Hanoi National University adjusts to increase capacity assessment exam fees
The Testing Center has submitted to Hanoi National University for approval the 2023 Competency Assessment Test Project with a fee of VND 500,000/candidate/test based on the principle of calculating the correct and sufficient cost to cover the expenses.
In 2023, the COVID-19 epidemic situation is basically controlled nationwide and to carry out the task of organizing independent exams, the Testing Center has submitted to Hanoi National University for approval the 2023 Competency Assessment Test Project with a fee of 500,000 VND/candidate/exam according to the principle of calculating the correct and sufficient cost to cover the expenses.
Prof. Dr. Nguyen Tien Thao - Director of the Testing Center, Hanoi National University said that as previously announced, the Competency Assessment test (also known as HSA) is designed to be comprehensive, stable, and classified. Therefore, there will be no changes in the format and structure of the HSA test in the past years and in the future.

Hanoi National University only has administrative adjustments such as limiting the number of times to take the exam, increasing penalties for candidates who violate exam regulations, and exam registration and exam fees. Specifically, according to Professor Nguyen Tien Thao, in 2023, Hanoi National University will limit candidates to register for a maximum of 2 exams per year, with each exam at least 28 days apart.
"The limitation on the number of exam takers comes from the reality in 2022 with more than 20,000 candidates taking the exam two or more times but their exam scores did not change, causing social waste and affecting other candidates who want to take the HSA exam," said Professor Nguyen Tien Thao.
Regarding sanctions for violating candidates, the HSA Competency Assessment Regulations stipulate that candidates who are suspended from the exam will have all their exam registration results, exam results, or registration records for untested cases canceled. In addition, the exam organizer will notify relevant parties of the level of violation of the candidate.
In 2022, more than 60 university training institutions announced that they will use HSA test results for admission.
Regarding exam fees, Professor Nguyen Tien Thao said that in 2022, Hanoi National University assigned the Testing Center to develop fee rates determined on the principle of correctly and fully calculating the costs of organizing exams on a large scale and having to hire infrastructure and human resources (invigilators, inspectors, supervisors, security, medical staff, etc.) at many universities across the country; adding about 25% new questions to the exam bank each year.
Therefore, the registration fee for the HSA exam in 2022 is based on the principle of calculating full costs, ranging from 586,000 to 625,000 VND/candidate/exam. With social responsibility, Hanoi National University has supported 50% of the fee for all candidates taking the HSA exam in 2022 due to the impact of the pandemic, so the fee is 300,000 VND/exam/candidate.
