The positions will be voted on by the National Assembly, Provincial and District People's Councils and the People's Councils.
(Baonghean.vn) - On the 22nd working day of the 5th Session, the 15th National Assembly voted to pass a Resolution on taking a vote of confidence and a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended).
On June 23, continuing the 5th Session, the National Assembly continued to work at Dien Hong Hall, under the chairmanship of comrade Vuong Dinh Hue - Politburo member, Chairman of the National Assembly.

During the working day, the 15th National Assembly voted to pass the Resolution on taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly or People's Council (amended) with 470/473 National Assembly deputies participating in the vote in favor, equal to 95.14% of the total number of National Assembly deputies.
Accordingly, the National Assembly and People's Councils shall organize a vote of confidence once per term at the regular session at the end of the third year of the term.
Specifically, the National Assembly will take a vote of confidence for those holding the following positions: President, Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of the Council of Nationalities, Chairman of the National Assembly Committees, Secretary General of the National Assembly; Prime Minister, Deputy Prime Ministers, Ministers, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General.

The People's Councils at provincial and district levels shall take a vote of confidence for the following positions: Chairman of the People's Council, Vice Chairman of the People's Council, Head of the People's Council Committee; Chairman of the People's Committee, Vice Chairman of the People's Committee, and members of the People's Committees at provincial and district levels.
In case a person holds multiple prescribed positions at the same time, the vote of confidence shall be conducted once for all those positions. No vote of confidence shall be taken for the person holding the above positions who has notified of his/her resignation pending retirement, notified of his/her retirement or been appointed, elected in the year of the vote of confidence or has been on medical leave for serious illness with confirmation from a medical facility and has not been in charge of work for 6 months or more according to the decision of the competent authority or individual up to the time of the opening of the vote of confidence meeting.

A person who is subject to a vote of confidence and who is rated as having “low confidence” by more than half to less than two-thirds of the total number of National Assembly deputies or People’s Council deputies may resign. In case the person does not resign, the agency or person with the authority to recommend that person for election or approval by the National Assembly or People’s Council shall be responsible for submitting to the National Assembly or People’s Council for a vote of confidence at that session or the nearest session. In case a person holds multiple positions at the same time, the vote of confidence shall be conducted once for those positions.
If a person who is voted for a vote of confidence is evaluated as “no confidence” by more than half of the total number of National Assembly deputies or People’s Council deputies, the agency or person with the authority to recommend that person for election or approval by the National Assembly or People’s Council shall be responsible for submitting to the National Assembly or People’s Council for consideration and decision on the dismissal or approval of the proposal for dismissal of that person at that session or the nearest session. In case a person holds multiple positions at the same time, the dismissal shall be carried out for all of those positions.
If a person subject to a vote of confidence is rated as “low confidence” by two-thirds or more of the total number of National Assembly deputies or People’s Council deputies, the agency or person with the authority to recommend that person for election or approval by the National Assembly or People’s Council shall be responsible for submitting the case to the National Assembly or People’s Council for dismissal at that session or the nearest session. In case a person holds multiple positions at the same time, the dismissal shall be carried out for all of those positions.
This Resolution takes effect from July 1, 2023, replacing Resolution No. 85/2014/QH13 dated November 28, 2014 of the National Assembly on taking a vote of confidence and voting for confidence in persons holding positions elected or approved by the National Assembly or People's Council.

Taking a vote of confidence is the National Assembly and People's Councils' exercise of their right to supervise and evaluate the level of confidence in people holding positions elected or approved by the National Assembly and People's Councils as a basis for considering and evaluating officials, removing them from the planning, implementing procedures for resignation or voting of confidence, dismissal, and assignment to other jobs lower than the current position without waiting for the end of the term or appointment period.
A vote of confidence is the exercise by the National Assembly or People's Council of the right to supervise and evaluate the confidence or lack of confidence in a person holding a position elected or approved by the National Assembly or People's Council as a basis for dismissal or approval of a proposal to dismiss a person who is not trusted by the National Assembly or People's Council.
Also in the working program on June 23, the National Assembly passed the Law on Bidding (amended), with 460/474 National Assembly deputies participating in the vote in favor, equal to 93.12% of the total number of National Assembly deputies; discussed in the hall the draft Law on Management and Protection of National Defense Works and Military Zones and the draft Law on Real Estate Business (amended).
