Proposal to amend and supplement regulations on vehicle registration

The Ministry of Public Security is drafting a Circular amending and supplementing a number of articles of Circular No. 15/2014/TT-BCA regulating vehicle registration.

According to the draft, the Traffic Police Department registers and issues license plates for vehicles of the Ministry of Public Security and cars of diplomatic missions, representative agencies of international organizations and foreigners working in those agencies and organizations; cars originating from the State budget of agencies and organizations specified in Appendix No. 01 issued with this Circular.

Specifically, the agencies and units registering cars at the Traffic Police Department include: 1 - Office and Committees of the Party Central Committee, Nhan Dan Newspaper; 2 - Office of the President; 3 - Office of the National Assembly; 4 - Offices of Ministries, ministerial-level agencies, and agencies under the Government; 5 - Cars serving comrades who are members of the Government; 6 - Offices of central agencies of socio-political organizations (Fatherland Front, General Confederation of Labor, Youth Union, Women's Union, Veterans Association, Farmers' Association); 7 - Office of the Supreme People's Procuracy; 8 - Office of the Supreme People's Court; 9 - Office of the State Audit Office; 10 - Embassies, international organizations and foreign employees.

The draft also stipulates: Immediately upon the decision to transfer, sell, give, or donate a vehicle, the vehicle owner must notify in writing the agency that issued the vehicle registration certificate for monitoring; in case the vehicle owner does not notify, he/she must be legally responsible for the vehicle until the organization or individual who purchased, transferred, given, or donated the vehicle completes the registration and transfer procedures.

Vehicles of agencies and organizations that have been registered and issued with blue background license plates with white letters and numbers, when there is a decision to transfer, sell, give, or donate the vehicle, the owner must complete the procedures to withdraw and return the registration and license plates to the vehicle registration agency before handing over the vehicle to the organization or individual that purchased, transferred, donated, or gifted the vehicle.

In addition, Clause 7, Article 19 is added to stipulate the cases in which vehicle registration certificates and license plates must be revoked as follows: Registered vehicles, issued with license plates with blue background, white letters and numbers, when there is a decision to transfer, sell, give, or donate; vehicles that have expired; vehicles that are not allowed to circulate according to the provisions of law; vehicles with conclusions from competent authorities that both the engine number and chassis number have been cut and welded or only the engine number or chassis number have been cut and welded.

Blue background license plate, white letters and numbers, license plate series using one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly; Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies under the Government; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under the People's Committees at provincial and district levels; socio-political organizations (Fatherland Front, Labor Federation, Youth Union, Women's Union, Veterans Association, Farmers' Association); public service units (except public driving training and testing centers); The project management board has state management functions.
