Proposal to rotate communal land officials needs to be more appropriate

(Baonghean.vn) - This is the recommendation that officials of Dien Bich commune, Dien Chau district made during a meeting with the Survey Team of the Provincial People's Council's Legal Committee on the issuance of Certificates of land use rights (GCN QSD), house ownership rights and other assets attached to land on the afternoon of June 6.

Talking to the survey team of the Provincial People's Council's Legal Committee, Mr. Tran Quoc Hung, a land official of Dien Bich commune, said that currently, the commune is focusing on completing the issuance of land use right certificates for cases that have not been issued for the first time.

Accordingly, through a review in 2015, in Dien Bich commune there were 195 plots of land with houses on them but had not been granted certificates of land use rights, house ownership rights and other assets attached to the land.

Therefore, in 2016 and 2017, the commune coordinated with relevant sectors to issue 30 and 31 land use right certificates, respectively, and in the first 5 months of 2018, 25 land use right certificates were issued.

At the meeting, representatives of Dien Bich commune also pointed out a series of difficulties in the work of granting land use right certificates such as: the land records system over the periods is not fully archived.

There are cases where people make dishonest declarations about the origin and time of land use, without documents on land use rights, leading to difficulties in the appraisal and approval of the origin and time of land use...

There are many objective and subjective reasons pointed out by Dien Bich commune, including the rotation of commune land officials from one commune to another, especially the rotation to communes quite far from the place of residence of the land officials.

According to the commune's analysis, land officials from other localities cannot avoid having difficulty in grasping the area, origin, and time of land use by the people.

Therefore, one of the recommendations of the commune is to consider transferring communal land officials more appropriately, in the direction of not transferring them to areas too far from the residential area of ​​the land officials.

Concluding the meeting, Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council acknowledged the achievements of Dien Bich commune in this field.

On the other hand, Ms. Thai Thi An Chung suggested that the commune continue to pay attention to resolving outstanding cases that have not been granted land use right certificates for the first time, especially land plots related to inheritance issues...; at the same time, coordinate with consulting units to conduct measurements and carry out procedures to grant and change land use right certificates to the people.
