National Assembly Delegate: Many localities are not serious in implementing Decision 22
(Baonghean.vn) - Ms. Nguyen Van Chi said that one of the reasons why the housing support policy for meritorious people has caused many frustrations is because some localities have not taken it seriously.
On the morning of December 2, at the headquarters of the People's Committee of Dien Loi commune (Dien Chau), National Assembly delegates including Ms. Nguyen Van Chi - Standing Member of the National Assembly's Finance and Budget Committee; Mr. Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province had a meeting with voters in 4 communes: Dien Loi, Dien Loc, Dien Phu, Dien Tho.

Speaking to the National Assembly, voter Cao Van Thai - Chairman of the People's Committee of Dien Phu commune, said that the current allowance regime for non-professional workers in the commune and villages is too low, affecting the efficiency of work. "Many cadres have resigned due to the low allowance. If this problem is not improved, it will affect the work of source cadres," said Mr. Thai.
Mr. Thai also expressed his concerns about food hygiene and safety to the National Assembly delegates. This voter said that this is a difficult problem that must be solved step by step. “First of all, we must step up propaganda work, have specific messages to the people to gradually raise awareness and ethics of consumers as well as businesses. In addition, we also need to strengthen state management and sanctions against violators,” voter Thai suggested.
Meanwhile, voter Luu Van Khoa said he was a veteran who served many years on the battlefield. After being discharged from the army, he and his wife had a child with a congenital disability. In 2002, Mr. Khoa was sent for an assessment to receive chemical treatment benefits, but has not received them yet. Voter Khoa hopes that the delegates will accept and urge the authorities to resolve his case.

Believing that corruption is still rampant, voter Nguyen Duc Kien suggested that corruption crimes should be dealt with decisively. Similar to many other voters' concerns raised at the conference, Mr. Kien said that in the delay in payment to households benefiting from Decision 22, the wrong level must be reviewed and early support for the people is needed. "They borrowed money to build houses and have not received any State funding, so they are already dead. I hope the National Assembly and the Government pay attention to this issue," Mr. Kien said.
Also expressing concerns about food safety, voter Cao Van Thanh said that more attention should be paid to investing in clean food production. “In addition, I suggest that the government reconsider the land auction method. With the auction process as it has been in the past, it is very difficult for people to buy,” Mr. Thanh said.
Meanwhile, voter Bui Thang Long reflected many questions about the policies for meritorious people. “I want to ask if meritorious people who have been given the opportunity to declare and review but are now deceased can still receive them…,” Mr. Long said.
At the conference, representatives of Dien Chau district government and the Department of Labor, War Invalids and Social Affairs explained a number of voters' petitions.
Explaining the State’s delay in paying households that benefited from Decision 22 - an issue that many voters reported at the conference, Ms. Nguyen Van Chi said that reports had been made in the National Assembly sessions on this issue. “This issue has been raised repeatedly, putting pressure on the ministries to resolve it thoroughly. Up to now, the policy is correct, but the implementation process has encountered problems,” Ms. Chi said.

According to delegate Nguyen Van Chi, when developing the policy to support housing construction for meritorious people in 2012, 50 provinces and cities reported that there were only 71,000 households on the list with a total support amount of nearly 3,000 billion VND. However, after that, localities continuously added to the list, and by August 2016, there were more than 300,000 households. This means that the support amount has increased significantly, while the budget is in difficulty.
“After this incident, there are many issues to be drawn out. Firstly, in the review work, many localities did not do it seriously, which caused this situation, and we need to learn from experience. In addition, in any field, when introducing any policy, we must plan the source and then calculate the feasibility,” Ms. Chi said, adding that the relevant ministries and branches are working hard to handle this issue, and it is expected that in 2017, they will disburse funds to pay policy households.
Regarding the issue of allowances for grassroots officials, Ms. Nguyen Van Chi said that this is a prominent issue nationwide. Currently, on the one hand, the Minister of Home Affairs is implementing a plan to reduce staff in ministries and branches. On the other hand, the Ministry of Finance is also working on salary reform. It is expected that in 2017, the basic salary will increase to 1.3 million VND/month.
Regarding the issue of food safety and hygiene, Ms. Chi said that at the National Assembly's question and answer sessions, the Prime Minister also spent a lot of time talking about this issue. "The State will continue to strengthen management to ensure food safety. From the perspective of National Assembly deputies, we will also monitor and supervise this issue," said delegate Nguyen Van Chi.

At the end of the conference, delegate Nguyen Van Chi said that in the recent National Assembly session, delegates from Nghe An province spoke enthusiastically in the parliament as well as in the group discussions. At the conference, delegates also presented 11 gifts to 11 poor households in Dien Loi commune.
Previously, Mr. Nguyen Thanh Hien reported to voters the results of the 2nd session of the 14th National Assembly.
