(Baonghean.vn) - National Assembly delegates from Nghe An delegation believe that the law must be strict and effective so that everyone complies in resolving social relationships.

On the morning of June 7, the National Assembly discussed in the hall the draft Resolution on handling bad debts of credit institutions and the draft Law amending and supplementing a number of articles of the Law on Credit Institutions.

As a delegate doing practical work, many times handling debt-related cases, including personal debt and debt from credit institutions, Colonel Nguyen Huu Cau - Director of Nghe An Provincial Police has encountered many "half-crying, half-laughing" cases.

“There are cases where tens of billions of dong are owed but each month only 2 million is paid, which means that even after 50 years, the debt is still not paid off! That is the reality of debt collection from credit institutions and honest people who respect the law, while for black credit, especially from the underworld, they find every way to collect both principal and interest. These people use the law of the jungle, causing criminal gangs to rampantly collect debts, making society complicated and unstable,” delegate Cau spoke before the parliament.

He frankly stated: “Our ancestors taught us two ways to fight, the first is to use the law, the second is to use the law of the jungle, the first is for humans, the second is for wild animals. However, in reality, the first method is not enough, it is not effective, so we must also use the second method.”

“I hope our laws must be strict and effective so that everyone uses the first method to resolve social relationships. I support the National Assembly in passing this resolution with the common goal of benefiting the economy and the country,” he emphasized.

In addition, delegate Cau expressed his agreement with many delegates that it is necessary to stipulate three more principles: first, not using public funds or the budget to pay bad debts; second, strictly handling organizations and individuals who violate; third, requiring credit institutions to increase reserve funds to handle bad debts.

The colonel from the Nghe An National Assembly delegation should also be concerned about Article 14 in the resolution regulating the return of evidence to credit institutions. According to him, evidence of the owner must be returned to the owner and cannot be returned to the credit institution; evidence is money, property obtained from crimes, tools, means of circulation, which will be confiscated and turned over to the state budget; and evidence of no value will be destroyed. Based on the above analysis, delegate Nguyen Huu Cau proposed to consider removing this provision.
