National Assembly Delegate of Nghe An proposes to promote regional linkages in economic restructuring

(Baonghean.vn) - This is one of the contents proposed by the National Assembly delegates of Nghe An delegation when discussing in groups about the proposed economic restructuring plan for the 2021-2025 period submitted by the Government to the National Assembly.

On the afternoon of October 29, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly worked online to listen to submissions and verification reports on a number of important contents according to the session's agenda.

PROMOTING DECENTRALIZATION AND DELEGATION

The National Assembly listened to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present the Report on the proposed economic restructuring plan for the 2021-2025 period.

In particular, the Government assessed that in the coming time, the international and domestic context will have opportunities, advantages, difficulties and challenges intertwined, especially the Covid-19 pandemic is developing rapidly and complicatedly, may be prolonged and has uncertain factors, directly affecting economic centers and large cities, causing production stagnation, supply chain disruption, affecting the implementation of the country's socio-economic development goals and tasks.

In that context, the Economic Restructuring Plan is based on 5 viewpoints; proposes 6 groups of goals and targets and 5 groups of specific tasks and solutions; identifies 130 tasks assigned to ministries, branches and localities in conjunction with promoting proactiveness, creativity, promoting decentralization, delegation of authority, coordination along with strengthening assessment, inspection and supervision to accelerate the recovery process, take advantage of opportunities and create momentum for breakthroughs in the coming period.

Accordingly, the planning objective is to ensure land use needs for implementing the 10-year socio-economic development strategy 2021 - 2030 and the 5-year socio-economic development plan 2021 - 2025 of the country.

The plan sets the goal of allocating land funds to meet the requirements of developing a synchronous infrastructure system, ensuring connectivity for inter-sectoral and inter-regional development spaces, economic corridors and national development driving forces; maintaining 3.5 million hectares of rice land; and ensuring a stable forest coverage rate of 42-43%.

PROPOSAL TO SUPPLEMENT SOME LAND USE PLANNING

Next, the National Assembly discussed in groups the above two contents. The Nghe An delegation basically agreed with the contents presented by the Government and the verification reports; at the same time, proposed some additional opinions.

Regarding the planned economic restructuring plan for the 2021-2025 period, delegate Thai Van Thanh assessed that the construction viewpoint has ensured the goal of sustainable development between economic and social development and environmental protection.

Along with that, the delegate also proposed that in the general objective of research, supplement and complete the content of institutional reform innovation in the direction of expanding to complete the system of institutions, mechanisms, policies, laws and urban economic development, piloting a number of specific mechanisms and policies for a number of localities to create breakthrough momentum for local and regional economies; creating spillover links between economic regions and contributing to national economic development; at the same time creating favorable conditions and opportunities for these localities to be proactive, promote internal strength and have drastic and timely decisions, quickly adapting to international integration and the 4th industrial revolution, as well as the impact of the Covid-19 pandemic.

Delegate Thai Van Thanh also proposed to study and develop a system of criteria to measure the completion level of economic restructuring results of each industry, sector and locality to serve as a basis for management, inspection and supervision during the entire implementation process, as well as to compare and evaluate the completion level at the end of the period.

Regarding the tasks and solutions for the economic restructuring plan for the 2021-2025 period, Prof. Dr. Thai Van Thanh also hopes to have solutions to restructure the service sector towards forming large financial centers in our country, of regional scale to create development momentum, connecting the country, region and the world; at the same time, forming medical, education - training and tourism centers to promote the potential and position of our country. On the other hand, it is also necessary to clarify the mechanisms and policies to promote the linkage of economic regions in the country.

Regarding the plan to restructure the economy for the period of 2021-2025, delegate Tran Nhat Minh - full-time delegate of Nghe An Delegation proposed to add solutions to improve institutions and policies on attracting and managing, effectively using ODA capital, foreign preferential loans; increase the effectiveness of supporting private economic development, especially for small and medium enterprises in aspects such as: Legal framework, policy mechanisms, business investment environment, market entry, infrastructure, access to information;...

Regarding the national land use planning for the period 2021 - 2030, with a vision to 2050 and the 5-year land use plan (2021 - 2025), delegate Tran Nhat Minh proposed to study and supplement land use planning indicators for the land area to implement the High-tech Forestry Zone in the North Central region, which was decided by the Prime Minister to be established in Nghi Loc and Do Luong districts (Nghe An); supplement the planning to establish Thanh Thuy Border Gate Economic Zone to the land use planning of the border gate economic zone.

Delegate Tran Nhat Minh also proposed to evaluate the review and recovery of ineffectively used land areas and hand them over to local management for people to produce, especially ethnic minority households, in accordance with the spirit of Resolution No. 112/2015/QH13 of the National Assembly on strengthening the management of land originating from state-owned farms and forestry farms used by agricultural companies, forestry companies, forest management boards and other organizations, households and individuals.

Regarding this content, delegate Vi Van Son - Head of the Ethnic Minorities Committee of Nghe An province proposed to study reducing the forest cover rate in localities with high forest cover to create conditions to increase the production land rate for people who lack production land.

Regarding the national land use planning for the period 2021 - 2030, with a vision to 2050 and the 5-year land use plan (2021 - 2025), delegate Thai Thi An Chung - Deputy Head of the National Assembly Delegation of Nghe An suggested that in assessing the results of the implementation of the Land Use Planning for the period 2011 - 2020, it is necessary to further evaluate the effectiveness of land use for the area of ​​land recovered to implement projects.

Because in reality, after land recovery, many projects are not implemented; meanwhile, people whose land is recovered do not have land for production, leading to waste; on the other hand, complaints and denunciations related to land account for about 80% of the total number of complaints due to issues related to land recovery compensation and handling of land-related issues.

Based on that assessment, delegates proposed to study and calculate the issue of land recovery for the new phase of the project to ensure effective land use, while having a timely compensation and support mechanism to reassure people and reduce land-related complaints and lawsuits.

Delegate Thai Thi An Chung also proposed that there should be a solution to separate land allocated for religion and belief, land for commerce and services related to land allocation for investment projects to build cultural and spiritual works; at the same time, calculate additional land planning for salt production in the North Central region.
