The Party Committee of the Provincial Agencies Bloc and Vinh City Party Committee signed a cooperation agreement to strengthen supervision and management of party members.

In the past, although there was no coordination program, the two agencies have coordinated, especially in monitoring,party managementdirectly under the Party Committee of the Bloc Provincial agencies where they reside through collecting comments on party members at their place of residence and monitoring party members violating the Population - Family Planning policy; coordinating in building and recognizing agencies and units directly under the Party Committee of the Bloc that have achieved the title of Cultural Unit. Currently, 22% of agencies and units directly under the Party Committee of the Bloc have been recognized as Cultural Units.

However, the coordination has not been tight and effective. Specifically, the monitoring, management and supervision of party members at their place of residence is not tight; no party committee at the place of residence has requested the party committee at the place of work to review and criticize party members' performance of their responsibilities at their place of residence or lack of exemplary behavior in the locality.

Getting opinions from party members at their place of residence is still a formality, or party members have to go back and forth many times to get comments from the party cell at their place of residence.

Based on the functions and political tasks of each agency, at the conference, the two sides discussed and agreed on the coordination program for the 2021-2025 period with two key contents on Party building work and implementing the city's movements.

Specifically, the two sides coordinate to monitor and manage party members.Party Committee of Provincial AgenciesComply with regulations on responsibilities of party members who are working regularly and maintain contact with their place of residence in Vinh city.

In particular, pay attention to coordinating and promoting the exemplary role of cadres, party members, civil servants and public employees of provincial agencies where they reside, especially in carrying out movements to improve and build.civilized city, building cultural life in residential areas;set an examplecarry out site clearance work, carry out social security movements...

The two sides will also study and innovate the way of collecting comments from party members at their place of residence to ensure substance and positive impact on the implementation of party members' responsibilities at their place of residence.

Regarding the content of coordination in implementing movements, the two sides agreed to strengthen coordination in building cultural agencies and units, building civilized urban lifestyles, office culture, including the implementation of the city's tasks at each time and moment to serve major events and holidays in the area, ensuring that provincial agencies are "bright, green, clean, and beautiful"; coordinate the implementation of military, defense and security tasks at provincial agencies...

In addition to the two key coordination contents above, the two sides also set out coordination contents related to strengthening the roles and responsibilities of provincial departments and branches under the Party Committee of the Provincial Agencies Bloc in performing the tasks of building Vinh city into the center of the North Central region.
