Proposal to add Thanh Thuy - Cua Lo economic corridor to the National Master Plan for the 2021-2030 period, with a vision to 2050

Discussing the National Master Plan for the 2021-2030 period, with a vision to 2050, delegates agreed on the need to soon promulgate this important plan to orient and allocate space for key sectors and fields for development. This is the first time the National Master Plan has been developed in accordance with the provisions of the Planning Law.
Appreciating the Government's elaborate and careful preparation and the National Assembly's support, delegates also had many suggestions to make the draft National Master Plan for the 2021-2030 period, with a vision to 2050, more complete and perfect.

Comrade Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, delegate of Nghe An Delegation requested the presiding agency to further assess the context of planning development; the impact of internal and external factors in the context of the world with rapid and unpredictable changes; at the same time, it is necessary to emphasize more on water security.
Regarding the list of important national projects for the 2021-2030 period, with a vision to 2050, delegate Do Van Chien said that the issue should be open, if it is closed, it will be difficult to expand investment in the future; at the same time, the names of national dynamic regions should be reviewed in accordance with the resolutions issued by the Politburo on economic regions nationwide.
Regarding the orientation of socio-economic space development, including the development of economic corridors, the draft planning has built economic corridors as an orientation to gradually form East-West economic corridors.

Regarding this content, delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province proposed to add the economic corridor planning from Thanh Thuy border gate, Thanh Chuong district (Nghe An) bordering Laos to Cua Lo (Nghe An) in the East - West economic corridor planning.
Delegate Thai Thi An Chung said that putting the Thanh Thuy - Cua Lo economic corridor into one of the corridors of the East - West economic corridor will contribute to promoting the effectiveness of the Vientiane - Hanoi expressway, with a route passing through Thanh Thuy border gate; at the same time, it will contribute to the development of the North Central Coast and Central Coast coastal areas according to the orientation as stated in the draft planning of this region, which is to develop seaports and seaport services, especially specialized seaports associated with economic zones and industrial parks.
The Hanoi (Vietnam) - Vientiane (Laos) Expressway Project, with the route passing through the Thanh Thuy Border Gate (Nghe An, Vietnam) and Nam On (Bolykhamxay, Laos), is the shortest route connecting the capitals of the two countries. The Politburo and the Governments of Vietnam and Laos have agreed to assign the Ministry of Transport of Vietnam and the Ministry of Transport and Public Works of Laos to survey and develop a pre-feasibility plan.
In addition, delegate Thai Thi An Chung said: The National Assembly has issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province. If the Thanh Thuy - Cua Lo economic corridor is added, it will create more opportunities and motivation for Nghe An to accelerate development.

Agreeing with the above opinion, Delegate Doan Nghe An Nguyen Van Chi - Vice Chairman of the Finance and Budget Committee of the National Assembly also said that in the planning, Cua Lo port is a special port. Here, if we want to develop the East - West corridor, we should consider the factor of planning to build a deep-water seaport. Thus, if we build a deep-water seaport in Cua Lo, in the planning of the East - West economic corridors, we need to have an economic corridor from Thanh Thuy to Cua Lo, in order to make the most of the connectivity when the distance from Thanh Thuy to Cua Lo is very short.
THE TWO DEVELOPMENT SCENARIOS ARE NOT TOO DIFFERENT
Also related to the National Master Plan for the period 2021-2030, with a vision to 2050, the National Assembly Delegates of Nghe An Delegation raised many opinions. Delegate Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training of Nghe An stated: The development perspective in planning, in addition to ensuring synchronization, science, practicality, and feasibility, must also ensure openness, so that territorial and local spaces can implement the planning.
The delegate of Nghe An delegation also suggested that it is necessary to add to the planning factors related to cultural development and cultural institutions, because cultural development is a major issue that the Party and State are very concerned about. Along with that, it is also necessary to clarify many contents, especially the criteria in planning universities and colleges; criteria for assessing the quality of general education...

Delegate Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee on Culture and Education also said that, in terms of the domestic development context and trends, the planning needs to provide more specific forecasts on development trends, for example, in the cultural field, how international cultural exchanges and interactions will affect Vietnam's cultural and tourism sectors.

The delegate of Nghe An Delegation also said that the planning of two development scenarios (low and striving) is reasonable. However, according to the delegate, the input factors to determine these two scenarios are almost qualitative, without specific quantitative indicators, so the macroeconomic indicators such as GDP growth and per capita income in these two scenarios are not too different.
Delegate Hoang Thi Thu Hien - Permanent Vice President of the Women's Union of Nghe An province expressed her opinion that in this planning, priority should be given to marine space planning because the sea is one of Vietnam's advantages, the gateway of the country, connecting with the region and the world.

Delegates also suggested that the planning should develop specific issues on marine space development, by field, instead of by 4 regions as in the draft planning; at the same time, it is necessary to add appendices and maps of marine space planning.
Also at the working session, the National Assembly deputies discussed in groups about: Evaluating the implementation of regulations in Resolution No. 30/2021/QH15 dated July 28, 2021 of the 1st session of the 15th National Assembly on policies to prevent and control the COVID-19 epidemic.

Delegates also discussed and proposed to include in the National Assembly Resolution on the transition to implementing a number of policies as prescribed in Resolution No. 30/2021/QH15 on policies to prevent and control the COVID-19 pandemic and allow the continued use of drug and pharmaceutical ingredient circulation registration certificates that have expired from January 1, 2023 and have not been renewed in accordance with the provisions of the Pharmacy Law./.
