(Baonghean.vn) - On the afternoon of November 3, the People's Committee of Nghe An province had a meeting with The Vissai Cement Group on the coordination of operations of Song Lam Cement Plant and the completion of Route N5 to serve production and transport products to the grinding station and Nghi Thiet Port. Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Attending the meeting were comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, representatives of a number of relevant departments, branches and Nghi Loc, Do Luong and Yen Thanh districts.

On the side of The Vissai Cement Group, there were Mr. Nguyen Ngoc Oanh - General Director of the Group and Mr. Dinh Quoc Quyen - General Director of Song Lam Cement Joint Stock Company.

According to the report of The Vissai Cement Group, by October 17, Song Lam Cement Factory (Do Luong) had fired up the first line to produce clinker and by November 9, it will fire up the second line. Each line produces 6,000 tons of clinker/day. Thus, by the end of November 2016, the factory will produce 12,000 tons of clinker/day and need to transport it to the grinding station, Nghi Thiet deep-water port.

However, to date, due to many reasons, the N5 route connecting Song Lam Cement Factory to Nghi Thiet grinding station and port has not been completed. Some sections are still stuck in land clearance, especially some households in Nghi Thuan commune (Nghi Loc) and 3 households in Dai Son (Do Luong) on ​​the route connecting the factory to N5 route.

At the meeting, the relevant parties discussed solutions to find a temporary route through National Highway 7, to National Highway 1A to release clinker products to Nghi Son port (Thanh Hoa) or Cua Lo for Song Lam cement factory. Departments, branches and localities also discussed solutions to quickly resolve existing problems, speed up construction progress, and open N5 route to serve production, transportation and consumption of products.

Regarding the difficulties in site clearance, after analyzing the specific situation, the Provincial People's Committee assigned the relevant departments and localities to continue to persuade people to comply with the province's policy on compensation and site clearance for the project for the purpose of economic development of the province. However, if any household intentionally prolongs or demands excessive benefits beyond the regulations, the government and relevant agencies will organize construction protection.

Regarding the temporary transportation of clinker from Song Lam Cement Plant via National Highway 7 and National Highway 1A, there will be 400 more trips from the plant every day, increasing traffic pressure on the routes. Therefore, the traffic police force recommends that the enterprise needs to have a plan to regulate and ensure that it does not exceed the load capacity and traffic safety.

Comrade Nguyen Xuan Duong assigned specific tasks to relevant departments, branches and localities to clear route N5 by mid-December to transport products of Song Lam Cement Factory.

Concluding the meeting, comrade Nguyen Xuan Duong assigned specific responsibilities to the Department of Transport, the Southeast Economic Zone, the Department of Finance and Nghi Loc and Do Luong districts to strengthen coordination to quickly resolve the issues. Strive by November 15, the relevant parties will hand over the site to clear the N5 route and by December 15, the road can be opened to traffic. Activities related to this field, all levels and sectors need to take drastic action, contributing to supporting the Song Lam Cement Factory to go into production, promoting socio-economic development in the province.
