National Assembly delegates propose to soon amend and supplement the 2013 Land Law

On the afternoon of October 30, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed online the proposed national land use plan for the 2021-2030 period, with a vision to 2050, and the 5-year land use plan (2021-2025).

At the online discussion session, 23 delegates gave their opinions and 4 delegates debated. Through the discussion, delegates highly appreciated the results of the implementation of land use planning and plans for the period 2011 - 2020.

Delegates also contributed many opinions on the national land use planning for the period 2021 - 2030, vision to 2050 and the 5-year land use plan 2021 - 2025, which need to ensure consistency with the national master plan, sectoral, regional and provincial plans; ensuring consistency with the socio-economic development strategy and plan.

Opinions also suggested the need to decentralize, individualize personal responsibility, promote the people's supervisory role and strengthen inspection and supervision. Delegate Nguyen Van Thuan - Ninh Thuan delegation suggested ensuring the publicity and transparency of land use planning and plans in accordance with the National Assembly's resolution when issued.

Delegates from Ninh Thuan also suggested strengthening education and raising awareness of compliance with land laws among officials as well as the people; consolidating the organizational structure and improving the capacity of officials working in land management; paying attention to training and fostering officials to meet tasks and requirements in the coming time; resolutely handling violations of land laws, especially acts of taking advantage of assigned positions and powers for corruption.

The delegates also proposed to gradually study and transfer the proactive authority to localities in deciding and taking responsibility before the Government for changing the purpose of using some types of land appropriately; promptly amend, supplement and adjust the 2013 Land Law towards ensuring harmony between land users, investors and organizations and individuals with land use needs; resolve inadequacies in land compensation mechanisms according to regulations and market land prices.

Delegates also contributed many ideas on specific indicators such as: indicators on rice land, protective forest land, production forest land, industrial land and application of information technology in land management.

Accordingly, there are also some opinions expressed and debated regarding the increase or decrease of protective forest area in some areas, especially in the North Central and South Central regions.

Speaking at the debate on the target of protective forest land, delegate Nguyen Lam Thanh from Thai Nguyen delegation suggested considering expanding the area of ​​special-use forests in some areas, including the North Central region. According to the delegate, mountainous areas and ethnic minorities are currently lacking land for production.

After the working session on the afternoon of October 30, the National Assembly concluded the first phase of the 2nd Session of the 15th National Assembly, which was held online with the main connection point at Dien Hong Hall, the National Assembly House and the connection points of 62 National Assembly delegations from provinces and cities (the Hanoi National Assembly delegation met at the National Assembly House).

According to the scheduled program, the second session of the 2nd Session of the 15th National Assembly will be held at the National Assembly House from November 8 to 13, 2021.
