Ensuring traffic safety and order during Tet and Spring Festival 2019
Permanent Deputy Prime Minister Truong Hoa Binh has just signed Official Dispatch No. 1793/CD-TTg on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2019.

The content of the telegram is as follows:
During the New Year, Lunar New Year and Spring Festival 2019, it is forecasted that people's travel demand will continue to increase, leading to overload of vehicles and passenger transport, increasing the risk of traffic jams and accidents. To ensure traffic order and safety for people to enjoy the New Year, Lunar New Year and Spring Festival 2019, the Prime Minister requests:
1. The Ministry of Transport directs units under the Ministry and Departments of Transport
- Make specific plans and mobilize maximum means of passenger transport to ensure technical safety standards to meet increasing travel demand, promote the application of electronic ticket sales, improve service quality, publicly post ticket prices according to routes, times and types of services; resolutely not let passengers return home for Tet late due to lack of means; strengthen inspection and strictly handle the situation of illegal ticket price increases; violations and negativity in the sale of train, bus and plane tickets during peak Tet days; require transport units to comply with traffic rules, prevent accidents on steep mountain passes, railway crossings and inland waterways.
- Strengthen inspection and direct toll stations to organize reasonable traffic flow, promptly handle and clear vehicles, avoid congestion at toll stations; proactively open barriers to clear vehicles when traffic jams occur. Suspend the operation of illegal bus stations, vehicles that do not meet safety standards, life-saving equipment, and vehicles that are oversized, overloaded, or carry more people than prescribed;Review and fix black spots of traffic accidents; complete upgrading, repairing and maintaining traffic infrastructure and key traffic routes before January 31, 2019.
- Strengthen inspection of vehicle technical safety; use data from vehicle tracking devices to handle violations; provide information to guide people traveling by air and rail to ensure they stay on schedule.
- Direct the Vietnam Railway Authority and Vietnam Railway Corporation to strengthen inspection and supervision of compliance with regulations on ensuring order and traffic safety in the railway sector for railway staff directly serving train operations, especially on-duty staff, train drivers, level crossing guards, and bridge guards, and strictly handle organizations and individuals that cause accidents due to subjective errors.
- Direct the Vietnam Aviation Industry and relevant localities to strengthen patrols and controls, promptly detect and take effective measures to prevent incidents that threaten air transport activities; absolutely ensure security, order and aviation safety in all situations.
2. Ministry of Public Security
a) Directing the Police of units and localities:
- Develop and implement a peak plan to ensure traffic order and safety during the New Year, Lunar New Year and Spring Festivals 2019. In particular, strengthen patrols, control, and strictly handle violations of the law on traffic order and safety on roads, railways, and waterways; pay attention to behaviors that are direct causes of traffic accidents and traffic jams such as: speeding, violating alcohol concentration, driving in the wrong lane, going in the wrong direction; prevent illegal racing, gatherings that disturb public order; violations when crossing level crossings; carrying over the safe waterline; unregistered, uninspected vehicles, not ensuring technical safety; not equipped with life-saving and rescue equipment; no driving license, diploma, or professional certificate; promptly prevent and strictly handle vehicles carrying more people than prescribed; check and prevent illegal transportation of firecrackers and explosives; Strengthen security and order at airports, train stations, bus stations, toll stations and major festivals.
- Closely coordinate with the Department of Transport to have plans to organize and regulate traffic, be ready to promptly clear and rescue when incidents and accidents occur, and avoid prolonged congestion, especially on the first and last days of the Tet holiday on main routes in and out of Hanoi and Ho Chi Minh City; key national highways, festival venues, flower markets, Tet markets, fireworks displays, bus stations, train stations, airports, ports, and construction sites where traffic congestion often occurs.
b) Direct the Traffic Police force to increase patrols, control, detect and strictly handle violations of laws on traffic order and safety for the transportation of dangerous and flammable goods, especially vehicles carrying gasoline and chemicals, focusing on handling violations of speed, avoiding and overtaking vehicles, violations of regulations on drivers and technical safety of vehicles when transporting dangerous and flammable goods.
3. The Ministry of Information and Communications directs to strengthen information and propaganda on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festivals 2019; propaganda slogans "If you drink alcohol or beer - do not drive", "Do not speed, overtake recklessly, or change direction suddenly", "Do not use the phone while driving", "Fasten seat belts in cars".
4. Vietnam Television, Voice of Vietnam, Vietnam News Agency have plans to propagate traffic safety during the New Year, Lunar New Year and Spring Festivals 2019 with rich and attractive content, promptly updating the situation of traffic accidents and traffic jams during Tet holidays in news bulletins; propagating and broadcasting traffic safety messages during Tet.
5. The Ministry of Education and Training directs the Departments of Education and Training to strengthen traffic awareness education for students, and at the same time directs schools to proactively coordinate with transportation companies to organize the sale of train and bus tickets at schools for students. Arrange time for university and college students to take Tet holiday and return to school appropriately, reducing traffic pressure before and after Tet.
6. The Ministry of Health directs the Departments of Health and medical examination and treatment facilities nationwide to increase the number of medical personnel, vehicles, equipment, medicines and blood reserves to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents.
7. Propose that the Central Committee of the Vietnam Fatherland Front, member agencies of the National Traffic Safety Committee and socio-political organizations direct the promotion of propaganda, mobilization and dissemination of laws on road, railway and inland waterway traffic to all classes of people, to cadres, members and union members to raise awareness of compliance with traffic laws, implement measures to prevent and avoid accidents on motorbikes, motorbikes, ferries and railway crossings; strictly wear helmets when riding motorbikes and motorbikes, implement "If you drink alcohol or beer - do not drive", "Do not speed, overtake recklessly, or change direction suddenly"; do not carry more people than prescribed; observe safety when crossing railways, and comply with safety regulations when riding ferries.
8. The National Traffic Safety Committee, the Traffic Safety Committees of provinces and centrally-run cities provide hotline numbers widely publicized in the mass media and on the Website to receive feedback from agencies, units and people about transportation and traffic safety during Tet; at the same time, direct and coordinate with relevant authorities to promptly resolve and remedy.
9. People's Committees of provinces and centrally-run cities
- Issue specific plans, direct the synchronous and effective implementation of measures to ensure traffic order and safety to serve people during the New Year, Lunar New Year and Spring Festivals 2019 in accordance with local practical conditions, focusing on rural and mountainous areas and festival venues in the area; mobilize local people's organizations to participate in organizing vigilance or guard posts at railway crossings and self-opened paths with high risk of traffic accidents.
- Strengthen patrolling, control, detection and strict handling of violations of laws on traffic order and safety for the transportation of dangerous and flammable goods; step up inspection of compliance with regulations on the transportation of dangerous and flammable goods, especially gasoline and chemicals in the area, strictly handle organizations and individuals who violate the law. Strengthen the dissemination of laws on traffic safety; at the same time, request businesses transporting dangerous and flammable goods to strengthen propaganda and education on drivers' awareness of compliance with laws on traffic safety.
- The People's Committees of Hanoi and Ho Chi Minh City have plans to organize and regulate traffic, arrange sufficient forces and vehicles, and be on duty on key traffic routes and main routes into and out of the city; carry out traffic diversion in complex traffic areas, promptly clear congestion when it occurs, and prevent congestion from lasting, especially on the first and last days of the Tet holiday.
- Announce hotline numbers to receive feedback on passenger transport and traffic order and safety in the locality;Urge, inspect and report implementation results to the National Traffic Safety Committee for synthesis and reporting to the Prime Minister./.
