22/23 TARGETS ACHIEVED AND EXCEEDED

Speaking at the opening of the Congress, Comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee affirmed that the Congress of Tan Ky District Party Committee for the 2020 - 2025 term is of utmost importance. The Congress has the task of assessing the situation and results of the implementation of the Resolution of the 20th Party Congress, on that basis, pointing out the advantages, disadvantages, causes and lessons learned, determining the directions, goals, tasks and basic solutions for the coming term.

The political report of the Tan Ky District Party Executive Committee, term 2015-2020, stated: The average growth rate of production value in 5 years is estimated at 11.5%, with the total production value in 2020 estimated at 7,666 billion VND. The economic structure has shifted in a positive direction, increasing the proportion of industry - construction. The average added value per capita in 2020 is estimated at 42 million VND, an increase of 22.9 million VND compared to 2015.

Budget revenue increased rapidly and exceeded the plan. In 2020, the estimated budget revenue in the area reached 90,668 million VND, exceeding 40,668 million VND, an average increase of 18.3% in the period 2016 - 2020. Total social investment capital in 5 years (2016 - 2020) reached about 15,630 billion VND, equal to 104% of the plan, 2.5 times higher than the period 2011 - 2015, an average increase of 14.6%/year.

Agricultural, forestry and fishery production is developing towards improving productivity, quality and efficiency. It is expected that by the end of 2020, the whole district will have 13 communes recognized as meeting new rural standards. The socio-economic infrastructure system is constantly being invested in, especially transportation.

The total value of industrial and construction production in 2020 is estimated at 3,701 billion VND, an average increase of 16.1%/year. The total public investment capital from 2016 - 2020 is about 980 billion VND. From 2015 to present, 18 investment projects have been attracted with a total investment of 1,698 billion VND.

Culture - society, administrative reform work has made much progress; social security is taken care of; people's material and spiritual life continues to improve; science and technology have positive changes. National defense - security is strengthened, social order and safety are ensured.

Party building work has made much progress, the leadership capacity and fighting strength of the Party Committee have been enhanced. The political system has been strengthened, and many innovations have been made in its activities. It is expected that by the end of 2020, 22/23 targets will be achieved and exceeded, of which 10 targets will be exceeded.

FOUR BREAKTHROUGH DEVELOPMENT

The Executive Committee of the Tan Ky District Party Committee for the 2015-2020 term frankly acknowledged that up to now, Tan Ky is still a district with many difficulties, economic growth is not sustainable, labor productivity, quality, efficiency, competitiveness, and the economy are still low compared to its potential and advantages.

The lives of a segment of the population, especially in remote areas, are still facing many difficulties. Administrative reform and the capacity to direct, manage and coordinate between sectors and localities are not really effective; the level of capacity, responsibility and sense of organization and discipline in performing public duties of a segment of cadres, civil servants and public employees do not meet requirements.

In order to strive to become a rapidly and sustainably developing district in the Western Nghe An region by 2025, the District Party Executive Committee has set out 5 key tasks and 4 development breakthroughs.

In particular, focusing on developing agriculture, forestry and fishery applying biotechnology and high technology associated with processing industry; Focusing on promoting administrative reform, attracting investment for development; Promoting infrastructure construction to promote socio-economic development in the area and developing tourism associated with cultural, historical, spiritual and ecological tourism.

Speaking at the Congress, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee praised and congratulated the achievements that the Party Committee, government and people of Tan Ky district have achieved in the past term.

He suggested that the Congress clearly analyze the causes of the shortcomings and limitations, especially subjective causes, and draw lessons to find practical solutions to overcome them right from the beginning of the next term.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that Tan Ky is a mountainous district with a low starting point, inconvenient transportation, and many difficulties. In the coming term, the Party Committee and people of Tan Ky district need to fully and deeply understand the situation, take advantage of opportunities, promote potentials and strengths to make Tan Ky develop further..

The Congress also elected 36 comrades to the Executive Committee of the Tan Ky District Party Committee for the 2020-2025 term; and at the same time voted to introduce the Secretary of the Tan Ky District Party Committee for the 2020-2025 term for comrade Bui Thanh Bao - Secretary of the District Party Committee for the 2015-2020 term.
