People's Council, leaders of the People's Committee and departments, branches, specialized agencies at the town level, and elected People's Council delegates in the area where the recommendations and reflections arise, and local authorities. Based on the monitoring results, the Standing Committee of the People's Council of the town issues a notice of conclusion assigning responsibilities to each organization, individual and a specific time for resolution, or works with the leaders of the People's Committee of the town and specialized departments and branches to find solutions.
