"How many more appointments like Trinh Xuan Thanh?"
This was his last question on the National Assembly forum. At the 2nd session of the 14th National Assembly, delegate Ngo Van Minh raised the issue and raised a sign to debate the process of appointing and awarding medals to Mr. Trinh Xuan Thanh.
The delegate from Quang Nam province said that the Ministry of Home Affairs needs to clarify how many cases of "informal" transfers like Trinh Xuan Thanh's; as well as take measures to avoid the situation where every time there is a corruption suspicion, the subject "disappears".
"Learned from experience so many times, why learn again!"
Previously, at the First Session of the 14th National Assembly, the delegate of Quang Nam province was alsoThe first speaker at the discussion session addressed a number of budget and audit issues.
Mr. Minh said that the Prime Minister has directed to save and save every penny of people's tax, but every year there are problems with spending: Spending is not close to reality, has to be adjusted many times, there are cases of "cutting first, reporting later" exceeding the estimate and then asking the National Assembly to include it in the estimate and accept the final settlement.
“I think this is unacceptable, responsibility needs to be clarified. Last year was the same, this year is the same, we have learned from experience so many times, why learn from it again!”
'Where is the money for leaders of ministries and localities to drive 2.4 and then 3.0 cars?'
The State Audit Report on the 2014 budget shows that most of the reviewed ministries, branches and localities still have problems with spending not on schedule, standards, norms and misuse of funds.
Delegate Ngo Van Minh raised the issue: “The Prime Minister said that the Government is taking the lead in effectively managing public vehicles, but while full-time delegates are only allowed to drive 1.8 or 2.0 liter vehicles, in ministries and branches, and in many local leaders, they are all seen driving 2.4 or even 3.0 liter vehicles. Where is the money? The audit must step in to clarify the wrong spending and misuse of funds in localities, ministries and branches to make it strict.”
Project 'addiction' disease
At the question-and-answer session on November 17, 2015 of the 13th National Assembly, referring to the phenomenon of "office grandiosity" when many places build trillion-dollar projects, delegate Ngo Van Minh called this a waste in spending associated with diseases such as "project addiction, construction addiction, and showing off".
"The reason is that the law and discipline are not strict, and the responsibility of leaders is unclear. People are not satisfied because they do not see anyone being criticized, or if anyone is criticized, it is probably not made public so people do not know," the delegate questioned the Prime Minister's corrective measures.
“The explanation for the appointment of Duong Chi Dung is not acceptable”
On the afternoon of May 31, 2012, in response to a series of questions regarding the appointment of Mr.Duong Chi DungAs the Director of the Maritime Administration while Vinalines was under inspection, the Ministry of Transport officially confirmed that this procedure was not wrong and that this was essentially a demotion for Mr. Dung.
“I think a lot about the explanation of the Minister of Transport. Although I tried to choose the points that the Minister answered that seemed most satisfactory, I still find it unacceptable” – Mr. Ngo Van Minh expressed his opinion.
“I am concerned about the aspect that even if a case is just starting and has public opinion, it still needs to be considered and clarified before a decision on personnel organization can be made. It is agreed that a person needs to be considered comprehensively, but making such a decision causes public opinion to be skeptical and doubtful, and the people do not agree,” said Mr. Ngo Van Minh./.
