Regarding the goal of streamlining the payroll for some officials and civil servants, some opinions say that this is difficult to implement. Mr. Van said: "Whether it can be done or not depends on the determination and implementation measures."

To eliminate "useless" officials, National Assembly delegates said that regular testing should be done using legal tools.

That evaluation criterion will be based on each public service act in each specific position to score annually and use that as a basis to eliminate "useless" officials.

“For example, points for administrative time compliance, or points for performing assigned tasks. If you fail to complete the task after the deadline, you will be deducted points. Or whether the task is performed with quality or not, you cannot do it when assigned to draft a document. You cannot do it when assigned to handle grassroots work. Those are the criteria for lowering the standard score. And the final summary, after 6 months or 1 year, will be used to remove you from the state apparatus.”

“That’s not to mention your moral assessment. When there is a petition from the people or businesses reporting that a certain civil servant is corrupt. If there is evidence, the lightest case is to eliminate or fire. The more serious case is to remove from office or fire. Or punish with other sanctions, the lightest is civil, the more serious is criminal. Only then can there be a deterrent,” said delegate Le Thanh Van.

Besides, the delegate said that by having annual exams, even if a civil servant is a "son of God", he will be eliminated.

“Basically, how did you create the exam? If the open exam had a situation that forced you to be creative and sit in the exam room, who could save you?”, the delegate from Ca Mau expressed his opinion.

Currently, every year, civil servants and public employees are evaluated. This method is based on self-criticism of each civil servant and on collective evaluation. “People give in to each other, avoid each other, and compromise with each other so that everything goes well,” said a National Assembly delegate.

The fourth subject is literature and policy on governance. This subject presents a situation for you to give advice to the nation. “Where can we get the textbook for this subject?”, delegate Le Thanh Van explained.

According to the delegate of Ca Mau delegation, if we take exams like the old days, we can eliminate a group of "useless" officials.

For a long time, our examination system has not been strict. We force the examinees to do the same thing we teach, even allowing them to bring in textbooks and documents.

Besides, the examiner must also have enough qualifications to recognize the creativity and practical ability of the examinee.

If we can do that, we can select capable officials and eliminate officials who "go to work with an umbrella in the morning and come home with an umbrella in the evening", wasting the state budget.

Currently, we are building a constructive and honest Government, so in personnel work we must create a transparent and fair mechanism so that everyone in society has the opportunity to take the exam to become a State official.

“As the Prime Minister once said, we must find a way for a farmer’s son to become a leader. To do that, we must be clear in the selection process,” said the National Assembly delegate.
