The 22nd Congress of Nghi Kim Commune Party Committee, term 2020 - 2025

On the morning of March 26, Nghi Kim commune held the 22nd Party Congress for the 2020-2025 term. Attending the Congress were comrade Phan Duc Dong - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee; leaders of Vinh City People's Committee. Also attending were 187 delegates representing nearly 700 party members in the commune.

With the characteristic of an agricultural commune accounting for 50%, in the past term, the commune leaders focused on transforming the structure of crops and livestock towards developing commodity agricultural areas. Currently, the average income value of agricultural land is estimated at 70 million VND/ha. 19/19 criteria for building a new rural area have been successfully built and the commune has been recognized by the Provincial People's Committee as a new rural commune at the end of 2015.

Thanks to the focus on leading the development of diversifying economic sectors towards promoting the potential and advantages of a suburban commune, the average economic growth rate over the past 5 years increased by 9.87%. The economic structure shifted in the right direction, the proportion of the agricultural sector decreased from 10.4% (2015) to 6.9% (2020), the construction industry increased from 11% to 12.9% and the trade and service sectors increased from 78.6% (2015) to 80.2% (2020). The average income per capita is 51 million VND/year.

Implementing the Resolutions of the Party Congresses at all levels, the Resolution of the 21st Party Congress of the commune, the Party Committee and people of Nghi Kim commune have made efforts to fulfill the basic targets set by the Congress, the economy has developed, people's lives have been stable and improved, doing well the work of site clearance, mobilizing internal resources, focusing on infrastructure investment, gradually urbanizing the rural areas; Revenues according to State regulations have met and exceeded targets. Culture and society have had positive changes; national defense and security have been maintained; Management of all areas of the government, activities of the Vietnam Fatherland Front Committee and mass organizations has been effective, in-depth, always achieving excellent strength.

Some economic indicators by 2025: Production value in the area reaches 1,306 billion VND; Added value reaches 712.5 billion VND; Average growth rate for 5 years 2020 - 2025: Increase by 9% - 10%; Average added value per capita reaches 85.6 million VND/year. Commune economic structure: Construction industry: 9-10%, trade and services: 86-87%, Agriculture, forestry and fishery: 3-4%; Total state budget revenue reaches 18,409 million VND; Total social investment capital: 631.2 billion VND.

Speaking at the congress, comrade Phan Duc Dong - Secretary of Vinh City Party Committee praised the efforts of Nghi Kim Commune Party Committee in the past term, which was one of the units selected by Vinh City Party Committee for the model congress.

In the 2020 - 2025 term, in addition to overcoming the limitations of the previous term, the Nghi Kim Commune Party Committee needs to strive to soon build the commune into a model New Rural Commune; shift the economic structure in the right direction, rapidly increase the proportion of construction industry, trade and services, agricultural production towards goods, and effectively exploit land funds. Focus on creating jobs for people whose land has been recovered, consulting on labor export, and increasing budget revenue in the commune.

To achieve the set goals, Vinh City Party Secretary suggested that Nghi Kim commune needs to have solutions.Promote agricultural development towards commodity production, focus on applying science and technology to production, provide vocational training in agricultural production for farmers, continue to implement the Project on developing suburban agriculture in accordance with local conditions. Encourage businesses and individuals to diversify their service business types; have many suitable policies, creating a favorable environment for people to proactively change production models. Actively exploit land funds to achieve high efficiency, ensure planning and plans to invest in infrastructure construction and build new rural areas...

In the spirit of democratic discussion, the Congress approved the new term's action program in all fields and elected the new term Party Committee of the commune consisting of 15 comrades.
