Concerns about the "after" merger of villages and hamlets

Delegate Tran Van Huong - delegate of Nam Dan district said that in 2020, our province was heavily affected by the Covid-19 pandemic and storms and floods, but through that, it proved the solidarity, mutual love and mutual assistance of the people; the solidarity of the people in the province and in the country; the trust in the leadership of the Party and the State.

In addition, delegate Huong suggested that it is necessary to strictly handle individuals and organizations that violate regulations in the prevention and control of Covid-19.

According to delegate Huong, the longest-standing problem at present is the land clearance work. According to the delegate, it is because the agency conducting land clearance compensation is inconsistent in its compensation policy: "The first to volunteer often suffers more than those who come later."

About workadministrative reform, in the province there are still many shortcomings. Coordination between sectors and localities in administrative reform in some areas is still not synchronous.

The results of cutting and simplifying administrative procedures have not met the requirements. Administrative procedures under the authority of some areas have not been announced in a timely manner. The job position projects of some agencies and units are not really scientific and are still formal...

Delegate Hoang Nghia Hung (Nam Dan) said that the policy of merging blocks, hamlets, and villages aims to contribute to reducing the number of focal points, streamlining the number of non-professional workers, reducing budget expenditures, and improving investment efficiency for villages and residential groups.

However, along with streamlining the number of non-professional workers, the province needs to pay attention to increasing the allowance regime for this team, because in reality, after merging the blocks, hamlets, and villages, the area and population have increased 2-3 times.

“The block, hamlet and village cadres are the ones closest to the people, so people are invited to participate in happy and sad events, and the allowance regime remains unchanged. Many block and hamlet cadres are concerned. I suggest that the province should have a mechanism to care for this group,” delegate Hung suggested.

Regarding the "after" issuemergerhamlets, communes, delegate Dang Quang Hong - Deputy Head of the Economic and Budget Committee of the Provincial People's Council expressed concerns after the merger of hamlets and communes, such as policies, facilities, and asset management after the merger. After the merger, hamlets lacked headquarters, and the old headquarters were redundant but did not have enough seats for people to live. The province needs to guide localities to effectively manage and exploit them.

Focus on socio-economic development tasks

Speaking at the discussion session, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu assessed the socio-economic results in 2020 and the 2016-2020 period in various fields.

Clarifying issues of concern to delegates related to shortcomings in site clearance affecting the socio-economic development of the province, comrade Hoang Nghia Hieu said that in order for the project to be implemented soon, consensus from the government and people is needed.

"For some projects, there are still a few households that do not accept relocation and site clearance. The authorities will ensure that the forced site clearance is carried out in accordance with State regulations," the Vice Chairman of the Provincial People's Committee emphasized.

Regarding the opinions of delegates reflecting the situation of many unfinished projects and waste of land resources, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu emphasized that the province's policy is not to start construction of new projects, only prioritizing key infrastructure projects and some infrastructure serving economic development to reserve resources for unfinished projects. The province has established inspection teams to review and revoke slow-progressing projects.

Regarding the reflection on cumbersome administrative procedures, the Vice Chairman of the Provincial People's Committee emphasized that the administrative reform work was resolutely directed by the province. Regarding the reflection of the delegates, the Provincial People's Committee leaders accepted and directed the sectors to overcome it.

Clarifying concerns about policies for cadres after the merger of villages and hamlets, the Vice Chairman of the Provincial People's Committee said that policies for part-time cadres at the hamlet level are implemented according to Decree No. 34/2019/ND-CP of the Government and Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the People's Council of Nghe An province.

If any province wants to increase the allowance, it must base on the provincial budget to issue a specific provincial Resolution, while the Central Government has set a rigid framework and the Central Government will not provide additional budget.

For Nghe An province, Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the People's Council was implemented very closely by departments and branches, but the implementation process encountered many shortcomings that needed to be reviewed and re-evaluated, but amending and increasing allowances for part-time staff in blocks, hamlets and villages was not easy because the provincial budget was still difficult.

"The province accepts the feedback from the grassroots and the provincial People's Council delegates, and proposes that the Central Government amend the regulations to be more suitable to reality," said Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu.

Regarding the socio-economic development tasks in 2021 and the period of 2021 - 2025, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu emphasized: Provincial leaders need to have many solutions, in which it is necessary to focus on key solutions to attract large investors, to do that, infrastructure must be invested, coastal roads, removing the "bottleneck" of investment in 700,000-ton seaport infrastructure in Cua Lo. Along with that is human resource training, determined to focus on solutions to strive to increase the province's budget revenue by 26 - 30 thousand billion VND by 2025.

In addition, delegates from Group 4 reflected that the province needs to pay attention to building working headquarters for the regular police force in the commune; speed up the land acquisition process to implement projects with many procedures; high tax debts, management of sand and gravel exploitation, environmental pollution; some construction resolutions are still fragmented; pay attention to attracting investment in the agricultural sector, etc.

Delegates suggested that all levels and sectors must recalculate the state budget revenue targets; currently there has been no breakthrough in state budget revenue...
