Delegate Nguyen Huu Cau: Sharing difficulties with people who lost land due to hydropower construction

(Baonghean.vn) - National Assembly Delegate Nguyen Huu Cau - Director of Nghe An Provincial Police Department called on the people and the State to participate in building new rural areas according to the Government's direction, striving to bring Chau Khe commune to the new rural finish line by 2020.

On the morning of June 21, provincial National Assembly delegates including Mr. Le Quang Huy - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment; and Mr. Nguyen Huu Cau - Member of the Provincial Party Committee, Director of the Provincial Police, had a meeting with voters in Chau Khe commune, Con Cuong district.

Also attending were representatives from the departments: Agriculture and Rural Development, Transport, Natural Resources & Environment, and leaders of Con Cuong district.

After listening to delegate Le Quang Huy report on the results of the 5th session of the 14th National Assembly from May 21 to June 14, and the country's socio-economic situation in the first 6 months of 2018, voters of Chau Khe commune expressed their agreement and made recommendations on issues of concern.

Voter Lo Thi Phong reflected that according to Decree 100 of the Government on social housing development, but in reality, the loan capital from the Social Policy Bank is still low, even difficult for people to access. Many families in difficult circumstances still do not have a house. Therefore, voters recommend that the loan capital should be increased, so that people can easily access, renovate their houses, and soon stabilize their lives.

Voter Nguyen Dinh Tam said that farmers are facing many difficulties in finding outlets for their products. For example, there is a sugar factory in the area, but it has not yet been effective in purchasing and consuming products for farmers. The situation is similar with factories of agricultural products such as pineapple, cassava, etc. "We farmers now do not know who to sell our products to" - the voter shared. Voters hope to have a solution to help farmers in Chau Khe in particular and Nghe An in general find a market for their products.

Voter Nguyen Thanh Binh said that for people in remote communes, access to information is very limited. For example, people do not clearly understand what kind of organization the Holy Father Association is. Therefore, voters suggest that the Party and State need to increase official information sources, disseminate timely and specific propaganda, "make it clear, tell people thoroughly", so that people can understand the Party and State's guidelines and policies, and at the same time reject false arguments. At the same time, voters suggest a strong fight to prevent gambling in Chau Khe.

At the conference, Chau Khe voters also focused on recommendations on issues such as: difficulties in granting land ownership certificates; compensation regimes, as well as relocation plans from the Chi Khe hydropower project; support for preschool teachers; slow provision of resources to support new rural construction; unsatisfactory allowances for mountainous village cadres; people facing difficulties in planning production forests, not yet benefiting and fully exploiting the advantages of forest resources; infrastructure serving economic development, meeting people's lives such as electricity, roads; low payment for forest environmental services; regimes and policies for ethnic minorities; regimes and policies for building houses for meritorious people, etc.

After listening to the voters' petitions, representatives of departments, branches, commune and district leaders responded to the opinions of Chau Khe commune voters. Regarding the contents under the authority of the National Assembly, delegate Nguyen Huu Cau directly explained to the voters.

Regarding recommendations on supporting the construction of new rural areas and essential infrastructure such as electricity, roads, schools, and stations, delegate Nguyen Huu Cau said that the Party Central Committee recently issued Resolution No. 17 with the aim of investing in border communes to become new rural communes to ensure national security and defense in border areas.

Accordingly, in Nghe An, there are 27 communes on this beneficiary list, including Chau Khe commune. Therefore, the delegates requested that the Party committees and authorities at all levels do a good job of propagating and mobilizing people and the State to participate in building the new rural areas according to the Government's direction, striving to bring Chau Khe commune to the new rural area finish line by 2020, at which time all the problems that people are worried about will be resolved.

Responding to voters' questions about the low allowances for militia and self-defense forces at the grassroots level, delegate Cau said that at the 5th session, the National Assembly passed the Law on National Defense, which for the first time recognized the armed forces as including the following subjects: army, police and militia and self-defense forces.

Therefore, in the coming time, the National Assembly will continue to adjust the Law on Militia and Self-Defense Forces, in order to have a suitable regime for the militia and self-defense forces at the grassroots level. The delegate also suggested that the police force and the militia and self-defense forces of Chau Khe commune need to coordinate closely with each other to ensure security and order in the area.

Sharing the difficulties of people gradually losing their production land when building hydroelectric plants, delegate Nguyen Huu Cau acknowledged that this is a painful reality, therefore, accepting the voters' legitimate recommendations, and will continue to question relevant ministries and branches in the parliament in the upcoming sessions.
