Posting false news about 'lieutenant forcing prisoner to have sex', a website owner in Nghe An was fined over 16 million
(Baonghean.vn) - A 34-year-old man in Vinh City created a website and then posted false articles related to the story of a lieutenant forcing a prisoner to have sex.
On July 30, the Inspector of the Nghe An Department of Information and Communications said that the unit had just coordinated with the Department of Cyber Security and High-Tech Crime Prevention (Nghe An Provincial Police) to work with Mr. VMQ (34 years old, residing in Vinh City) for the act of "providing false information, distorting, slandering, insulting the reputation of an organization, honor and dignity of an individual" as prescribed in Point a, Clause 3, Article 99, Decree 15/2020/ND-CP dated February 3, 2020 of the Government regulating administrative sanctions in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions.
Immediately after the meeting, the Inspector of Nghe An Department of Information and Communications issued a decision to administratively fine Mr. Q. with a total fine of more than 16 million VND. In addition, the website owned by Mr. Q. was also suspended due to not meeting the requirements.
Previously, on July 7, through state management work on the network environment, the Department of Cyber Security and High-Tech Crime Prevention (Nghe An Provincial Police) discovered on the electronic information page with the domain namenovelnavi.netpost article “The lieutenant abused his power and forced a female prisoner to have sex 5 times a day before allowing her to see her family.” on July 6, 2021.

The security agency said that cutting the image from the article “The story of a death row inmate guard” to insert into the article “The lieutenant abused his power to force a female prisoner to have sex 5 times a day before allowing her to meet her family” is a violation of the law. This act has offended the reputation and honor of Lieutenant Colonel Phan Viet Phuc, and the reputation and honor of Nghe An Provincial Police.
Through investigation and verification, the Department of Cyber Security and High-Tech Crime Prevention identified the websitenovelnavi.netcreated and managed by Mr. VMQ.
At the meeting, Mr. Q. said that he had quoted the article from another website and did not intend to insult the honor and reputation of the person in the image. After listening to the analysis, Mr. Q. admitted his actions and agreed to pay the fine according to regulations.
According to the reporter's investigation, the content of the news was cut and pasted from an article published in 2017, talking about an incident that occurred in Tien Giang province.
