Proposing 3 specific mechanisms for Cua Lo coastal town

Attending the meeting were Vice Chairmen of the Provincial People's Council: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee. Also attending were Vice Chairman of the Provincial People's Committee Le Ngoc Hoa; representatives of the Provincial People's Committee Office and a number of provincial departments and branches.

The draft resolution stipulates a number of mechanisms,special support policy for Cua Lo townSocio-economic development, period 2021 - 2025 was built to concretize the implementation of Resolution No. 01-NQ/TU on "Building and developing Cua Lo town to 2025 and the following years" of the Provincial Party Standing Committee issued on June 14, 2021.

Examining this draft, the opinions basically agreed with the contents, and at the same time discussed and clarified a number of concerns related to the percentage of budget regulation from land use fees for ward level; the list of priority investment projects for the period 2021 - 2025 needs to ensure focus, key points, and driving force for Cua Lo development and connection with Vinh city...

After the discussion of the delegates participating in the review and concluding the review, comrade Cao Tien Trung - Head of the Economic - Budget Committee, Provincial People's Council agreed to submit to the Provincial People's Council for consideration and approval at the next second session on the draft resolution stipulating a number of specific mechanisms and policies to support Cua Lo town in socio-economic development, period 2021 - 2025 with 3 specific policies, including:

First: Policy on land use fee regulation rate after deducting the compensation cost for site clearance and infrastructure investment for the budget of Cua Lo town and wards.

Specifically, for real estate projects in the town but not identified for specific investment projects, the provincial budget is regulated at 50%; the town budget at 40% and the ward budget at 10%.

As for land use fees from auctions, land allocation, and land use conversion, the town budget is 90% and the ward budget is 10%.

Second: Cement support policy, the province supports Cua Lo town with 3,000 tons of PCB30 cement/year to upgrade and build roads, irrigation works, and model residential areas.

Third: Policy to support urban infrastructure, environment and other support of 100 billion VND/year to carry out rescue work, sea rescue, tourism festivals, environmental sanitation, tree and lawn care.
