Concerns about term limits

Participating in the discussion at group 1, Colonel Nguyen Huu Cau - Director of the Provincial Police, a National Assembly delegate of the province and a guest delegate at the meeting stated the target of the Resolution of the 18th Provincial Party Congress, which sets the average growth target for the period 2016 - 2020 at 11% and by 2020, the average income per capita will reach 70 - 75 million VND, and the budget revenue will reach 25,000 - 30,000 billion VND.

However, up to now, the corresponding targets have all been lower than the set targets. In 2018, the growth target was 8.5 - 9%; average income per capita was 35 - 36 million and budget revenue was 12,691 billion VND.

Colonel Nguyen Huu Cau expressed concern: At this rate, the three major issues of our province in the 2015-2020 term will not be achieved and suggested that it is necessary to review and clarify responsibilities for setting targets too high or not being determined because in 2017 some revenue items were lower than the target.

"These are three issues that the Provincial People's Council should focus on discussing, otherwise the targets of the Resolution of the 18th Provincial Party Congress will not be completed," said delegate Nguyen Huu Cau.

In the assessment of the province's socio-economic situation in 2017, delegate Nguyen Huu Cau also pointed out the need to focus on more drastic management, including administrative reform (AR).

Given the current situation of "spreading carpets above, spreading nails below", and some officials still receiving complaints from the people, Colonel Nguyen Huu Cau asked how many civil servants the province has dealt with who are arrogant, harassing the people, and not performing well in administrative reform?

“We have not dealt with anyone yet. At the end of the year, we all voted for units that had done well and had done excellently,” said delegate Nguyen Huu Cau; at the same time, he emphasized that if we are not determined in administrative reform, this will be a huge obstacle in attracting investment for development and achieving socio-economic targets.

Increase investment for poor districts

Que Phong and Ky Son are two of the three 30a districts of the province and Quy Chau district is also a poor highland district, so the discussion in the group focused on discussing ideas to remove difficulties for the highland.

Delegate Vi Hoe - Secretary of Ky Son District Party Committee said that it is necessary to have a mechanism to integrate programs and projects implemented in the area to avoid overlap in order to promote capital efficiency; at the same time, it is necessary to continue to deploy electricity to the villages after bringing electricity to the commune.

"Ky Son still has nearly 100 villages without electricity. We propose that the province propose and coordinate with relevant agencies to ensure electricity supply according to the 2015-2020 roadmap," said delegate Vi Hoe.

Delegate Lang Van Chien - Secretary of Quy Chau District Party Committee raised the issue: The annual poverty reduction target of poor districts is about 6-7%. However, the resources to support poverty reduction are not much, the mechanisms and policies "have some cuts, some reductions, some issued but cannot be implemented".

Meanwhile, according to delegate Chien, the impact of natural disasters is increasingly complex, leading to a high risk of falling back into poverty. Therefore, the Secretary of the Quy Chau District Party Committee suggested that there should be policies to increase investment in the community and support poor districts so that poverty reduction work can ensure targets and be sustainable.

Vice Chairman of Que Phong District People's Council Luu Van Hung assessed that the slow allocation of capital under Programs 135 and 30a affects the effectiveness of poverty reduction work.

“The Provincial People's Council is preparing to pass a Resolution stipulating the principles, criteria, and norms for allocating central budget capital and the proportion of local budget counterpart funds to implement the National Target Program on Sustainable Poverty Reduction for the 2016-2020 period in Nghe An province. I propose allocating from the beginning of the year or decentralizing to the district to take the initiative to ensure the effectiveness of the program,” said delegate Hung.

Also related to the socio-economic development of the Western districts, the delegates also proposed to speed up the handover of identified forestry land back to the localities to provide people with means of production; at the same time, there are solutions to support or lend localities funds to carry out procedures to grant Land Use Rights Certificates to the people.

Anxious about the consequences of hydropower in the highlands

One issue mentioned by delegates was the construction of many hydroelectric plants in mountainous districts such as Que Phong, Ky Son, and Tuong Duong.

Colonel Nguyen Huu Cau said that through contact with voters, he received many complaints from people about the consequences of hydropower. Therefore, the Provincial Police conducted an investigation, survey and recommended that many hydropower plants should not be built in mountainous areas because people who benefit from hydropower plants are almost non-existent while they have to sacrifice a lot in terms of houses, fields, gardens, etc.

“The provincial People's Council delegates need to have a common voice to protect the land and housing for the people; to keep the people safe, to keep the country's fence, to keep the forest and land there; do not let the people keep complaining, it makes them very impatient” – the provincial Police Director worried.

Agreeing with the above viewpoint, delegate Lu Dinh Thi - Secretary of Que Phong District Party Committee said that there are currently 11 hydropower plants in the district. However, the effective impacts of hydropower plants on the people have not been much, while in both terms Que Phong has been trying to solve the resettlement problem of Hua Na hydropower plant.

"Up to this point, stabilizing the lives of resettled people is difficult" - delegate Thi said; at the same time, he suggested that the province should have a special mechanism for localities with hydropower plants, such as allocating a proportion of the hydropower budget to the district.
