Delegates must truly have exemplary qualities, abilities, and prestige.

In the article titled “Preparing and organizing well the Party Congresses at all levels towards the 13th National Congress of the Party” (Nhan Dan Newspaper, June 6, 2019), General Secretary and President Nguyen Phu Trong clearly stated:“The Congress is the leading body, concentrating the mettle and intelligence of each Party Committee. Therefore, when selecting and electing delegates to attend the Party Congress at a higher level, we must elect comrades who truly have the qualities, abilities, prestige and represent the intelligence of the Party Committee.”

Thus, the General Secretary and President has clearly affirmed that when electing delegates to attend the Party Congress at higher levels, first of all, we must elect comrades who truly ensure four factors: quality, capacity, prestige and represent the intelligence of the entire Party. Obviously, one of the decisive issues to contribute to the success of the Party Congress at all levels, to improve the quality of the Congress is the quality of the elected delegates. Because the Congress is the place to decide on important issues, directions, goals, targets, and solutions to effectively implement the comprehensive development of all aspects of people's lives and social life.

In addition, the Congress also discussed the issue of Party building, electing Party Committees, and electing Delegates to attend the Party Congress at higher levels. The most important thing, in our opinion, is to propose, consider, and select"to elect comrades who represent the qualities, intelligence, and aspirations of the people they represent"(Ho Chi Minh Complete Works, volume 6, page 215).

On this issue, we must resolutely not elect party members who lack steadfastness, firmness in stance, ideology, and revolutionary mettle, who show signs of "self-evolution" and "self-transformation", who are involved in corruption and negativity, who show signs of disunity within the party, who do not defend what is right, who do not fight what is wrong, who do not dare to courageously admit shortcomings and responsibilities, who do not set an example for the masses to learn from, who do not match their actions with their words, who are parochial, selfish, autocratic, authoritarian, distant from the people, indifferent, and insensitive to the difficulties and grievances of the people, and resolutely not elect those who seek positions, power, votes, votes of confidence, or transfers.

We must resolutely not elect to the Party Congress those who are afraid of fighting, afraid of conflict, do not dare to fight for the legitimate interests of the people, do not have their own independent opinions on issues that need to be discussed at the Congress, "peace is precious", or only discuss perfunctorily and vote to pass issues easily. Do not elect those who do not dare to reflect or are not capable of reflecting the thoughts and aspirations of Party members and the masses in their locality, in their sector, do not elect those who are passive, do not carefully prepare opinions on urgent, dramatic issues, issues raised in their locality, in their sector, issues that need to be discussed at the Congress.

Another point to note is that the delegates elected to attend the Party Congress at a higher level must have a positive awareness and proactively prepare the contents and issues they will present and speak at the congress at a higher level. They must proactively prepare themselves and not wait for the leader to assign them. They must meticulously and specifically record the issues discussed and debated at their congress to present at the congress at a higher level, thereby consulting the opinions of the delegates at the congress at a higher level to find a direction to solve the problem for their level.

All elected delegates must prepare to avoid the situation where only the delegate assigned to write prepares, while the remaining delegates attending the Congress only have to vote to approve. When preparing to write, avoid writing a speech that focuses heavily on reporting on the achievements of the grassroots level and has few proposals or recommendations. The speech must express the thoughts and aspirations of the people, the issues that the masses are concerned about, the issues that the masses are still concerned about... so that after the Congress, when reporting the results of the Congress to the masses, the delegate will clearly state the concerns, questions, and concerns of the people that were discussed, debated, concluded, and how to resolve them at the higher-level Congress.

In short, electing delegates to attend the Party Congress at higher levels is one of the important steps in the process of Party Congresses at all levels. This step needs to be done well, carefully and thoughtfully. As President Ho Chi Minh once advised:“The Party Congress is very important to the revolutionary future of our Party and our people. The Congress will make our already united Party even more united, our already unanimous Party even more unanimous. We must do well the steps of the Party Congress process at all levels.”(Ho Chi Minh Complete Works, volume 6, page 219).
