According to former Special Envoy of the Prime Minister Vu Khoan, the special envoys chosen by the Prime Minister are usually elderly people but still have health, knowledge and prestige to undertake specific tasks assigned by the Prime Minister. "The special envoys are usually retired people, almost no one who is working or holding office is appointed as the special envoy of the Prime Minister. The special envoy of the Prime Minister is different from the member of the Prime Minister's Advisory Group. The special envoy can handle and decide on a specific task, while the member of the Prime Minister's Advisory Group mainly researches and proposes policies," said Mr. Vu Khoan.
