Ensuring fairness in implementing social protection policies

Continuing to implement the program of monitoring the implementation of social protection policies for social protection beneficiaries in the province from 2016 to 2021, on October 7, the monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee supervised in Yen Thanh district. Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council attended these activities.

In the morning, the delegation inspected the People's Committee of Do Thanh Commune and Thien Tam Social Protection Facility. Through the inspection, it was found that the commune-level government has paid attention to leading and directing the implementation of social assistance policies for social protection beneficiaries; the reception and processing of social assistance application files for social protection beneficiaries is carried out at the reception and results return department at the commune's One-Stop Center in accordance with regulations; the payment of benefits through the post office is basically timely and to the right beneficiaries.

However, through reports, feedback from people and checking records for implementing social protection policies in the commune, there are still shortcomings and limitations such as: there are errors in personal information (name and age of the subject); not timely reviewing to adjust changes in disability levels, reducing cases of transfer and death; coordination of payment settlement is sometimes still slow; there are still cases of receiving on behalf of others, signing on behalf of others when receiving monthly allowances.

The monitoring delegation suggested that the commune government should continue to better implement policies for social protection beneficiaries, ensure compliance with regulations on procedures and records as prescribed; improve the efficiency of the Social Assistance Review Council, ensure compliance with regulations, and avoid favoritism when reviewing beneficiaries.

Working with Thien Tam Social Protection Center, the delegation conducted a field survey and presented gifts to beneficiaries of social assistance policies. Currently, there are 172 beneficiaries living at the center; including 49 people of unknown origin, homeless people, Thai and Chinese people. In the past, the center has completed documents and procedures for social protection beneficiaries to enjoy the prescribed regimes.

Đoàn đã trao đổi, làm rõ, ghi nhận những kết quả hoạt động đạt được của cơ sở trong việc chăm sóc, nuôi dưỡng các đối tượng bảo trợ xã hội và giúp đỡ các mảnh đời khó khăn, bất hạnh; đồng thời, trong thời gian tới đề nghị Cơ sở bảo trợ xã hội phối hợp tốt hơn với chính quyền địa phương trong việc tiếp nhận các đối tượng cũng như làm thủ tục, hồ sơ để các đối tượng hưởng chính sách trợ giúp theo đúng quy định.

Cũng trong ngày, Đoàn giám sát làm việc với UBND huyện Yên Thành. Hiện huyện có số lượng đối tượng bảo trợ xã hội gồm 15.600 người, trong đó: đối tượng cao tuổi từ đủ 80 tuổi trở lên là 4.625 đối tượng, người khuyết tật là 8.785 đối tượng, các đối tượng khác là 2.190 người.

Trao đổi làm rõ thêm các nội dung, các thành viên Đoàn giám sát nêu vấn đề việc thực hiện chính sách cần đảm bảo công bằng trong xã hội, hạn chế tình trạng bức xúc, so bì trong nhân dân. Đại diện một số xã, các ban, ngành của huyện cũng đề xuất một số vấn đề vướng mắc trong lĩnh vực này. Đoàn giám sát tổng hợp để trình các cấp có thẩm quyền xem xét giải quyết.
