The positions will be subject to votes of confidence and no-confidence votes by the National Assembly, provincial and district People's Councils.
(Baonghean.vn) - On the 22nd working day of the 5th Session, the 15th National Assembly voted to approve the Resolution on taking votes of confidence and no-confidence votes for those holding positions elected or approved by the National Assembly and People's Councils (amended).
On June 23rd, continuing the program of the 5th Session, the National Assembly continued its work in the Dien Hong Hall, under the chairmanship of Comrade Vuong Dinh Hue - Member of the Political Bureau, Chairman of the National Assembly.

During the working day, the 15th National Assembly voted to approve the Resolution on taking votes of confidence and no-confidence votes for those holding positions elected or approved by the National Assembly and People's Councils (amended) with 470 out of 473 National Assembly deputies participating in the vote in favor, equivalent to 95.14% of the total number of National Assembly deputies.
Accordingly, the National Assembly and People's Councils organize a vote of confidence once during each term, at the regular session at the end of the third year of the term.
Specifically, the National Assembly conducts votes of confidence for those holding the following positions: President, Vice President; Speaker of the National Assembly, Vice Speaker of the National Assembly, members of the Standing Committee of the National Assembly, Chairman of the National Council, Chairmen of National Assembly Committees, Secretary General of the National Assembly; Prime Minister, Deputy Prime Ministers, Ministers, and other members of the Government; Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuracy, and Auditor General.

Provincial and district-level People's Councils conduct votes of confidence for those holding the following positions: Chairman of the People's Council, Vice Chairman of the People's Council, Head of the People's Council Committees; Chairman of the People's Committee, Vice Chairman of the People's Committee, and members of the People's Committee at the provincial and district levels.
In cases where an individual simultaneously holds multiple positions, the confidence vote shall be conducted once for all those positions. A confidence vote shall not be taken for individuals holding these positions who have announced their retirement, announced their retirement, or been appointed or elected during the year of the confidence vote, or who are on sick leave for a serious illness with confirmation from a medical facility and have not been performing duties for six months or more, as determined by a competent authority or individual up to the time of the opening of the confidence vote session.

If a person subject to a vote of confidence receives a "low confidence" rating from more than half to less than two-thirds of the total number of National Assembly or People's Council delegates, they may resign. If they do not resign, the agency or person with the authority to nominate that person for election or approval by the National Assembly or People's Council is responsible for submitting the matter to the National Assembly or People's Council for a vote of confidence at that session or the nearest session. If a person simultaneously holds multiple positions, the vote of confidence shall be conducted once for all those positions.
If more than half of the National Assembly or People's Council delegates vote "no confidence" in a vote of no confidence, the agency or person authorized to nominate that person for election or approval by the National Assembly or People's Council is responsible for submitting the matter to the National Assembly or People's Council for consideration and decision on dismissal or approval of the proposed dismissal at that session or the nearest session. If a person simultaneously holds multiple positions, dismissal from all those positions shall be carried out.
If a person receives a "low confidence" rating from two-thirds or more of the total number of National Assembly or People's Council delegates in a confidence vote, the agency or person authorized to nominate that person for election or approval by the National Assembly or People's Council is responsible for submitting a proposal to the National Assembly or People's Council to dismiss them at that session or the nearest session. If a person simultaneously holds multiple positions, dismissal from all those positions shall be carried out.
This Resolution takes effect from July 1, 2023, replacing Resolution No. 85/2014/QH13 dated November 28, 2014, of the National Assembly on taking votes of confidence and no-confidence votes for persons holding positions elected or approved by the National Assembly and People's Councils.

A vote of confidence is the process by which the National Assembly and People's Councils exercise their right to supervise and assess the level of confidence in individuals holding positions elected or approved by the National Assembly and People's Councils. This serves as a basis for considering and evaluating officials, removing them from planning, implementing procedures for resignation or a vote of confidence, dismissal, or reassignment to a lower-ranking position without waiting for the end of their term or appointment.
A vote of confidence is the exercise by which the National Assembly and People's Councils exercise their right to supervise and assess the confidence or lack of confidence in individuals holding positions elected or approved by the National Assembly and People's Councils. This serves as the basis for dismissing or approving proposals to dismiss individuals who do not receive the confidence of the National Assembly and People's Councils.
Also on the agenda of June 23rd, the National Assembly passed the Law on Bidding (amended), with 460 out of 474 National Assembly deputies participating in the vote in favor, equivalent to 93.12% of the total number of National Assembly deputies; and held discussions in the plenary session on the draft Law on Management and Protection of National Defense Works and Military Zones and the draft Law on Real Estate Business (amended).
