(Baonghean.vn) - Delegate of Nghe An Delegation Dang Xuan Phuong said: The most urgent and convincing thing at this time is the right way to solve the country's economic problems, how to implement economic and social policies must be reasonably considered between short-term and long-term goals.

Speaking at the discussion, Vice Chairman of the National Assembly's Committee on Culture and Education Dang Xuan Phuong - a delegate from Nghe An, emphasized that the 5th session of the National Assembly is taking place with the expectation of voters and people nationwide about what needs to be done and must be done more urgently and more drastically by the political system.
That is not only a requirement from the fight against corruption and negativity; it is a requirement to overcome shortcomings and limitations in law enforcement; it is an urgency to overcome the disease of avoidance, fear of responsibility, and apathy that is spreading rapidly in the civil service.
“But the most urgent and convincing thing right now, in my opinion, is the right way to solve the country's economic problems, how to ensure that the implementation of socio-economic policies must be reasonably considered between short-term and long-term goals,” the delegate said.

The Government's supplementary assessment report on socio-economic results in 2022 and the first months of 2023 showed that: "The world situation is changing rapidly, complicatedly, and unpredictably". The world economy is operating below its potential, due to the impact of global shocks such as: The prolonged Covid-19 pandemic; the military conflict in Ukraine leading to an energy crisis and disruption of supply chains.
Globally, global demand is at a very low level, orders are falling sharply, forcing businesses to adjust production scale, cut output and labor costs. Household income is therefore also seriously affected.
Citing the above evidence, the delegate from Nghe An expressed his concern: “What is worrying for developing countries, including Vietnam, which rely on cheap labor, is that not only non-essential orders (such as services, tourism) have decreased sharply, but even the number of orders for essential items such as shoes, clothes, and high-quality agricultural products has also decreased.”
The Vice Chairman of the National Assembly's Committee on Culture and Education said: Through discussions in groups, it was found that the completion of the GDP growth target at 6.5%/year has been a concern for many National Assembly deputies, and that is completely legitimate.
“Can solutions such as continuing to increase credit scale and reducing bank interest rates, especially for real estate enterprises and export-oriented industries, fundamentally solve the problem of output for our country's goods and services at this time?”, delegate Dang Xuan Phuong asked.

According to information from a Report of the Prime Minister's Advisory Council on Administrative Procedure Reform, the biggest difficulty that Vietnamese enterprises are facing is the issue of orders (accounting for 59.2%), followed by difficulties in accessing loans (51.1%). Difficulties in administrative procedures and meeting legal regulations account for 45.3%.
On that basis, the delegate of Nghe An delegation said that in the Government's macro-management and direction, it is necessary to adhere to the viewpoint set forth by the Party in the XIII Congress Document, which is: "Continue to promote economic restructuring. Restructure and improve investment efficiency, especially public investment. Restructure and develop healthy markets, especially markets for production factors, to mobilize and effectively use resources".

The most important thing is to restructure the real estate market, land and other resources towards rational, economical and effective use.
Specifically, within each industry, it is necessary to continue to promote economic restructuring. For example, in recent times, the economy has had significant contributions from the construction and real estate industries, accounting for a very high weight in the economic structure of many localities. However, the flow of capital pouring too much into the resort real estate segment is out of sync with the actual demand for tourism development.
Meanwhile, other infrastructure conditions cannot be met immediately. The tightening of credit by banks is a wake-up call for many investors who are engrossed in the resort real estate "game", while the real demand for housing and cultural and sports facilities serving the community, meeting the needs of the majority of people, especially the classes: workers, civil servants, public employees, and office workers, has not received due attention.
The Covid-19 pandemic has also reshaped the way households provide services and consume. People in our country have developed the habit of buying and selling online; online classes have become more popular, making knowledge widely available.
The government is also urgently promoting the digital transformation process and investing heavily in telecommunications infrastructure. Many online public services create a new momentum and, more importantly, save time and money for people.
In the agricultural sector, many farmers in the highlands have been able to sell clean agricultural products such as honey, coffee, and nutritious foods to customers in big cities without going through any commercial intermediaries, all based on a mobile phone. This is unprecedented in the history of our country's trade industry.
In short, the process of economic restructuring in all sectors is an inevitable requirement, as the speed of goods trading is becoming faster, forcing each household and each person to be more urgent, flexible, and proactive through self-study to master technology on the Internet; increase labor productivity even higher if they do not want to be left behind in a global game.
First,Based on economic forecasts, recommendations should be made for businesses and households to proactively limit investment in expanding production capacity. Production should be reorganized in the direction of using rotating labor, limiting sudden layoffs that negatively affect workers' lives. A system of warning indicators should be developed for industries with excess capacity and at risk of long-term decline.
Second,In the coming time, it is necessary to focus resources on solving the needs of food and accommodation, improving the cultural and spiritual life and learning needs of workers, cadres, civil servants, and public employees, especially young people who have just started working, thereby contributing to the good performance of social security work.
Third,Accelerate the digital transformation process at both the enterprise and local government levels according to a roadmap and goals, with strict control, avoiding spontaneity. Promote vocational training to meet digital transformation requirements.
Four is,Speed up the disbursement of public investment capital for national infrastructure, such as key transport projects. At the same time, pay more attention to investment in renovation, upgrading and new investment in cultural and sports facilities, and grassroots health systems to meet the needs of inter-commune areas.
Five is,Pay special attention to implementing policies to promote lifelong learning to create creative opportunities and new jobs for people, especially in the context of the 4.0 industrial revolution posing challenges for developing countries. Accordingly, countries with advantages in technology and capital will return to invest in their own countries on the basis of applying "smart factory" technology instead of investing in countries with advantages in labor resources.

If we are forced to consider between achieving the growth target as set for 2023 at all costs versus accepting a lower growth rate in the short term in exchange for sustainable development and high competitiveness in the medium and long term, I believe that voters and people across the country will support a better future,” said delegate Dang Xuan Phuong, Nghe An delegation.
