Deputy Prime Minister Tran Hong Ha directed localities to fully prepare response scenarios for storm No. 10.
Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to clearly identify key areas, develop scenarios and fully prepare conditions with the motto "4 on-site" to minimize damage caused by storm No. 10.
On the afternoon of September 28, the Government's Forward Command held a meeting in person and online to deploy emergency response to storm No. 10.
Comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister, Permanent Deputy Head of the National Civil Defense Steering Committee, Head of the Forward Command Committee chaired at the Thanh Hoa province bridge.
At the headquarters of the Ministry of Agriculture and Environment, there was the attendance of comrade Tran Duc Thang - Member of the Party Central Committee, Acting Minister.
The meeting was connected online to Thanh Hoa, Nghe An, Ha Tinh, Quang Tri provinces and Hue city. At the headquarters of Military Region 4, comrades: Senior Lieutenant General Huynh Chien Thang - Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep co-chaired. Leaders of Nghe An province attended with comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Currently, the storm center is on the sea area of Quang Tri - Da Nang with strong winds of level 12, gusting to level 15. It is forecasted that from the afternoon of September 28, the wind on the mainland of Thanh Hoa - North Quang Tri will gradually increase to level 6-7, then increase to level 8-9; the area near the storm center will be level 10-12, gusting to level 14. The strongest wind will be from the evening until the end of the night of September 28. The storm will stay on land for about 6-8 hours.
Regarding Nghe An, at the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that the storm is forecast to directly impact at around 9-10pm tonight (September 28), with the strongest winds at around 2-3am on September 29, gusting to level 14.

Regarding the developments of storm No. 10, the Deputy Minister of Agriculture and Environment said that the storm's duration is quite long (about 6 hours), and requested localities not to be subjective in their direction.
He noted that localities must calculate the evacuation of people in dangerous areas, especially in Nghe An and Ha Tinh provinces, to be completed before the storm makes landfall; and not allow people to return to boats and rafts.

The Deputy Minister of Agriculture and Environment also requested localities to pay special attention to the "4 on-site" plan, ensuring dyke safety and preventing separation; directing reservoirs to calculate safety plans, calculate reasonable reservoir closure times, especially 24/7 on-call at key reservoirs; and immediately deploy means and communication.
In the face of the complicated developments of storm No. 10, Nghe An has proactively developed a response plan. The province has resolutely directed localities to review and develop plans and scenarios to respond to storm No. 10 according to the "4 on-site" principle, in accordance with the characteristics of each locality. In particular, attention has been paid to the evacuation of residents in areas at risk of being directly affected by storms, floods, and landslides.

On the morning of September 28, Nghe An province organized 3 working delegations led by the Provincial Party Secretary, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee to directly inspect and direct the response to storm No. 10 in key areas.
Nghe An province has 2,895 vessels with 13,070 workers directly engaged in fishing. All vessels have safely anchored at ports inside and outside the province. Forces have coordinated with fishermen to secure and ensure the safety of vessels at anchorage areas.
Nghe An has 1,061 large and small lakes and dams, of which 937 are full, 122 are over 70% of their design capacity, 1 lake is 50-70% of its design capacity and 1 lake is under 50% of its design capacity due to construction. The lakes and dams are currently operated by localities and units according to approved disaster prevention and control plans.

Chairman of the Provincial People's Committee Le Hong Vinh said that Nghe An province has directed localities to urgently review and organize the evacuation of households in coastal areas, areas that have been and are at risk of landslides, flash floods, and deep flooding to safe places. Coastal localities have planned to evacuate 2,030 households/6,379 people and complete this work before 3:00 p.m. on September 28.


Nghe An people have proactively deployed measures to prevent and minimize damage when the storm makes landfall. The Provincial People's Committee has resolutely directed that people not stay on rafts during storms and floods; ensuring security and order, and protecting people's property.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that storm No. 10 is moving along the coast and the storm's eye is heading north, with Ha Tinh and Nghe An being the areas most affected by the storm.

Emphasizing the storm's level when it hits the shore at level 11-13, occurring at night and early morning, the Deputy Prime Minister requested Nghe An and Ha Tinh provinces to complete securing boats, cages, and aquaculture rafts before 3 p.m. on September 28.
In particular, in the spirit of not being subjective, the evacuation of people from the storm-affected area must be completed before 5:00 p.m. on September 28.

Storm No. 10 will cause heavy rain, the storm circulation will cause widespread rain, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to increase warnings to localities, especially mountainous areas. Thanh Hoa, Nghe An, Ha Tinh, Quang Tri provinces, Hue city and other localities should strengthen inspections of dam safety, proactively deploy measures to prevent flash floods, landslides.
Emphasizing that the forecast time for storm No. 10 on land is very long, Deputy Prime Minister Tran Hong Ha requested localities to closely manage people and have plans to protect forces and people's property when they have to evacuate and take shelter from the storm.

Sectors and localities must clearly identify key areas, develop response plans, and ensure smooth communication.
In the spirit of "4 on-the-spot", it is necessary to fully prepare electricity, food, and drinking water; clearly assign tasks to forces, ensure adequate equipment and means, and strengthen inspection work to promptly respond when situations arise.
